Hi there, I am in full support of the project as Telopea needs a revamp. I have a young family and own my own home on chestnut avenue. I can see there are quite a few changes that will occur on the street and all the older houses will be removed which are all housing residents however there is a housing resident in number 9 and it is a very old fibro house which hasn't been looked after. It is odd that you haven't included this house in the revamp as the block is quite large. If you are making changes and are updating the whole street what about 9 chestnut avenue - I think this should be added? I also think making 5 story high units in chestnut avenue isn't the best idea - what will happen with parking? The street is already quite tight as it is, I think townhouses would be a more preferred option.

The construction of more social housing will devalue the surrounding properties and vibe of the community. The IGA supermarket at Benaud Place has recently been shut down due to the number of social housing people loitering and hanging around the area that makes it unsafe. The whole community already feels unsafe to be in the area in the day let alone at night. This should already send a strong signal that the building of more social housing will only deter people from the area. So it doesn’t matter if a retail and commercial area is built there because just the presence of social housing people being rowdy and verbally abusing pedestrians to the area is disturbing and encourages the community to simply stay away from the area

As a local resident I am in support of the plan. The neighbourhood has long needed rejuvenation with new infrastructure, in particular a new shopping mall for surrounding burgeoning suburbs. Hopefully law and order in the area would improve too as our social-economic fabrics become more diverse. However roads to in and out of the area would need to be upgraded to cope with the increased traffic volume.

To whom it may concern
My request and submission is not directly in relation to the plans, but instead is a request in relation to the process.
I am concerned about the possibility that the shops in Benaud Place may be demolished prior to the new shops being built and available to deliver services to the community. I speak on behalf of the numerous patients that I have talked to, who are also concerned that they potentially may be without medical access for a significant period of time. I am also concerned about those with mental health issues who I have not talked to, who will no doubt struggle with this if the above situation becomes a reality. We service a vulnerable area, in which there are a significant number of people suffering from mental health and/or multiple medical conditions and disabilities. I am concerned the health of many of these patients will deteriorate if they have difficulty being able to access medical care. Vulnerable patients in this category need ease of access for support and continuity of care, to ensure that the necessary treatment is readily available to them. A disruption in both of the medical centres that service the suburbs of Telopea and Dundas Valley (i.e. Dundas Valley Medical Centre AND Telopea Medical Centre), significantly impacts this access, and therefore may result in individuals not seeking medical assistance elsewhere and continuity of care.

I am requesting that a clause be put in, or the like of that which will achieve the same purpose, if not already done, to ensure that the new shops are built before the current shops at Benaud Place are demolished.

I believe by doing this, the longer term goals of the DA application are preserved, whilst short to medium term also preventing potentially significant impact on the health of some of the local residents, and therefore the wider health system.

I object the construction of entrance to garage at end of Winter Street. The reason is as following 3 points:
1.Winter street is already conjected with cars of current residents. It is too narrow for 2-way transport.
2 When we enter and exit the street, there is a sharp turn. It is easy to miss and dangerous for people do not familiar with it. Plus, if it got more traffic, would be dangerous for the traffic on Adderton Road. Atterton is narrow at the bridge area, where is the entrance to Winter Street. I never see any car do 3 point turn as it is no easy to enter and exit.
3. The community like this quiet small street. If we have more traffic, this will be more dangerous for the kids and pedestrians. People like it because it is no through road so safe for pedestrians. Before the end of 2019, we got much people enter the Telopea Train station through Winter street.
I sincerely with government will withdraw the decision to build the entrance. It is not a wise decision for the neighbourhood and the traffic / safety in this area.

Hello Planning Committee team

I would like to express concerns with regards to an aspect of the Telopea Concept Plan and Stage 1A with regards to the proposed garage entrance towards the end of Winter Street. My understanding is that this garage will be used by up to 400 new residents as an apartment block is being built at the end of Winter Street.

My concerns are as below:
1. Winter Street is a Narrow Street with limited ability to take on more traffic, The street width is already difficult for two cars to pass by each other with one vehicle having to drive very close to the fence to prevent car accidents. Having a driveway at the end of Winter Street will cause a significant increase in traffic and increase the risk of car accidents on the street.
2. Even with current traffic levels, it is difficult and dangerous to turn into Winter Street from Adderton Street (and vice-versa). As Winter Street is positioned geographically lower than Winter St, visibility of other cars is very poor. To increase traffic flow through Winter St will increase the risk of accidents of cars turning in and out of Winter Street. In addition, Adderton Road is a single lane in both directions and already has large amounts of traffic travelling as motorists link between Kissing Point Road and Pennant Hills Road. A garage entrance at the end of WInter Street will substantially increase the delays in cars being able to cross into Winter St.

