While I am not a resident in this area, I am a frequent visitor. During the week I drove along Redan Street and Muston Street to assess the impact of the proposed development. I am horrified that something as bulky is proposed in the middle of surrounding streets that have such a delightful ambience. I also visualised the impact of the development on the slope upwards from Balmoral Beach.
There a number of objections that I have to this proposed development.
First, it will completely block the long-enjoyed harbour views of the residents in the vicinity of the properties along Muston Street from about number 63 to 71 (as far as I can tell) and it will impinge on the outlook for many properties on either side of these.
Secondly, it will dominate the view looking up the slope from Balmoral Beach.
Thirdly, It will destroy the character of the surrounding area and it may well be the “thin edge of the wedge” as far as possible future developments are concerned. Such streetscapes are precious and should be preserved. The village character of Mosman will be changed forever. Once sullied there is no road back.
Fourthly, there will be flow-on effects as far as traffic is concerned from it and subsequent similar developments.
For these reasons I believe the Development Application should be refused.

This propsal will spoil the ambiance of this street forever. It screams at the current style of homes around it. The proposal has no right to destroy the lifestyle of the immediate positioned home close to it. The proposed height and scale isn't ridiculous and totally unacceptable.

The proposal is a massive overdevelopment of the site.

The street is too narrow for this size building.

The building will degrade the view of Balmoral slopes from The Esplanade.

Excessive height and bulk, with a 10-storey building that is clearly out of scale with the surrounding low-rise streetscape and will dominate the area, overtaking the beautiful houses of current.
Overdevelopment and structural risk, including excavation of up to 10 metres into sandstone to the site boundaries, risk vibration to other residents.
Heritage impacts, proposal would overwhelm their setting and erode the existing character of the street
Traffic, access and safety concerns, including reliance on Redan Lane, which is only a little over 4 metres wide, has no footpaths, and is not designed for increased service, waste or emergency vehicle use
Non-compliance and misleading claims, where the proposal exceeds height controls and relies on a Clause 4.6 variation, yet is described as “compliant”
Affordable housing, incorrect, remove expensive houses to build expensive ugly apartments, there is nothing affordable about this and no NSW rules of what’s affordable, so cannot be listed as this as it’s not true. There is nothing affordable regulations or governing body to ensure it’s affordable.
Process and consultation concerns, including the limited exhibition period, missing or unclear documentation, low awareness of the community consultation session, and whether the development meets the required 400 metre “safe walking distance” under the LMR zoning

Residential Development 40-48 Redan Street Mosman

There are many aspects of this development that we believe are totally inappropriate for the residents nearby.

The height and location of the development will have a very significant impact on the views from properties in several streets above and adjacent to Redan Street, and consequently a devastating impact on the value of these properties.

Whilst we accept the logic of multi-story apartment blocks adjacent to transport hubs, we fail to see this development meeting that criteria – nowhere near a transport hub and a height significantly above the legislated restrictions.

The overwhelming negative of this development however is the vehicle traffic that will be brought into the area. Mosman is already congested given the level of local traffic, as well as the ‘tsunami’ of traffic from the Northern Beaches, which finds many and varied routes through Mosman to avoid the congestion on Military Road.

The obvious impact will be on the roads connecting from Redan Street and Redan Lane to main street Mosman (Military Road). Almora and Raglan are the 2 main connecting streets and access is already difficult. To add 100 plus vehicles will create bedlam.
Also, the access to the proposed building in either Redan Lane or Redan Street – both narrow accesses – will be extremely congested.

We also fail to see the logic of the Affordable housing aspect of this development. The rental that would be payable based on rates in the area would be more than $1000 per week which would be beyond the means of most potential tenants.

We are also concerned at the lack of genuine efforts to consult with nearby residents. Has been no communications other than the notice from the Department of Planning, Housing and Infrastructure.

Should this project be approved the precedence established would have a devastating impact on the local area, as it would be assumed that it is possible for developers to ignore the prevailing legislation, and the ambience of the local area.

I object to the development on the basis of its excessive bulk and scale well in excess of the development uplift contemplated by the Low to Mid Rise Housing Policy and unacceptable adverse impacts on surrounding neighbours views and privacy.
