Overview: 

This release includes: 

  • Changes to the Major Projects Portal and Online DA, State DA and Planning Proposal digital services in the NSW Planning Portal, made to support the introduction of the Development Coordination Authority (DCA).
  • Minor changes to Planning Proposal digital service to support the new policy for a single Ministerial Direction.

There are also some technical updates and fixes. View the sections below to understand the changes.

Major changes to existing workflows 

Concurrence and referral service 

Changes were made to the concurrence and referral service to support the introduction of the Development Coordination Authority (DCA). These workflow changes only apply to development or modification applications lodged after 1 July 2026. For applications lodged prior to this time, the existing workflow will apply. 

General

  • New warning message on ‘Proposed development’ screen within standalone CNR service, ‘This standalone referral is intended to be used for applications under appeal with the Land and Environment Court, or post-consent referral. Alternatively, if you need to create a new referral, you can create one from an application’s ‘Action’ menu or edit an existing CNR case and add new or re-refer clauses’.
  • Requirement to enter the related development application determination on CNR cases removed.

Referral Check

The changes below relate to the new DCA referral check workflow: 

  • A CNR case is created when a council user selects ‘Yes’ to ‘Is approval required from any Commonwealth, State or other Agencies?’ on ‘Refer to an external agency’ screen within the development application service.
  • When a council user selects DCA related clauses for a referral check, a DCA related case is created with the prefix ‘DCA-XX’. This is linked to the main CNR case and can be viewed from the ‘Related cases’ tab by the council user. 
  • When a council refers an application for the DCA referral check, the status of the DCA case is ‘Pending referral check’. The status of the related CNR case is ‘Awaiting DCA referral check’.
  • The DCA coordinator can access the referral requests from the ‘DCA referral check WB’ on the ‘Unassigned tasks’ tab of the dashboard.
  • New ‘Development Coordination Authority referral check’ screen introduced for DCA coordinators to review and manage clauses, upload documents and record comments. 
  • When DCA advice is not provided within the 2-day referral timeframe, clauses selected by council users are automatically accepted. 
  • When the DCA referral check has exceeded 2 days, council users will see a ‘Proceed with CNR submission’ screen when they next access the CNR case. This message advises the council user that they can progress the CNR submission.
  • When a council user proceeds with CNR submission after DCA referral check has exceeded 2-day period without providing advice, DCA case status changes to ‘Awaiting CNR submission’ and CNR case status is ‘In progress’.
  • When the DCA coordinator provides a response to the referral check, the document is visible from the ‘Documents‘ tab within the DCA case. 
  • When council user lodges the development application that was referred to DCA for a referral check, the status of the DCA case for DCA coordinators changes to ‘Awaiting CNR submission’.
  • When a DCA coordinator does not complete the ‘Add comment’ field in ‘Clause section’ table on ‘Development Coordination Authority referral check’ screen, orange speech bubble icon and ‘One or more clause changes require a reason’ error message is displayed. 
  • When a DCA coordinator completes the ‘Add comment’ field in the ‘Clause selection’ table on ‘Development Coordination Authority referral check’ screen, a blue speech bubble icon is displayed indicating that a comment has successfully been added. 
  • New ‘Referral Check Clause Summary’ heading within ‘Case details’ tab for council users.
  • New ‘Please choose a reason or add a comment for this modification’ screen when DCA coordinator adds or deselects clauses nominated by council users in the associated development application. 
  • New mandatory questions on ‘Please choose a reason or add a comment for this modification’ screen when DCA coordinator adds or deselects clauses nominated by council users in the associated development application: 
    • ‘Please choose a reason’ 
    • ‘Enter any additional comments, including the reason for a request or reconsideration of an application (if relevant)’ 
  • Responses entered by DCA coordinators to the mandatory questions ‘Please choose a reason’ and ‘Enter any additional comments, including the reason for a request or reconsideration of an application (if relevant)’ are displayed under the ‘Comments’ heading on the ‘Development Coordination Authority referral check’ screen and are visible to council users.

