1. The street is already very narrow. It can JUST fit 2 car widths in the street but it very tight. At all times of the day and night there are cars parked on 1 side of the road, nearly all the houses on the street are duplexes so they come with 1 parking spot inside and the other car is on the street. Traffic can not flow in both directions. Then the issue is that if there is a car within the street one person has to give way. At least once a week i have to reverse back as a car is already with the street and i can not fit. This is with the very limited numbers of cars already. If there was more it would be a huge problem.
2. The street has been designed as a cul-de-sac the widest part is the turning area only. It is not designed and should not be used as as a thoroughfare.
3. When making a left hand turn from Adderton Road into Winter Street the angle of the street makes it an awkward turn and you need to go very wide to make it. There is no way any large work trucks could make the turn.
I can not strongly object to the project in this text enough. I have lived there for 5 years and the issues i face from the narrow street is annoying, to add more cars would eb the worse possible idea. I cant not actually believe that the plan was passed in the first place.

Parking in Telopea and surrounding streets cannot accommodate the increasing multi story dwellings with inadequate car spaces, along with the commuters that would previously drive to and park near Telopea Station to use the original train line. Road narrowing at the new light rail crossing in Telopea on Adderton Rd has already impacted traffic flow and on street parking. There doesn't appear to be any consideration to the impact to residential vehicle parking along with commuter parking and the increase traffic through our narrow side streets, some of which has parking restrictions due to how narrow the streets are.

I would like to express concerns with regards to an aspect of the Telopea Concept Plan and Stage 1A with regards to the proposed garage entrance towards the end of Winter Street. My understanding is that this garage will be used by up to 400 new residents as an apartment block is being built at the end of Winter Street.
My concerns are as below:
1. Winter Street is a Narrow Street with limited ability to take on more traffic, The street width is already difficult for two cars to pass by each other with one vehicle having to drive very close to the fence to prevent car accidents. Having a driveway at the end of Winter Street will cause a significant increase in traffic and increase the risk of car accidents on the street.
2. Even with current traffic levels, it is difficult and dangerous to turn into Winter Street from Adderton Street (and vice-versa). As Winter Street is positioned geographically lower than Winter St, visibility of other cars is very poor. To increase traffic flow through Winter St will increase the risk of accidents of cars turning in and out of Winter Street. In addition, Adderton Road is a single lane in both directions and already has large amounts of traffic travelling as motorists link between Kissing Point Road and Pennant Hills Road. A garage entrance at the end of WInter Street will substantially increase the delays in cars being able to cross into Winter St.
I hope that this proposal to build a garage entrance at the end of Winter Street is reconsidered.

* Winter Street poses many hazards as it currently stands without the threat of increasing the volume of traffic in this very narrow street which only allows one vehicle to pass at the best of times. Larger vehicles ie. Garbage Trucks, Delivery vehicles, Commercial vans & trucks make Winter street nearly impossible for drivers and residents alike.
*The biggest hazard comes mainly from vehicles wishing to turn into Winter Street from Adderton Rd Bridge which is virtually a hairpin bend and a blind spot for pedestrians wishing to walk across Winter St to resume walking on Adderton Rd, the suddeness of this turning point doesn't hardly give pedestrians a chance to complete walking across the street and in our time we've seen children or ladies with prams nearly taken out! This particular spot has been the subject of numerous collisions including fatalities and during our thirty five year residency we've seen it all!!
*Vehicles turning into Winter St from both ends of Adderton Rd greatly impacts the traffic on Adderton Rd and causes it's fair share collisions due to Winter St blind spot and sudden access point. Then you have a real fiasco for anyone wishing to exit Winter St at the same time as someone is trying to enter Winter St. which again impacts traffic on Adderton Rd causing collisions.
* Bike Track and Pedestrian walkway which has recently been constructed by Light Rail project which runs parallel to Winter St could/will cause fatalities and mayhem if there was to be another accident on Winter St causing the Cyclone fencing to be easily penetrated (due to narrowness of Street) onto Walk and Bikeway. (No need to remind you of the Oatlands disaster resulting in four deaths and speeding car going through cyclone fencing.)

