This huge high-rise development is submitted under the "affordable housing SSD pathway". Just 11 of 53 apartments are proposed as "affordable". The location of such a development is totally inappropriate. Redan Street is characterised by low scale residential development, heritage homes and narrow streets unsuited to a substantial increase in traffic. Redan Lane is a service road just 4 metres wide with no pedestrian path and would create chaos and unsafe conditions for larger heavy vehicles such as garbage/builders/emergency vehicles to access. The proposal also ignores the historical importance of Mosman. The site is affected by a Scenic Protection Area which includes the visual aspect of new development from both the land and the water, as well as protecting the landscape character. A 10-storey building, requiring massive ground excavation is clearly non-compliant. As a resident of Mosman for over 70 years I am appalled that such a development could be considered for an area which is already well developed with a range of housing. There are thousands of more appropriate sites fur such high-rise developments throughout Sydney. It would appear that the new guidelines are being used by wealthy developers to build multi-million dollar apartments and largely by-ass the reason for the new legislation - to build "affordable" housing. The present development is well outside any reasonable Council guidelines for height, bulk, heritage impact and traffic produced by a large increase in the local population. Robyn Bucknell

It is with total disbelief that the NSW government is even contemplating such a development in an area which is renowned for having a village type atmosphere and so many beautiful old homes.
This monstrosity of a building being proposed is not only out of character with the surrounding homes but would be a blight on the landscape from all views.The change in light conditions on surrounding properties not to mention the virtual obliteration of views would be catastrophic to so many.
This development has nothing to do with so called affordable housing but everything to do with making wealthy developers more wealthy! The state government should immediately stop all of these developments until investigations are done into why our suburb has become so popular with this style of developments and why these developers are not being asked to review areas of Sydney which would be far more suitable to real affordable housing developments.The development abuse of Mosman which is being undertaken in the name of affordable housing is in my opinion a developers WET DREAM! NO RISK,HIGH RETURNS ,GUARANTEED SALES AT EXTRAORDINARY PRICES and the trade off....a few affordable houses!
If the state government was truly serious about additional affordable housing then make the developers allowance not 10% or 15% but 40% of each build then lets see the developers interest.
The disparity in Mosman between the affordable housing apartment value and the prestigious apartments in the rest of the development makes this whole concept look like nothing more than an entanglement between developers and the state government!
These developments ,no matter which area of Sydney or any area anywhere actually ,should always allow for council input and their input should be held in high regard as this is usually the only place the voices of the residents can be heard and they should always be heard over those that do not reside in the area .
Hopefully some sense will prevail and these developers ,with guidance from the state government ,will move to suburbs which are much more appropriate for these larger developments and any Mosman development will be in keeping with the surrounding homes and area .

Objection to Development Application (DA) – 40 to 48 Redan Street, Mosman
My home is in Lavoni Street, Mosman. Although my home is not directly impacted I object to the above Development Application.
1. The DA is in my view a misuse of the Low and Medium Rise (LMR) Policy in NSW to justify increased density and scale in an inappropriate location simply designed to yield the developer the maximum return. The DA if approved will maximise the views of the apartments in the development and therefore their value at the expense of the properties behind the development which will suffer a fall in value.
2. Although the LMR Policy is intended to encourage well-located, moderate-density housing, to provide a transition between detached housing and high-rise development, and to deliver housing that is compatible with local character and heritage items. The Redan Street Development Application under the LMR Policy does not this.
3. New developments in the Mosman under the LMR Policy would better achieve the policy’s objective if these developments were located closer to Spit Road where there are already low and mid-rise developments rather and closer to public transport than a location like Redan Street.
4. The scale of the proposed Redan Street development is not what most people would see as “low and mid-rise” in scale.
5. The LMR Policy does not mean that development standards can be ignored, that the development need not be properly justified, or that traffic flow and environmental impacts need not be addressed. The Redan Street Development Application does not address these issues.
6. The proposed Redan Street development will cause traffic chaos in that location and beyond.