Referral request

The workflow changes below relate to when an application is referred for advice:

  • A CNR case is created when a council user selects: ‘Yes’ to ‘Is a Concurrence and Referral required for this application?’ on ‘Preliminary assessment’ screen within the development application service, if one was not already created on the ‘Refer to an external agency’ screen. 
  • When a council user selects DCA-related clauses in a referral request, an email notification is sent to the applicant requesting payment and the application status changes to ‘Awaiting payment’. 
  • The DCA 28-day review clock will not commence until referral fees have been paid by the applicant / payer.
  • The DCA coordinator can access the referrals from the ‘DCA assessment WB’ on the ‘Unassigned tasks’ tab of the dashboard.
  • A ‘Fee estimate’ document is created when the referral fee is triggered and visible on the ‘Documents’ tab within the related PAN.
  • Applicants receive email notifications every 3 calendar days requesting payment of the referral fees. 
  • When an applicant successfully pays their referral fee, the ‘Status’ column within table in the ‘Payment details’ tab is ‘Paid’. 
  • Upon payment, a ‘Tax receipt’ will be created and will be visible on the ‘Documents’ tab within the related PAN. 
  • When a CNR case has passed 28 days since being referred to the DCA, ‘The 28 day assessment timeframe has now elapsed. You may proceed to DA Determination’ displays on ‘Advice summary’ screen for council users. 
  • ‘Assign case to’ option introduced on the ‘Referral’ screen to allow DCA coordinators to assign DCA cases to a selected DCA coordinator. Assigned DCA cases are made available in the selected coordinator’s ‘Active work’ workbasket. 
  • Assessment pathway functionality introduced to assign assessment pathways for each DCA clause, enabling initiation, tracking and progression of assessment activities for DCA coordinators. 
  • Validation added on ‘Assessment outcome’ screen for DCA coordinators to ensure all required actions are completed before recording an assessment outcome. 
  • DCA coordinators can request additional information as part of DCA assessment. This will create an ‘Additional information’ tab on the DCA case. 
  • DCA coordinators must generate an assessment template document using the ‘Generate Document’ option on ‘Pathway selection’ and ‘Assessment tracking’ screens.
  • Validation added on ‘Pathway selection’ screen for DCA coordinators to ensure pathways have been selected for all clauses applicable to the case. 
  • ‘Assessment tracking’ screen displays selected pathways, due dates and responses from agencies and technical experts and allows DCA coordinators to add and update assessment pathways. 
  • ‘Development Coordination Authority’ option added to ‘Select agency’ field on ‘Agency communication’ screen for council users. 
  • Documents uploaded by DCA coordinator as part of the assessment outcome are visible to council users and applicant in PAN, CNR and DCA cases. 

Development application service 

The following changes were made to support the introduction of the Development Coordination Authority (DCA):

