I object to this proposal - particularly the modifications to the hours of operation and amendments to allow live entertainment, amplified music on Level 3 terrace and increased noise levels.
1. Gloucester Street is one of the few residential streets in The Rocks. It has a distinct residential community fabric, acting as custodians of the heritage nature of the area.
2. Gloucester Street includes The Australian Hotel, which restricts their patrons activity on Gloucester Street with no access beyond 10pm and limits live music to Cumberland Street and not on the Gloucester Street side.
3. This proposal could set a precedent to allow for adjustment to the hours of activity on Gloucester Street by The Australian Hotel.
4. The location of the Youth Hostel is near multiple other hospitality venues that provide ample entertainment options for the hostel’s guests.
5. Those venues, while in proximity, are in sufficient distance from the predominantly residential areas of The Rocks, limiting their wider noise impacts.
6. On several occasions when the Youth Hostel had events with larger crowds on their Level 3 Terrace; the noise has carried causing distinct incidents of disturbance to the broader area. The increased hours of operation and proposed noise levels, particularly with the allowance of possible live music will increase the likely incidents of disturbances.
7. These previous disturbances do not give me comfort the management will be able to proactively manage the noise of their patrons.
8. Additionally, these previous incidents highlight that noise from the Level 3 Terrace is widely emitted in multiple directions with a wider range of people and places impacted by such noise.
9. The Extended hours of operation to midnight will result in likely incidents of large groups of patrons wandering through the residential area of Gloucester Street after midnight; by walking through the residential lanes and staircases in very close proximity to residential buildings and causing disturbances, impacting the residents’ peace and ability sleep with ease at night time.
10. In similar occasions when there have been large crowd on the Level 3 Terrace; the hostel’s guests have shouted to groups and people on Gloucester Street. These incidents will increase and continue to the unacceptable time of closing to midnight.
The above points highlight that the submission is likely to have adverse impacts on the residents’ health and well-being and will not meet their reasonable expectations of what constitutes a liveable neighbourhood.
Therefore, I ask the relevant authorities to consider the needs of the residents of the community of Gloucester Street, whom seek to continue to live in a liveable area.
I request this submission be declined due to the likely negative impacts the proposal will have on the community’s overall fabric and the residents’ health and well-being.

To whom it concerns,
I am an owner occupier resident on Gloucester Street and I have reviewed the Youth Hostel & Archaeological Centre Exhibition and oppose the proposals.
The Rocks is a strong heritage area and a strong part of the heritage and character of the area centres on its residential history. There has always been a clear desire to maintain The Rocks as an area which continue to allow residents to enjoy living in, in harmony with local businesses.
Within The Rocks, Gloucester St has always been, and continues to be a predominantly residential street. In this capacity Gloucester Street has also been a huge part of intangible cultural heritage that The Rocks represents to not only to Sydney, but to Australian History more broadly.
There is a high density of, and ample bars in The Rocks and immediately surrounding areas providing venues for drinking and live entertainment; these include The Glenmore Hotel, The Harbour View Hotel and more closely to Gloucester Street, The Australian Hotel. Noise from these venues respectfully reduces each evening at 10pm.
Indeed with the Australian Hotel, while it’s open after 10pm it respectfully shuts down all outside seating on its Gloucester Street frontage and hotel/pub access after 10pm is on Cumberland Street. This may be due to current liquor licence time considerations, but this very act is a key enabler in maintaining the residential fabric of Gloucester Street.
In the Youth Hostel & Archaeological Centre Exhibition proposals, I object to all the proposals, including but not limited to:
• The proposal to obtain an on-premises liquor licence from LGNSW
• The change request to allow live entertainment and to allow amplified music;
• The request of modification to the upper level of the building known as the North Wing of the Youth Hostel, specifically, the existing terrace at Level 03 of that building.
• The request to extend the hours of operation of the terraces to midnight;
These proposals will unquestionably have a significant and negative impact on Gloucester Street and on the local community. As a primarily residential street, the potential to have noise from 5am on terraces, that are only located on the third floor, and the potential for live entertainment or amplified music until midnight each evening/night can not only detrimentally impact the quality and fabric of life but also the well-being and potentially the mental health of residents living in Gloucester Street.
The noise from the existing terrace already travels to the surrounding residences when it’s being used, this is obviously amplified both early in the morning/day and later in the evening, and after 10pm when other major sources of local noise decrease.
The submission refers to this terrace as being ‘a significant component of the Hostel and an important amenity for guests’. While I don’t disagree that its nice feature for these short term hostel guests to enjoy, I would also urge thought to be given in equal measure to the residents who live in the surrounding buildings who will be far more impacted, and individually on a far more ongoing every day to day basis but these proposals. The timeframes in consideration are 5am to 12midnight !

Youth hostels also have a different younger and transient clientele who 'party' more and hence rooftop/open air bars directly opposite residential living is not desirable from a noise level perspective.