My request and submission is not directly in relation to the plans, but instead is a request in relation to the process.
I am concerned about the possibility that the shops in Benaud Place may be demolished prior to the new shops being built and available to deliver services to the community. I speak on behalf of the numerous patients that I have talked to, who are also concerned that they potentially may be without medical access for a significant period of time. I am also concerned about those with mental health issues who I have not talked to, who will no doubt struggle with this if the above situation becomes a reality. We service a vulnerable area, in which there are a significant number of people suffering from mental health and/or multiple medical conditions and disabilities. I am concerned the health of many of these patients will deteriorate if they have difficulty being able to access medical care. Vulnerable patients in this category need ease of access for support and continuity of care, to ensure that the necessary treatment is readily available to them. A disruption in both of the medical centres that service the suburbs of Telopea and Dundas Valley (i.e. Dundas Valley Medical Centre AND Telopea Medical Centre), significantly impacts this access, and therefore may result in individuals not seeking medical assistance elsewhere and continuity of care.
I am requesting that a clause be put in, or the like of that which will achieve the same purpose, if not already done, to ensure that the new shops are built before the current shops at Benaud Place are demolished.
I believe by doing this, the longer term goals of the DA application are preserved, whilst short to medium term also preventing potentially significant impact on the health of some of the local residents, and therefore the wider health system.

It is difficult and unsafe enough to get in and out of our street at present not to mention the tension already existing among residents vying for parking spaces. Garbage collection nights are increasingly tense as it is with residents living in the street trying to juggle parking around bins out for collection. Each morning I go out into my street and collect garbage ejected by the peolpe who park there (tissues, coffee cups, drink cans etc).
On exiting or entering Winter St when a car is coming the other way it is increasingly difficult reversing or pulling over to let someone pass. It is very difficult driving into Winter St also with the hairpin turn on entry if there is a car comiing the other way.
We are a small street that has already had a huge impact made on us by the construction works and the changes to the rail line.We have lost so many trees that protected us from noise and the afternoon summer sun and gained so much concrete that will only increase the summer heat around us. To have more trees removed and even more concrete added is depressing. There are no trees being planted in our street to replace anything removed and new turf layed recently is now all but dead and full of weeds. Any new greenery is on the Adderton Rd side of the rail line and half of those trees do not look like they will survive the summer.
I hope you will take our quality of community life into account when making these building decisions. We have already been impacted terribly by the last 20+ months of construction that have not improved our quality of living. More commuting pressure and anxiety is unbearable to think about for anyone in this street that I have spoken to about this.Yours sincerely

2. There is a sharp turn in the entrance and exit of Winter St. It is easy to miss and it is danger for people who do not familiar with it. Especially the Adder ton road bridge. It is hardly see incoming car and make 3 point turn due to it's too sharp and narrow.
3. The community like this quiet small street because it is no through road that make it safe for pedestrian. More traffic will cause danger to children and pedestrians.
Hopefully government will withdraw the decision to build the entrance. Considering the public safety in this area.

I never see any car do 3 point turn as it is no easy to enter and exit.

I sincerely with government will withdraw the decision to build the entrance. It is not a wise decision for the neighbourhood and the traffic / safety in this area.

b) With low traffic, street parking along almost all of Winter St has tended to be readily available and visitors, tradespeople, delivery vehicles etc have convenient access to homes here. Our strata plan has only two visitor parking lots and already on weekends those are quickly occupied but fortunately there has been the option of street parking. Finding space for street parking will almost certainly become very challenging when there is a big increase in usage of this street.
c) A Winter St entrance to the proposed 400+ cars garage will dramatically increase the traffic along Winter St especially during peak hours and there will very likely be congestion caused by the need to enter and exit, to and from Atherton Rd. Winter St joins Atherton Rd in a 3-way junction that’s awkward and somewhat challenging even now because of the sharp angle at the above 3-way junction. The congestion of Winter St will make iot difficult for the residents here to leave and return to their own homes.
d) The prospect of much higher traffic along Winter St is also personally quite daunting and worrying for me. I am a legally blind person and I have to take public transport. Apart from the light rail when it is eventually operating. I take the 535 bus from the bus stops on Atherton Rd. So far, crossing Winter St is a breeze because there’s hardly any traffic here most of the time but that won’t be the case with a lot more traffic and it will be both risky and challenging just trying to cross from the side of Winter St where my home is to the other side of the street and then again in reverse when I return.
The above are the main reasons I oppose the project and very much hope the authorities will not go ahead with the proposal to put an entrance to the large carpark to be located at the end of Winter St.

