Development Application -Tri Care Hastings Point

The application as submitted is fully supported subject to the following comments.

The critical factor for myself, as a resident of this retirement facility, and I believe the majority of those residing here, is not the content of an approved design but the commitment of the applicant to deliver the facilities contained therein, that support ageing in place.

We and many others bought into the complex on the understanding that facilities to support persons who could no longer remain in their independent living residential units, would be provided. This was important for us residents, to avoid the trauma of having to be moved off site when independent living was no longer sustainable.

We have over our 15 years of living here, seen absolutely no support by the applicants / operators of this complex to achieve this. We have observed over time many aged couples/friends leaving the complex either from ageing or health issues. The majority of those could have remained on site if facilities similar to those proposed had been provided.

This latest application is not so dissimilar from that that originally approved and whilst the operators have always indicated that the timing for providing necessary aged facilities was dependent on social and economic factors nothing has happened in fifteen years, a span of time that denies their rhetoric. It is also denied by the applicant’s continued program of constructing aged facilities elsewhere around the country!

Previous amended applications which the residents felt signalled long awaited progress have been rejected by our Local Government, who are incapable of applying common sense to any development application made in this shire, so there is no possible hope from that avenue.

So the proposal represents to all residents the only means to achieve safe and secure retirement / aged living.

Yes I would expect some issues will be found in the detail however these should be a matter for negotiation and conditions.

But what is not negotiable is an approval that allows the operator a further fifteen years to promise that critical facilities such as on site medical assistance, aged care suites,to support this who have ageing issues, dining and appropriate social services are just around the corner!

We bought into and were promised a retirement aged care facility, which has turned out to be operated as a residential apartment complex with no care and no support. All residents are currently facing having to sell back their accommodation to the operators at a loss and to find another home at a time of life where this is not reasonable nor tenable.

May I respectfully suggest that any approval granted, be conditioned to ensure further staging of more residential apartments cannot be commenced without the provision of essential aged care facilities.

I strongly object to this current proposal, that being SSD-41110128 for reasons stated below.

I would appreciate the submissions being lodged, on my behalf, to read as follows:

There is currently a minimum of 100 cars parked here. If there is an additional 115 cars parked here, how would it be possible for people who are elderly & potentially have mobility issues, going to evacuate the premises in a safe manner. If a fire was to occur, or a natural disaster.....how can people escape in a timely manner, using a single driveway?
These numbers also don't allow for visitors, staff, those who have more than 1 vehicle, caravans, camper vans, boats, general public utilising the facilities or large groups who gather for regular meetings held here.
It is possible that there could be in excess of 250 cars needing to exit the premises, onto the only road available, at once .....how is this possible? It seems logical, that a one-way entry & exit road would need to be established.

If these works were to be carried out.....what consideration would be given to allow for the noise, disruption, dust & disturbance to the elderly residents who already live here, and who have the right to live in a peaceful environment......not 4 years of constant construction noise?

Many current residents are experiencing great difficulty in accessing nursing homes when a higher level of care has been deemed medically necessary. In this region of NSW, there is an extreme shortage of higher care facilities. With this in mind, why is there not a higher number of residential care units being proposed, rather than them being the minority?

Some of current residents, who face out to Round Mountain, selected & purchased their units with this view in mind. At the time of purchase, a totally different "plan" existed, that considered the view & ensured that it wasn't blocked. It is of great concern, that the current plan, would totally block the view & rather than look out to the native fauna, we would look out at concrete blocks & into others windows.....having an extremely adverse affect on mental wellbeing.

Local council refused the previous DA application based on environmental factors, among many other issues. Has NSW state government not read the report that local council based their decision on? Has the NSW government considered the environmental findings, determined by the local council, which would be impacted by this proposal? Or is it that the NSW state government doesn't care about the natural waterways, the quality of life that the population here enjoy, the protection of the native trees or the protection of many native species of birds & wildlife?

Please acknowledge the submissions stated above & insert them into the submissions prior to the 2nd February 2026, being the closing date of the exhibition period.
