The hazardous materials that exist in solar panels receive a lot of attention out of concern they will leach out into the soil over time, especially if they are damaged by weather events. Has anyone considered what happens to the soil and ground water on a farm that is converted to thousands of acres of solar panels, with tens of thousands of buried ten-foot-long galvanized steel I-Beams driven into the soil to support the racking systems?
 
The 13-acre solar farm I worked on used more than 900 galvanized steel columns. Now I am an electrical guy, not a farmer or an agricultural specialist. The zinc coating of galvanized steel corrodes at a higher rate in soils with a Ph lower than 7.0. It gets more complicated when copper is present and the soil acts as an electrolyte. When galvanized steel corrodes it can leach cadmium, lead, and zinc into the soil. In fact, the EPA warns that “cadmium can be released to drinking water from the corrosion of some galvanized plumbing and water main pipe materials.” The USDA states “galvanized metal containers are not safe to serve food and drinks in. The acidity of the food or drink could dissolve the zinc coating allowing it to leach into the food or drink.” So, what happens to the rich agricultural soil that is made a pin cushion by all these galvanized steel columns that support solar panels for 25 years? Does this make a case for base line soil and ground water testing as part of solar zoning requirements BEFORE a solar developer starts to build, and periodic testing for the life of the solar facility? The solar developer should also bear the cost of this testing, not the taxpayer.

Local volunteer fire fighters are ill equipped and landowners have not been properly consulted despite being the ones who will bear the brunt of this inevitably toxic, carcinogenic disaster.
This makes the lack of re-exhibition utterly unacceptable.

The battery fire risk is exponentially increased with such a dramatic change in scale.
California’s Otay Mesa fire is proof of how quickly a BESS blaze can overwhelm fire crews and pollute the air and land with toxic vapours and runoff.
This experimental plan has not been properly assessed & the obvious CCP security nightmare would render this plan STOP IMMEDIATELY & NOT PROCEED AT ALL!

The proximity to Wollar Creek makes this toxic contaminating threat particularly disastrous for our essential water system.
PFAS compounds are persistent, bioaccumulative, and irreversible.
An Independent, Reputable , Peer Reviewed Scientific Determination is required.

Where’s the site-specific contamination study?

This outrageous scale change, with zero fresh public exhibition, is a betrayal of transparency, democracy, and public safety.

The battery expansion increases not just output but fire risk, chemical load, land impact, groundwater contamination risk, and local emergency burden. Every single one of these risks must be re-assessed.

The toxic risk from a 280MW/560MWh battery system — including Bis-FASI PFAS and fire hazards — is exponentially greater than the approved 30MW system. This demands a full new environmental impact assessment.

This is not the project that was originally approved.
With such a huge scale-up in energy storage, the environmental, health and safety impacts are completely different.
The National Security implications are too great to approve this as the CCP is a hostile actor.

This is not a minor modification — it's a radical overhaul: expanding the battery tenfold from 30MW/30MWh to 280MW/560MWh completely transforms the risk, footprint, and impact.
It must be fully re-exhibited so the public is properly consulted & so this toxic plan can be properly scrutinised.

Hiding a massive 933% increase in battery capacity under the guise of “Modification 4” is a disgraceful abuse of planning law.
The public has a right to full consultation & proper re- Exhibition as the seriously toxic, life threatening impacts are extreme.

It's becoming clearer that a renewables only approach to Australia's electricity supply will not work. Placing the responsibility of electricity supply to Australians by a foreign owned company is madness. Given the scale of change this development modification is proposing shouldn't it be done via a new development application? When will politicians realize the value of food production and stop these developments on farmland