I hope that this proposal to build a garage entrance at the end of Winter Street is reconsidered.

In the Telopea Construction Plan Stage 1 I have been recently notified that there is a plan to build "1 entrance to the indoor garage at the end of winter St. The garage is to hold 400+ parking spots". I live in the cul de sac in Winter St and this plan is completely new to us. Winter St is a narrow street and already has cars parking along the full length of the street due to the number of villas and units in the street already. After construction of the light rail (as before with the old rail) commuters will park in our street. In my villa complex alone, with only 8 villas, 3 of the villa owners do not park in their garage. Their garage is used for the storage or their self emplyment stores. 3 of the villas also have more than one car. Their cars are therefore parked on the street. This practice is also displayed in the other unit complex in Winter St. This practice will also undoubtably be carried out by the residents in the new units to be constructed thereby increasing the battle for street parking in Winter St.
It is difficult and unsafe enough to get in and out of our street at present not to mention the tension already existing among residents vying for parking spaces. Garbage collection nights are increasingly tense as it is with residents living in the street trying to juggle parking around bins out for collection. Each morning I go out into my street and collect garbage ejected by the peolpe who park there (tissues, coffee cups, drink cans etc).
On exiting or entering Winter St when a car is coming the other way it is increasingly difficult reversing or pulling over to let someone pass. It is very difficult driving into Winter St also with the hairpin turn on entry if there is a car comiing the other way.
We are a small street that has already had a huge impact made on us by the construction works and the changes to the rail line.We have lost so many trees that protected us from noise and the afternoon summer sun and gained so much concrete that will only increase the summer heat around us. To have more trees removed and even more concrete added is depressing. There are no trees being planted in our street to replace anything removed and new turf layed recently is now all but dead and full of weeds. Any new greenery is on the Adderton Rd side of the rail line and half of those trees do not look like they will survive the summer.
I hope you will take our quality of community life into account when making these building decisions. We have already been impacted terribly by the last 20+ months of construction that have not improved our quality of living. More commuting pressure and anxiety is unbearable to think about for anyone in this street that I have spoken to about this.Yours sincerely

The reason of my objections are as follows:
1. Winter street is already congested with cars of current residents. It is too narrow for a 2 ways transport.
2. There is a sharp turn in the entrance and exit of Winter St. It is easy to miss and it is danger for people who do not familiar with it. Especially the Adder ton road bridge. It is hardly see incoming car and make 3 point turn due to it's too sharp and narrow.

a) Winter St being a no through road has low traffic. The residents here appreciate the low traffic and quietness, which are also among the key reasons for my wife’s and my decision to buy and live in our property here. Putting an entrance to a large carpark at the end of Winter St will make this a busy, noisy street.
b) With low traffic, street parking along almost all of Winter St has tended to be readily available and visitors, tradespeople, delivery vehicles etc have convenient access to homes here. Our strata plan has only two visitor parking lots and already on weekends those are quickly occupied but fortunately there has been the option of street parking. Finding space for street parking will almost certainly become very challenging when there is a big increase in usage of this street.
c) A Winter St entrance to the proposed 400+ cars garage will dramatically increase the traffic along Winter St especially during peak hours and there will very likely be congestion caused by the need to enter and exit, to and from Atherton Rd. Winter St joins Atherton Rd in a 3-way junction that’s awkward and somewhat challenging even now because of the sharp angle at the above 3-way junction. The congestion of Winter St will make iot difficult for the residents here to leave and return to their own homes.
d) The prospect of much higher traffic along Winter St is also personally quite daunting and worrying for me. I am a legally blind person and I have to take public transport. Apart from the light rail when it is eventually operating. I take the 535 bus from the bus stops on Atherton Rd. So far, crossing Winter St is a breeze because there’s hardly any traffic here most of the time but that won’t be the case with a lot more traffic and it will be both risky and challenging just trying to cross from the side of Winter St where my home is to the other side of the street and then again in reverse when I return.
The above are the main reasons I oppose the project and very much hope the authorities will not go ahead with the proposal to put an entrance to the large carpark to be located at the end of Winter St.