I'm specifically objecting to the proposed 7 Storey building adjacent to our property on the corner of Field Place and Marshall RD. the issues I have is the Building is proposed right on the boundary with zero setbacks to our property and also only 3m setbacks from the street frontage which is totally out of character with rest of the street. Our main concern is the proposed building is nominated to be designated for "social Housing Tenants". this will drive down every ones property values, why isn't the social housing nominated in the current location (the Center along Wade lane) rather than in a small cul-de-sac a which is currently mostly in private ownership?? Given the previous experience with new Social Buildings in Shortland Street, insufficient onsite parking was provided and now all the adjacent streets are full with parked cars. Marshall Road is currently a very narrow road and is already too tight with Buses having trouble navigating the parked cars. Is there a proposal to widen this road to accommodate the huge influx of residents?
My Home is currently an isolated site with Townhouses on one side and a proposed towering Social Unit block built right on the boundary. This will drive down the price for our property and destroy any future development potential. Why isn't the green the deep soil zone proposed near our boundary to remove the hideous zero setback? this isn't the CBD, hence a 3m setback must be proposed and no overlooking balconies and windows facing our property to maintain our privacy as we have small kids.
In Summary our main concerns is the designation of the social buildings in areas that are not high density social housing areas and the zero setbacks and narrow setbacks proposed from the street frontage.

I am a resident of Winter Street, having lived here since 1992. I have had an approximate eight year period away, only to return.
In my 20-30 year span of living experience at this location I have observed the intersection of Winter Street and Adderton Road to be a particularly dangerous intersection due to the nature of rapid traffic that shoots over the bridge section above the rail line. It is already a tasking effort at certain times of the day to both enter and exit from Winter Street, particularly if turning right out of Winter Street onto Adderton Road in order to drive parallel with the train line towards Telopea station.
The intersection itself is not able to accommodate any kind of traffic light system nor roundabout/give way setup.
Please, if you look up the records of road incidents in this area you will undoubtedly observe a very consistent pattern over the years. Long term residents of the surrounding streets (Leamington Road, Manson Street, Adderton Road and Winter Street) are all too familiar with the sound of car crashes here. It is common that we step out to assist or check on individuals as the first point of contact after an incident. I am unable to place a firm number on the incidents, truly I have lost count over the years.
I strongly observe that it is a grave mistake to specifically encourage a higher volume of traffic to utilise this already very small street (Winter) which is one lane for the most part with street parking heavily committed on a daily basis.
For the purpose of facilitating parking spaces for persons looking to park for the day and head to work I certainly understand the need for more parking to be created. This I am not against. It is the passageway of Winter Street that I must highlight has to be avoided for the safety of countless commuters.
Already there are existing difficulties both entering and exiting Winter Street. This will only be compounded more so by what I understand would be a 400+ car space parking lot. It is asking for greater stress and tension to be felt stemming from long wait times both entering or exiting this awkward intersection. I sincerely foresee more risks of rapid acceleration being taken in unsafe oncoming traffic gaps as queues form behind the foremost vehicle looking to enter/exit Winter Street (in particular, vehicles originating from Adderton Road attempting to turn right onto Winter Street).
Please know that I am not opposed to the provision of additional parking to support the light rail project. This is a wonderful development for the community and the Telopea station area is already looking much better and more positive already.
I earnestly encourage you to revisit the consideration of Winter Street as an access point to this proposed parking lot. Although it would take commuters a few more moments to reach the destination (approx. 60 seconds added, give or take), Manson Street provides a vastly safer option to drive around to reach the East side of Telopea station (Sturt Street). The intersection of Adderton Road and Manson Street provides a far clearer line of vision for oncoming traffic. There is a great reduction of road incidents to be achieved in this one option alone.
It will be with great disappointment for me to bring this precise message to light in future should the kind warning not be heeded. I am more than happy to provide further feedback or exchange of ideas if it is required to make a more considered decision for how best to resolve the logistics hurdle involved with this proposal.

1) Winter Street is too narrow to accommodate the volume of traffic which would be generated by being used for access to this car park.
2) With one row of parked vehicles along Winter Street there is not sufficient room for two vehicles to pass each other for two way traffic.
3) Exit from Winter Street to Adderton Road is already dangerous and has been the scene of many accidents in the 30 years I have lived in Winter Street.
4) It is already difficult to make a right hand turn from Winter Street to Adderton Road and would be impossible to turn safely if volume was added to the traffic in Winter Street.