  • For applications created on or after 1 July 2026 and applications created prior to July 1 2026 but not yet submitted, new mandatory question for applicants ‘Does your DA need to be referred to an external agency or other body?’ at ‘Pre-lodgement review’ stage on ‘Related Planning Information’ screen with ‘Yes’, ‘No’ and ‘Unsure’ options. 
  • When an applicant indicates that their development application needs to be referred to an external agency or other body, referral categories appear and can be expanded for the applicant to nominate agencies or bodies. 
  • When an applicant indicates that their development application does not need to be referred to an external agency or other body or are unsure, the following warning message appears: ‘Your development application may still need to be reviewed by another agency, and you may need extra approvals before you can start construction. Council or the Development Coordination Authority can help you understand what approvals you might need. You can continue with your application in the meantime’.   
  • Removal of ‘Related planning information’ heading on ‘Review and submit’ screen.
  • Removal of mandatory question for applicants, ‘Is the application for integrated development?’ on ‘Related planning information’ screen. 
  • For applications created prior to 1 July 2026, at ’Sustainable Buildings’, ‘Payer details’, ‘Requirements and uploads’ and ‘Review and submit’ stages, warning message, ‘Please navigate back to Related Planning Information screen and provide a response to all mandatory questions’ displays.
  • The following applications will not follow the DCA workflow: 
    • Applications lodged before 1 July 2026 that require NSW Government agency consideration, and none were sent prior to 1 July 2026.
    • Applications lodged before 1 July 2026 that require NSW Government agency consideration, and a CNR case was sent prior to 1 July 2026 
    • Applications submitted and lodged before 1 July 2026, NSW Government agency advice was provided through the CNR service before 1 July 2026, but the council wants to re-refer the application 
    • Applications submitted and lodged before 1 July 2026, NSW Government agency advice was not provided through the CNR service before 1 July 2026, and the council wants to add another clause for that existing agency to consider 
  • Council users can edit applicant response to question, ‘Does your DA need to be referred to an external agencies or other body?’. 
  • When a council user edits applicant response to question, ‘Does your DA need to be referred to an external agency or other body?’, changes are reflected on the ‘Review and submit’ screen in the ‘DA-Form Comparison table’ document. 
  • New ‘Referral to an external agency’ screen at ‘Lodgement’ stage for council users. This screen is viewed before the ‘Completeness check’ screen.
  • New mandatory question, ‘Is approval required from any Commonwealth, State or other Agencies?’, on ‘Referral to an external agency’ screen. 
  • When a council user indicates that approval is required from a Commonwealth, State or other Agency, message displays on ‘Referral to an external agency’ screen: ‘The system will create a CNR case for you. You will be able to select clauses for DCA review prior to DA lodgement. The CNR case will also be available via the related cases tab’. 
  • When there is an open concurrence and referral case, new mandatory question, ‘Is a Concurrence and Referral still required for the application?’ on ‘Preliminary assessment’ screen at ‘Assessment’ stage. 
  • When there is an open CNR case and a council user indicates that a concurrence and referral is still required for the application, warning message displays on the ‘Preliminary assessment’ screen: ‘A CNR case has already been created. Complete Preliminary Assessment and proceed to review the CNR case details and submit CNR-XXXX’. 
  • When there is an open concurrence and referral case and a council user indicates that a concurrence and referral is no longer needed for the application, warning message displays on the ‘Preliminary assessment’ screen: ‘A CNR case has already been created (CNR-XXXX). Since it is no longer required, the system will withdraw this case’. 
  • New mandatory question, ‘Is a Referral required for this application?’ on ‘Preliminary assessment’ screen when there are no concurrence and referral cases already created for the application. 
  • When a council user indicates that referral is required for an application, message is displayed on the ‘Preliminary assessment’ screen: ‘A CNR case will be created on submission. To confirm, review the case details and initiate the referral check via the related cases tab if required’.
  • When a DCA referral check is requested, the council is unable to progress the development or modification application until the 2-day referral period has expired. This includes being able to return, lodge or reject the application.  
  • When a DCA case with a ‘Pending referral check’ status and 2-day DCA clock has expired and the development application is at the ‘Completeness check’ stage, ‘The DCA did not undertake their completeness check within 2 days. You can proceed to the lodgement of the DA. Please refer back to DCA advice upon finalisation of the CNR’ message displays on the ‘Completeness check’ screen for council users.  
  • When a DCA case with a ‘Pending referral check’ status, the 2-day DCA clock has expired and the development application is at the ‘Fees Paid and Lodged’ stage, ‘The DCA did not undertake their completeness check within 2 days. You can proceed to the lodgement of the DA. Please refer back to DCA advice upon finalisation of the CNR’ message displays on the ‘Fee Paid and Lodged’ screen for council users. 
  • When a development application’s case status is ‘Pending lodgement’ and the associated CNR case status is ‘Awaiting DCA referral check’, the following error message displays on ‘Completeness check’ screen for council users: ‘The DCA haven’t made a determination. You cannot proceed until the DCA have finalised their referral check’. 
  • New ‘Pre-Lodgement Advice’ document type option for applicants, council users and DCA coordinators visible in PAN, CNR and DCA cases. 
  • New ‘Referral to an external agency’ heading within ‘Application details’ tab.
  • When DCA advice is not provided within the 2-day referral timeframe, clauses selected by council users are automatically accepted. 
  • Council user is unable to determine a PAN unless the CNR case has been closed, and the council user selects ‘Proceed to determination’ button within the CNR case. 

State development application service

The following changes were made to support the introduction of the Development Coordination Authority (DCA):

  • For applications created on or after 1 July 2026 and applications created prior to July 1 2026 but not yet submitted, new mandatory question for applicants ‘Does your DA need to be referred to an external agencies or other body?’ at ‘Pre-lodgement review’ stage on ‘Related Planning Information’ screen with ‘Yes’, ‘No’ and ‘Unsure’ options. 
  • When an applicant indicates that their development application needs to be referred to an external agency or other body, referral categories appear and can be expanded for applicant to nominate agencies or bodies. 
  • When an applicant indicates that their development application does not need to be referred to an external agency or other body or are unsure, the following warning message appears: ‘Your development application may still need to be reviewed by another agency, and you may need extra approvals before you can start construction.   • The following applications will not follow the DCA workflow: 
    • Applications lodged before 1 July 2026 that require NSW Government agency consideration and none were sent prior to 1 July 2026.
    • Applications lodged before 1 July 2026 that require NSW Government agency consideration and a CNR case was sent prior to 1 July 2026 
    • Applications submitted and lodged before 1 July 2026, NSW Government agency advice was provided through the CNR service before 1 July 2026, but the council wants to re-refer the application

  • When DCA advice is not provided within the 2-day referral timeframe, clauses selected by council users are automatically accepted. 