Please ensure that there are unlocked public toilets, and that schools are kept away from major roads to prevent traffic caused by school zones. In order to pay tribute the name sake of the Teleopia precinct, please plant some waratahs in the area- waratahs of all colours, red, white, pink and yellow

Though the renewal of Telopea has its positives in terms of providing a better living standard to those living in the suburb it could negatively impact the overall peacefulness which the suburb already is, as well as safety concerns for the children which already like to play on the streets or students who use the streets daily to go to and from school. As Winter Street is already congested with cars of current residents, the street is far to narrow for a 2-way street to be implemented, especially with the new light rail on the opposite side there won't be any safe spaces for the pedestrians to walk in. Those who reside in Telopea and have been living there for 10+ years are used to the peacefulness and is one of the reasons why they love it so much, but if parking spots were to be built it would disturb their peace detrimentally and would create lots of angry neighbours and a lot of complaints to the council. Furthermore, security is a major problem which would arise if parking were to be built. As the plan for the garage is to fill 400+ cars in, the safety of the residents already living in Telopea could be affected as there will be 400+ strangers coming in and out of our street daily. With the extreme amount of cars moving daily, the safety of our children is highly at risk as children like to play on the streets daily as well as walk around for fresh air. I sincerely hope the parking garage will not be built as it will disrupt the peace-fullness of the suburb as well as increase security issues and will become a major safety concern.

To Whom it May Concern;
I'm specifically objecting to the proposed 7 Storey building adjacent to our property on the corner of Field Place and Marshall RD. the issues I have is the Building is proposed right on the boundary with zero setbacks to our property and also only 3m setbacks from the street frontage which is totally out of character with rest of the street. Our main concern is the proposed building is nominated to be designated for "social Housing Tenants". this will drive down every ones property values, why isn't the social housing nominated in the current location (the Center along Wade lane) rather than in a small cul-de-sac a which is currently mostly in private ownership?? Given the previous experience with new Social Buildings in Shortland Street, insufficient onsite parking was provided and now all the adjacent streets are full with parked cars. Marshall Road is currently a very narrow road and is already too tight with Buses having trouble navigating the parked cars. Is there a proposal to widen this road to accommodate the huge influx of residents?
My Home is currently an isolated site with Townhouses on one side and a proposed towering Social Unit block built right on the boundary. This will drive down the price for our property and destroy any future development potential. Why isn't the green the deep soil zone proposed near our boundary to remove the hideous zero setback? this isn't the CBD, hence a 3m setback must be proposed and no overlooking balconies and windows facing our property to maintain our privacy as we have small kids.

In Summary our main concerns is the designation of the social buildings in areas that are not high density social housing areas and the zero setbacks and narrow setbacks proposed from the street frontage.

To Whom It May Concern,

I am a resident of Winter Street, having lived here since 1992. I have had an approximate eight year period away, only to return.

In my 20-30 year span of living experience at this location I have observed the intersection of Winter Street and Adderton Road to be a particularly dangerous intersection due to the nature of rapid traffic that shoots over the bridge section above the rail line. It is already a tasking effort at certain times of the day to both enter and exit from Winter Street, particularly if turning right out of Winter Street onto Adderton Road in order to drive parallel with the train line towards Telopea station.

The intersection itself is not able to accommodate any kind of traffic light system nor roundabout/give way setup.

Please, if you look up the records of road incidents in this area you will undoubtedly observe a very consistent pattern over the years. Long term residents of the surrounding streets (Leamington Road, Manson Street, Adderton Road and Winter Street) are all too familiar with the sound of car crashes here. It is common that we step out to assist or check on individuals as the first point of contact after an incident. I am unable to place a firm number on the incidents, truly I have lost count over the years.

I strongly observe that it is a grave mistake to specifically encourage a higher volume of traffic to utilise this already very small street (Winter) which is one lane for the most part with street parking heavily committed on a daily basis.

For the purpose of facilitating parking spaces for persons looking to park for the day and head to work I certainly understand the need for more parking to be created. This I am not against. It is the passageway of Winter Street that I must highlight has to be avoided for the safety of countless commuters.

Already there are existing difficulties both entering and exiting Winter Street. This will only be compounded more so by what I understand would be a 400+ car space parking lot. It is asking for greater stress and tension to be felt stemming from long wait times both entering or exiting this awkward intersection. I sincerely foresee more risks of rapid acceleration being taken in unsafe oncoming traffic gaps as queues form behind the foremost vehicle looking to enter/exit Winter Street (in particular, vehicles originating from Adderton Road attempting to turn right onto Winter Street).

Please know that I am not opposed to the provision of additional parking to support the light rail project. This is a wonderful development for the community and the Telopea station area is already looking much better and more positive already.

