This development will ruin the character and heritage value of Mosman. It is totally inappropriate in terms of scale and its impact on the landscape. It is ugly and way too big and the design has no connection with the heritage character of the street. Its construction phase will create huge traffic problems around the area and surrounding streets, which I use regularly in my daily life as I go up to Spit Junction. More concerning is the ongoing traffic implication as there are no plans to alleviate the impact of probably 100 more cars in the suburb, which already faces traffic gridlock at key times of the day.
And the affordable housing component is a joke- tiny little bedsits with half a car space (what does that mean???) and totally unsuitable for young couples with young families trying to get into the property market -which is surely the target group for affordable housing.
It is a clear overdevelopment that future generations will wonder how it was ever approved, with the only real beneficiaries being the developers, certainly not the local community.

This is a huge construction in a residential street? This building is totally out of scale with the surrounding area .
This is not about affordable housing or even housing availability? There are 11 ‘affordable’ units which use a separate access laneway? The expensive units live upstairs.
This is a bad design totally destroying the surrounding heritage buildings and area and setting a precedent which would destroy the beauty that we all enjoy?
Living in this area has become increasingly difficult to access roads which are already narrow(built for horse and cart!) the infrastructure is not sufficient to handle this huge development. The hill
I understand housing needs to be made available however this is not the right place for this kind of development? Keep the high rise together where the commercial area exists already. Not in the middle of a residential area.
I have enjoyed living in balmoral for 30 odd years and strongly object to this cash grab short term lack of vision proposal.

I am making this submission on behalf of myself and Phillip Cornwell, both of no 19 Redan street. We do not object to densification of Mosman and a change in its demographics under State planning proposals to increase housing.
Our street is in a residential area compliant with current height restrictions per local council planning instruments and includes mainly federation housing of heritage value and newer higher density townhouses with adequate setbacks.
The proposed 10 storey development will add disproportionate bulk to one segment of the streetscape, and it will have an impact on the character and amenity of the area.
Given the location, with views across Balmoral beach to Manly and affordable housing designated for only 11 out of 53 units, it is likely that the proposal will maximise views and only attract investors and well off residents. Even before timeframes for affordable housing expire, it will mostly benefit the developers the super wealthy.
A lower level of 3 stories with a higher spread of affordable housing across the state planning bands in the suburb would attract first home buyers and young families, alleviate our housing crisis and improve demographics.
We owe it to next generations to create more even accessibility to housing in this area and at the same time preserve its character.

This proposal is clearly unlawful under the scenic protection provisions. This is not a planning matter, but one of lawfulness.

I am not opposed to development, as such, however, planning laws are in place to prevent irreversible harm to the future of our environment.

Developments in this heritage location must be sympathetic to the size and character of the region. Design and materials must reflect the environment.
A square, characterless, concrete massive structure in this locale is utterly inappropriate. A development should be of brick construction with attention to detail.

This application is clearly intended to construct using the cheapest design and material to maximise profit to the developer.

The application has clearly been made in an exaggerated design, allowing for a compromise, resulting in approval for what the developer actually intends. This strategy is transparent and unacceptable.

No version of this application is acceptable.

There are many other solid, planning based reasons for the rejection of this application. I will not repeat them here, as they will have all been presented already.

A small number of officials in government positions should not have the authority to grant an application, which clearly contravenes local council planning regulations, as well as state laws. Doing so should result in legal culpability and accountability.

I urge that this application is rejected IN FULL.

For brevity, I make my comments in the points below. But firstly I have to say that it is appalling to see the NSW Government LMR policy, which has been developed for the purposes of improving housing opportunities for the people of NSW, to be so taken advantage of developers. The long term impacts should these outrageous proposals be passed, are frightening to consider as the heritage and uniqueness of our environments will be damaged beyond repair.
1. The proposed height of the building is in conflict with the LMR policy and completely out of keeping with the local area. It also contravenes the scenic protection requirement for Sydney Harbour.
2. The lip service being paid to affordable housing is so transparent as to be laughable if it were not so serious. In addition the plan to have separate entrances to the luxury vs affordable apartments is totally contrary to the egalitarian culture in Australia.
3. The proposal to excavate for 2 basement parking areas on a very steep slope is very likely to create instability and to damage adjacent properties.
4. There is a very significant water flow down the Balmoral slopes. This is both rain water, grey water and the sewerage system. This is manageable with the current housing density - the increase in density will create increased risk of instability, pollution and water flow.
5. Redan Lane is very small. It is already quite dangerous to walk along the lane with cars passing. Affordable housing access is proposed through this lane as well as access to the parking. The negative impact on a lane never designed to deal with such pressure would be significant.
6. I am not sure the proposal aligns with the 400m to the 'town centre' requirements.
7. The Mosman Council is preparing a future development plan which will balance the nature and heritage of Mosman with the need to provide housing opportunities that are affordable for young families and individuals who may chose to live in Mosman. This is a positive move to address the State Government's objective to expand housing availability. There should be no approval of developers proposals before this plan has been drafted and reviewed.

I object to this project due to its completely inappropriate size and height with absolutely no consideration for the local area. The impact on Mosman and its residents is devastating. There are Heritage listed properties at close proximity and the street is a Protected Environment under the Local Environment Plan and Scenic Protection Zone.
Reading the Time and Place proposal I note that the majority of apartments are likely to be priced well out of reach of the average family and the affordable housing based at the back of the block is not suitable for a family environment. It is also of concern that the entrance to the affordable housing is in a narrow laneway at the back of the block , which is socially demeaning and blatant discrimination.
This amplifies the inappropriate nature of this building , which is about luxury apartments with views for the very wealthy.
The sheer scale of the building is not appropriate for Mosman , taking light, views and street scapes from the hundreds of residents in the surrounding area.
Traffic flow is also a major concern , particularly as Redan Street is narrow with a difficult pedestrian pavement on the upper side. Also the feed of traffic into the one main exit out of Mosman along the Military Road shopping strip will cause significant congestion, as the building has been designed with 105 car spaces.
On a personal note, I am really concerned about my fellow residents impacted by this development. I have noted their mental health deteriorate and the overall wellbeing of our community severely affected.
I truely believe that the original plan of NSW Government was to create sensible and well planned homes for everyone. This development does not serve this purpose, does not serve the community and certainly does not serve families and workers who require appropriate housing.