Major Projects Portal

The following changes were made to support the introduction of the Development Coordination Authority (DCA):

  • When a public authority engagement is created, ‘Development Coordination Authority’ option added to ‘Public Authority Name’ field on the ‘Pre Lodgement Engagement’ screen for State significant development, State significant modification and State significant infrastructure applications.  
  • The following options removed from the ‘Public Authority Name’ field on the ‘Pre Lodgement Engagement’ screen: ‘Rural Fire Service’, ‘Department of Climate Change, Energy, the Environment and Water – Biodiversity Group’, ‘Department of Climate Change, Energy, the Environment and Water – Heritage Group’ and ‘Department of Climate Change, Energy, the Environment and Water – Water Group’. 
  • ‘Development Coordination Authority’ added as a public authority. 
  • When a public authority engagement is created, the case is available to DCA coordinators in the ‘Public Authority Dashboard’.
  • When a public authority engagement is created within a standalone engagement application, ‘Development Coordination Authority’ option added to the ‘Public Authority Name’ field on the ‘Create Public Authority Engagement’ screen.  
  • When a public authority engagement is created within a post approval consultation application, ‘Development Coordination Authority’ option added to the ‘Public Authority Name’ field on the ‘Create Public Authority Engagement’ screen. 
  • When a public authority engagement is created within the State verification certificate application, ‘Development Coordination Authority’ option added to the ‘Public Authority Name’ field on the ‘Create Public Authority Engagement’ screen. 
  • ‘Development Coordination Authority (DCA)’ added as a government authority for public user registration, enabling DCA officers to access the Major Projects portal as system administrators.  
  • Consultation requests can be directed to DCA during post-approval assessment and compliance activities. 
  • ‘Assign To Assessment Team’ field options on ‘Provide Advice to Proponent’ screen for DCA officer users are ‘DCA Environment, Biodiversity and Heritage’, ‘DCA Hazards and Resources’, ‘DCA Transport’ and ‘DCA Water’. 

Planning proposals

The following changes were made to support the introduction of the Development Coordination Authority (DCA):  

  • Options for the following questions updated to include ‘Development Coordination Authority (DCA)’: 
    • ‘Which agencies does council propose to consult with?’, for council users at the ‘Proposal’ stage on ‘Strategic Planning Assessment’ screen.
    • ‘Which agencies does council propose to consult with?’ for Department officers at the ‘Adequacy assessment’ stage on ‘Adequacy assessment’ screen.
    • Which agencies is the PPA required to consult with?’ for Department officers at the ‘Gateway determination’ stage on ‘Gateway determination’ screen. 
    • ‘Would you like to consult with relevant agencies?’ for council and Department officer users at the ‘Gateway implementation’ stage on ‘Pre-exhibition’ screen.
    • ‘Which agency has a pending feedback response’ for council and Department officer users at the ‘Gateway Implementation’ stage on ‘Agency feedback’ screen. 
  • Option ‘Development Coordination Authority (DCA)’ added to ‘Agencies to consult with’ table at the ‘Gateway Implementation’ stage on ‘Referrals’ screen. 
  • When an applicant selects ‘Development Coordination Authority (DCA)’ as an agency, a ‘REF’ case is created and appears in the DCA officer user ‘Referral’ workbasket.  
  • When an applicant selects non-DCA agencies, a ‘REF’ case is created for each agency. 
  • DCA officer users can access the following workbaskets from the planning proposals dashboard: ‘Referral’, ‘DCA Completeness Check’, ‘DCA Awaiting Council Submission’ and ‘DCA Assessment’ 
  • Email notifications generated for agency referrals are also triggered when ‘Development Coordination Authority (DCA)’ is selected as an agency. 
  • ‘Assign case to’ mandatory field added to ‘Referral Assessment’ screen for DCA users.  
  • ‘Development Coordination Authority (DCA)’ agency option added for existing inprogress applications and applications submitted after 1 July 2026. 
  • The following agencies removed from the agency list under the ‘Agencies to consult with’ heading on the ‘Pre-exhibition’ screen: ‘Greater Sydney Commission’, , ‘Rural Fire Service’, ‘Department of Climate Change, Energy, the Environment and Water – Biodiversity Group’, ‘Department of Climate Change, Energy, the Environment and Water – Heritage Group’ and ‘Department of Climate Change, Energy, the Environment and Water – Water Group.’ 
  • Validation added to the ‘Agencies to consult with’ field on the ‘Pre-exhibition’ screen at the ‘Gateway implementation’ stage for applications created prior to 1 July 2026 where any of the following agencies have been selected and the application has not yet been submitted: ‘Greater Sydney Commission’, ‘Rural Fire Service’, ‘Department of Climate Change, Energy, the Environment and Water – Biodiversity Group’, ‘Department of Climate Change, Energy, the Environment and Water – Heritage Group’ and ‘Department of Climate Change, Energy, the Environment and Water – Water Group.’  
  • ‘Greater Sydney Commission – Concurrence’ screen removed for Department officers. 
  • ‘Planning Proposal DCA Assessment Template’ documents will be generated when a DCA referral is created. This will appear in the ‘Documents’ tab.  
  • Advice documents uploaded to applications by DCA coordinator users are visible to council users, applicants and Department officers.

