To the NSW Department of Planning,
I write to formally object to the proposed residential flat building with in-fill affordable housing at 40-48 Redan Street, Mosman (Application No. SSD-93020230).
While I acknowledge the importance of housing supply, this development as proposed will cause significant and irreversible harm to the Mosman community in the following ways:
1. Character and Amenity: Mosman is a low-density residential suburb of significant heritage and streetscape value. A residential flat building at this scale is incompatible with the surrounding built form and will permanently alter the village character and charm that residents and visitors value.
2. Visual Impact and Views: The proposed development will obstruct significant harbour and landscape views enjoyed by neighbouring properties and the wider public, views that are integral to the area’s identity and property values.
3. Traffic and Parking: Redan Street and the surrounding road network are already under pressure. Additional residents and vehicles generated by this development will exacerbate congestion, reduce pedestrian safety, and strain existing parking infrastructure with no clear mitigation proposed.
4. Community Amenity: The bulk and scale of the proposal will result in overshadowing, loss of privacy, and reduced open space for existing residents, diminishing the liveability of the neighbourhood.
I respectfully request that the Department refuse this application or, at minimum, require substantial redesign to reduce bulk and scale, protect views, and ensure the development is genuinely compatible with the Mosman streetscape.
I am a resident of Mosman and have a direct interest in the outcome of this application.

I am strongly objecting to this proposal for a number of reasons:
1. It will forever destroy the heritage character and grace of the entire Balmoral slopes precinct. This seems to be in contravention with the existing Scenic Protection Area laws.
2. The loss of many magnificent tress and green canopy that provide habitat to many birds and animals - who is speaking for the destruction of their homes? With climate change affecting all of us increasingly, taking down trees that function as lungs for this whole environment is an appalling act of pure vandalism.
3. The proposed building is entirely out of scale for the existing neighbourhood. The excavation part is a real concern with regard to potential damage to buildings in the vicinity, let alone the loss of enjoyment of a reasonably tranquil environment. Who will pay for the very likely cracking and damage to homes in the vicinity?
4. Military Road is already acknowledged as one of the most congested major roads in Sydney. There is no metro facility so where is the proposal for all the improvements to public infrastructure in this area? With such a large development this will have a very adverse impact on everyone.
5. The streets involved around this proposal are just narrow suburban streets so the actual build will present real and negative impacts for everyone on Balmoral slopes during construction. Redan Lane is a very narrow laneway so how will so many extra cars and pedestrians safely navigate the entire precinct?
6. The proposed scale and bulk massively contravenes existing heights controls. Owners behind this development will be hugely impacted financially and through an irreversible loss of enjoyment of life in their own homes.
7. The tiny size of the proposed "affordable units" is awful as is the segregated entrance for people living in these apartments.
8. The loss of trees, heritage charm, views that are free for all, will forever be a blight on Balmoral slopes. The key beneficiaries will be rich property developers at the expense not only of all Mosman residents, but the thousands of tourists that enjoy the calm and tranquility of this beautiful area. Please do not let this eyesore of a development proceed.

1. Town planning to allow excessively tall buildings away from the ridge is bad planning policy
2. The proposed development is completely out of scale with surrounding area
3.There is no need for this development to provide apartments for very rich people while completely inadequate accomodation for medium and lower income residents
4. Multi storey units are far more appropriate along Military Road and Spit Roads where there are still many suitable sites for development
5. Mosman has already exceeded the State governments requirements for additional units in Mosman without this development
6. The traffic to move around Mosman is already at breaking point without this development
7. The "poor door" design for low cost housing is unacceptable in any development and is Unaustralian

I am writing in response to the advice we have received regarding the planned development at 40-48 Redan Street, Mosman. Like Hunters Hill the Mosman peninsular is a beautiful example of refined suburban development with an abudance of high quality homes that represent a wonderful example of architecture extending over many decades.
Like Hunters Hill, Mosman suffers from poor access and traffic congestion that makes travelling through the area a major challenge. And like Hunters Hill the character of the neighbourhood is one that demands preservation. We don’t live in Mosman although we travel through the area frequently and we know traffic congestion is a very serious problem during most times of the day. Any development such as the one that is proposed will cause serious disruptions and dangerously increase the risk of road accidents – or worse.
Unlike Hunters Hill however Mosman straddles a seriously major traffic corridor and negotiating a journey through the area is frought with hazards, as well as being on a major bus route which complicates negotiating the journey through it.
We were distressed to read the details of the proposed development and we have serious doubts as to how far it is from complying with conditions of approval.
If it doesn’t comply it should not be approved!
I write this letter of objection as a regular user of the roads through Mosman and as a citizen of the State.
If the project is complyent then it should be approved – if it doesn’t then it should be rejected. Otherwise why do we have conditions attached to project approvals.

I object to the proposed project for the following reasons;
1. General equity and fairness of the size and scale of the project. I purchased my property at 77 Muston st over 10 years ago as a place we can retire. We had regard to the 4 storey limit generally applied to all unit developments in Mosman for over 50 years. The impact of the project offends the general principles of equity and fairness to residents such as me in the immediate vicinity and the wider vicinity of the project.
2. Height, bulk, size and scale of the project is not congruent with the existing houses and apartments which impacts the whole community. It is an eyesore and way beyond any development approved to date including the recent unit development at the other end of Redan lane.
3. The project will unacceptably impact the heritage houses and structures in the area.
4. The scale of the project has insufficient setbacks and will affect the amenity and visual enjoyment in the vicinity. It will caste shadows and restrict and light and air flow to adjoining and closely situated buildings.
5. The project offends the requirements of the Scenic protection zone for Balmoral slopes and the eastern hill.
6. There is insufficient room in Redan land for traffic to moves sensibly and effectively. The congestion to a laneway makes the lane inoperable.
7. The project fails to achieve any realistic and credible criteria for creating affordable housing. There is a faux attempt to tick boxes but the proposed apartments for affordable housing are limited in number and time of tenure. The reality and truth is the project is proposed for the super wealthy who can afford the apartments extravagant apartments and the approving authority or Court should see through this ruse.
8. The impact of the project to light, shadows cate, outlook, airflow and amenity are totally out of kilter with the area and surroundings.
9. There has been insufficient consultation with residents and the Mosman community
10. The project fails the safe walking distance requirements of the council and law.

1. 10 stories in height is far beyond the current height and bulk to the street and surrounding areas. I don't believe this is compliant.
2. I will lose our afternoon sunlight not long after midday depending on the season, this itself will have a mental affect on our wellbeing.
3. We expect extensive dilapidation reports to be done on our residence since we are less than 10 meters away from the extensive excavation for carpark. This is a major concern for us.
4. We want answers as to how 10 stories are authorised and what exactly is affordable in this building to the communities that really need affordable housing.
5. Why did this development company not reply to lyase with the residents when they said they would have another meeting as they called the last one with one day notice.
6. Why are there 106 car spots available when the intension of SSD is to provide housing along main corridors to provide public transport for people to get to work.
7. We are retired and would not be able to sell our house and buy a three bedroom apartment without spending most of our money from selling our house in the next street. The developments on this street have been priced at 16million +. Who will be able to afford these? Taking into account that the intension of the SSD is to help with house prices not increase them.
8. The infrastructure for traffic in Mosman is already under pressure, 106 cars on the lane and Redan st will have a detrimental effect.
9. The impact on our beautiful heritage homes will be devastating.
This development should not be approved.