To whom it may concern,
I want to express my utter disgust and frustration at the development lodged for 36 to 38 Redan St, Mosman. The height and the bulk of the development far exceeds any reasonable expectations in a heritage listed street, there is no consideration in the design to be relevant to surrounding homes that have been here for a number of years and sit in with the existing landscape. And the visual intrusion will change the shape and feel of Redan St forever, all that heritage lost! What happened to the Scenic Protection Act??? Excavation of the site will have major implications to surrounding homes and infrastructure. I live two streets below and have noticed disruption from other current developments, it is only a matter of time before a major construction like this will create issues with building's cracking and water. This is already occurring in other areas (Double Bay) as a result of significant building. No consideration has been made to address this. Nor has any consideration been made to the increase in density of traffic and access to an already a busy corridor and what is currently a child friendly area. This is dangerous. The development/ers are misleading with their information about affordable housing on a Street that has water views, where the finished product will sell in the millions. The small one bedders are not what affordable housing is meant to be, lane way access and little light, and it is obvious to all that this "loophole" is being exhausted by the developers. It is extraordinary that this can be allowed, and appears to be a very corrupt and disingenuous way to gain an advantage for the developer, can it be more obvious? This has been a happy and harmonious area and should continue to be. I am in favour of affordable housing but in the corridors of Military rd where there is exisiting infrastructure to support , already exisiting high rises, it and where it will ultimately meet the brief for affordable housing. The fact the government is fast tracking developments of this size and bulk, that would have never met with Council requirements or approval causes great concern, where is the due diligence? And furthermore who is accountable?????

I write to formally object to the proposed development at 40–48 Redan Street, Mosman as a nearby resident.
My concerns are not abstract—they relate directly to the lived experience of those of us who are part of this community and will be impacted by this proposal on a daily basis.
Redan Street and the surrounding area already experience pressure in terms of traffic flow and on-street parking. The scale of this development will inevitably increase vehicle movements and congestion on what is a relatively narrow residential street. This has implications not only for convenience, but for pedestrian safety and the overall functionality of the neighbourhood. Incremental increases in density, without corresponding infrastructure upgrades, are already being felt across Mosman.
The proposal also raises genuine concerns regarding loss of sunlight. Access to natural light is a fundamental aspect of residential amenity. Any reduction in sunlight to neighbouring homes and private open spaces will have a tangible impact on how these spaces are used and enjoyed, particularly in winter months. This is not a minor inconvenience—it affects daily living conditions and wellbeing.

More broadly, developments of this scale risk undermining the character of Mosman as a village-style community. One of the defining qualities of this area is its low-rise, cohesive streetscape and the sense of a connected, human-scale neighbourhood. Proposals that exceed this established pattern begin to shift the balance away from that identity.

What is at stake is not just a single development, but the cumulative impact of decisions like this on the future of Mosman. Once the character of a place is eroded, it cannot easily be restored.

For these reasons, I respectfully request that the application be refused, or significantly amended to better reflect the scale, amenity, and character of the surrounding community.

The size and scale of the proposed development are significantly larger than the surrounding local streets and area, making it inappropriate for this location. While there are other apartment buildings in the area, their size and scale are more moderate, consisting of smaller, lower dwellings that do not negatively impact the local character.

The building plans state an intention to incorporate the heritage of the area; however, the design and scale of this development would in fact erode the heritage and village feel of the suburb. The Balmoral slopes are defined by their low-density, cohesive character, and developments of this scale are inconsistent with that identity. Any new housing on this street should reflect the existing pattern of single-occupancy family homes, rather than large-scale apartment buildings that do not align with the established streetscape.

The developer’s use of State Significant Development (SSD) provisions under the justification of affordable housing appears inappropriate in this context. Due to the premium property values in the Mosman and Balmoral area, it is highly unlikely that any dwellings within this development would be genuinely affordable. As such, this represents a misuse of the intent of these provisions, applying them in a manner that does not reflect their original purpose.

The proposed development would also erode the visual character of the Balmoral slopes, including the loss of greenery and the natural environmental qualities that are highly valued in this area. This is particularly significant given current environmental concerns. In addition, the development would likely impact the views of neighbouring residents towards the beach and foreshore, something they likely payed a lot for.

While increased housing density is important, it should be directed towards more appropriate locations. Areas such as Military Road and Spit Road, particularly around Spit Junction, are better suited to accommodate higher-density development. In contrast, this proposal is located within a residential area of Mosman village, where developments of this scale are not appropriate.

This project is completely out of character with Mosman. The continual destroying of federation homes for massive apartment buildings that bring further traffic to an already congested corridor (Military and Spit Roads) needs to be stopped. This is not affordable housing, this is developer greed at its best.