The following changes were made to support the Local Environmental Plan Making Guideline (LEPMG) changes.

  • New mandatory questions under the ‘Strategic merit assessment criteria’ section on ‘Details’ screen of the application form:  
    • ‘Which category of planning proposal is this?’
    • ‘Does the proposal give effect to the state land use plan and relevant region plan applying to the site, including any draft strategic plans released for public comment or a place strategy for a strategic precinct including any draft place strategy?’
    • ‘Does the proposal demonstrate consistency with the relevant local strategic planning statement (LSPS), or strategy or action as part of a region plan?’
    • ‘Does the proposal respond to a change in circumstances that has not been recognised by the existing planning framework?’
    • ‘Please provide a brief explanation of how the proposal demonstrates strategic merit’ captured as a free text response (1000 character limit) displays when ‘Yes’ is selected for any of the above questions
  • New mandatory question ‘Please confirm that the proposal gives regard to and assesses impacts against all of the following site-specific merit assessment criteria’ on ‘Details’ screen of the application form with the following options: 
    • ‘The natural environment on the site to which the proposal relates and other affected land (including known significant environmental areas, resources, or hazards).’
    • ‘Existing uses, approved uses, and likely future uses of land in the vicinity of the land to which the proposal relates’ 
    • ‘Services and infrastructure that are or will be available to meet the demands arising from the proposal, including any proposed financial arrangements for infrastructure provision’
    • ‘Please provide a brief explanation of how the proposal demonstrates site-specific merit’ captured as a free text response (1000 character limit) displays when any of the above options are selected.
  • ‘Review and submit’ applicant screen displays responses to questions in the ‘Strategic merit assessment criteria’ and ‘Site-specific merit assessment’ sections.
  • ‘Case details’ tab displays responses to questions in the ‘Strategic merit assessment criteria’ and ‘Site-specific merit assessment’ sections for applicants, after application submission.
  • The system generated ‘Planning Proposal Submission form’ updated to show the new ‘Strategic merit assessment criteria’ and ‘Site-specific Merit Assessment’ sections for applicants. 
  • Council users can edit applicant-entered responses to mandatory questions within the Planning proposal application on the ‘Completeness check’ screen. 
  • Department officers can edit applicant and council-entered responses to all new mandatory question fields on the ‘Risk assessment’ screen.
  • Department officer user can view Planning proposal category timeframe within the ‘KPI end date’ column within the ‘Active Management Plan’ table on ‘Adequacy Assessment’ screen. 
  • New email notification to applicant when council user or Department officer user edits the categorisation of the Planning proposal application. 
  • Removal of ‘Which Ministerial Directions apply to the planning proposal?’ field and the associated 54 Ministerial Directions on ‘Strategic planning assessment’ screen for the council user. 
  • New mandatory question, ‘Is the proposal consistent with the Ministerial Direction?’, on ‘Strategic planning assessment’ screen for council user. 
  • New mandatory question, ‘Explain why the inconsistency with the Ministerial Direction is justified’, when ‘No’ is selected for the question ‘Is the proposal consistent with the ministerial direction?’, on ‘Strategic planning assessment’ screen. 
  • ‘Case details’ tab displays responses to questions in the ‘Strategic merit assessment criteria’ and ‘Site-specific merit assessment’ sections for council users and Department officers, after application submission.
  • The system generated ‘Planning Proposal Submission form’ updated to show the new ‘Strategic merit assessment criteria’ and ‘Site-specific Merit Assessment’ sections for council users and Department officers. 
  • When a Planning proposal application with a ‘In-progress’ case status is submitted after 1 July 2026, a warning message is displayed advising that applications created prior to recent planning portal updates require review and completion of new mandatory questions before submission.
  • Removal of ‘Which Ministerial Directions apply to the planning proposal?’ field and the associated 54 Ministerial Directions on ‘Adequacy assessment’ screen for the Department officer.
  • New mandatory question, ‘Is the proposal consistent with the Ministerial Direction?’, on ‘Adequacy assessment’ screen for the Department officer. 
  • New mandatory question for the Department officer, ‘Explain why the inconsistency with the Ministerial Direction is justified’, when ‘No’ is selected for the question ‘Is the proposal consistent with the ministerial direction?’ on the ‘Adequacy assessment’ screen.