I earnestly encourage you to revisit the consideration of Winter Street as an access point to this proposed parking lot. Although it would take commuters a few more moments to reach the destination (approx. 60 seconds added, give or take), Manson Street provides a vastly safer option to drive around to reach the East side of Telopea station (Sturt Street). The intersection of Adderton Road and Manson Street provides a far clearer line of vision for oncoming traffic. There is a great reduction of road incidents to be achieved in this one option alone.

It will be with great disappointment for me to bring this precise message to light in future should the kind warning not be heeded. I am more than happy to provide further feedback or exchange of ideas if it is required to make a more considered decision for how best to resolve the logistics hurdle involved with this proposal.

We are the residents who live on winter street Telopea. The mail is to object to the construction of the entrance to the garage at the end of Winter Street, which is on Telopea Concept Plan and Stages 1A. See appendix:
In appendix -> EIS-> Appendix L2_Stage 1A Public Domain, page 3, you will see the designed entrance at top left (end of Winter Street):
The reason is as following 3 points:
1. Winter street is narrow and congested with street parking cars of current residents. It is too narrow for even a 2-way transport.
2 The entrance from Adderton to Winter street has some issues and is not suitable for more traffic.
• When we enter and exit the street, there is a sharp turn. It is easy to miss and dangerous when you turn. Plus, if it got more traffic, it would be dangerous for the traffic on Adderton Road.
• Adderton is narrow around the bridge area, where the entrance to Winter Street. It is not possible for cars to do a 3-point-turn. Not easy to enter or exit.
• Due to the bridge the vision at the intersection is not good. People drive fast on Adderton and need to turn fast else it's easy to get hit.
• There is no traffic light at the exit currently.
3. The community likes this quiet small street because it is not a through road so safe for pedestrians. Before the end of 2019, we got many people entering the Telopea Train station through Winter street. The residents here have a higher percentage of senior people as well as downsized families. They are not agile with movement. More traffic is not good news to those families.
4. Sturt Street is wide and has no sharp turn. With around 10 fully occupied apartment buildings before 2018, it is still far from a busy street. I cannot see any reason why we do not use Sturt street as a garage entrance.
We sincerely wish the government could withdraw the decision to build the entrance to the garage on Winter street. It is not a wise decision for the neighbourhood and the traffic / safety in this area.

I object to the proposal to use Winter Street Telopea as access to the 416 space shared basement car park as stated in the Telopea Concept Plan and Stage1A.
1) Winter Street is too narrow to accommodate the volume of traffic which would be generated by being used for access to this car park.

2) With one row of parked vehicles along Winter Street there is not sufficient room for two vehicles to pass each other for two way traffic.

3) Exit from Winter Street to Adderton Road is already dangerous and has been the scene of many accidents in the 30 years I have lived in Winter Street.

4) It is already difficult to make a right hand turn from Winter Street to Adderton Road and would be impossible to turn safely if volume was added to the traffic in Winter Street.

I'm writing to strongly object to the project of using Winter Street as an access point. These are my reason below:
1. The street is already very narrow. It can JUST fit 2 car widths in the street but it very tight. At all times of the day and night there are cars parked on 1 side of the road, nearly all the houses on the street are duplexes so they come with 1 parking spot inside and the other car is on the street. Traffic can not flow in both directions. Then the issue is that if there is a car within the street one person has to give way. At least once a week i have to reverse back as a car is already with the street and i can not fit. This is with the very limited numbers of cars already. If there was more it would be a huge problem.
2. The street has been designed as a cul-de-sac the widest part is the turning area only. It is not designed and should not be used as as a thoroughfare.
3. When making a left hand turn from Adderton Road into Winter Street the angle of the street makes it an awkward turn and you need to go very wide to make it. There is no way any large work trucks could make the turn.

I can not strongly object to the project in this text enough. I have lived there for 5 years and the issues i face from the narrow street is annoying, to add more cars would eb the worse possible idea. I cant not actually believe that the plan was passed in the first place.

Hi Andy,
I have collected the petition result for garage entrance on Winter street.
There are 21 property is using Winter street. 18 of them I either submitted on line or signed the letter I drafted. Plus1 family definately against the current plan. She talked to 4/6-8 Winter Street Owner. But I could not meet her. 2 family either I could not meet the person or maynot understand the plan and need to study more.
I did this because more than half family on Winter street either do not speak English or could not use internet to submit.
Attached you could find the scan file of the letter and signature as well as my statistics.
We strongly wish Winter Street keep as is. Do not open the entrance to the garage.