Enhancements to existing services

Following consultation with stakeholders, this release includes enhancements to the following services.

Concurrence and referral service

In addition to the workflow changes listed above, the following enhancements were made to this service:

  • New agencies added to the Agency selection list: Department of Climate Change, Energy, the Environment and Water (DCCEEW) Marine Coast Estuary Flood and Commissioner of Police. Councils can refer a development or modification application to these agencies for advice.
  • Updated help text on the ‘Payment required’ screen to include links to support resources on the NSW Planning Portal Support Hub to assist users paying application fees via the Service NSW payment gateway. 

Development application service 

In addition to the workflow changes listed above, the following enhancements were made to this service:

  • When the following clauses are selected, council can refer an application to Department of Climate Change, Energy, the Environment and Water (DCCEEW) Marine Coast Estuary Flood: 
    • SEPP Resilience and Hazards) 2021, Coastal Matters sections 2.7 to 2.18 
    • Standard Instrument LEP (Flood Matters) sections 5.2 3.221
  • Updated help text on the ‘Payment required’ screen to include links to support resources on the NSW Planning Portal Support Hub to assist users paying application fees via the Service NSW payment gateway. 

Planning Proposals service

In addition to the workflow changes listed above, the following enhancements were made to this service:

  • Council can refer an application to Department of Climate Change, Energy, the Environment and Water (DCCEEW) Marine Coast Estuary Flood under the Section 9.1 of the Environmental Planning and Assessment Act and Sections 2.7 to 2.13 of the State Environmental Planning Policy (Resilience and Hazards) 2021 

State development application service 

  • When the following clauses are selected, council can refer an application to Department of Climate Change, Energy, the Environment and Water (DCCEEW) Marine Coast Estuary Flood:
    • SEPP Resilience and Hazards) 2021, Coastal Matters sections 2.7 to 2.18 
    • Standard Instrument LEP (Flood Matters) section 5.2 3.221
  • Updated help text on the ‘Payment required’ screen to include links to support resources on the NSW Planning Portal Support Hub to assist users paying application fees via the Service NSW payment gateway. 

Technical updates and fixes

  • The NSW Planning Portal service fee has been updated in impacted services. From 1 July 2026, the fee unit for planning services will be adjusted in line with movements in the consumer price index (CPI). Information on the planning and development fees that apply in 2026/27 can be viewed in the Schedule of fees and charges and on the NSW Planning Portal Service Fee webpage.
  • When a development or modification application is exhibited via the Planning website, the ‘Determination document’ heading has been removed. Documents that have been selected for publication as part of the exhibition will be visible under the ‘Application Documents’ heading.
  • Updated help text on the ‘Payment required’ screen to include links to support resources on the NSW Planning Portal Support Hub to assist users paying application fees via the Service NSW payment gateway. This applies to the following services:

    • Building information certificate 
    • Certificate registration
    • Complying development certificate 
    • Controlled activities approval
    • Crown Land sales enquiries application (CLS) service

Application Programming Interface (API) 

Updates have been made to the Application Programming Interface (API) to support the introduction of the DCA. A detailed list of updates and actions required has been directly communicated to API vendors and councils.  A summary of the changes is below:

  • State DA v2 API - Changes to existing ‘CreateStateDA’, ‘EditDA’, ‘UpdateStateDA’, ‘GetCaseInfoSync’ and ‘AcceptReturn’, ‘FeeCalculation’ and ‘FeePaidandLodged’ operations and addition of new ‘ReferToExternalAgency’ operation.
  • Online DA service v2 API – Changes to existing ‘CreateDA’, ‘EditDA’, ‘UpdateDA’, ‘GetCaseInfoSync’ and ‘AcceptReturn’, ‘FeeCalculation’ and ‘FeePaidandLodged’ operations; and addition of new ‘ReferToExternalAgency’ operation.
  • Common inbound v2 API – New validation on ‘Reject’ operation.
