The proposal sought to introduce a site-specific provision under the Parramatta Local Environmental Plan (LEP) 2023 to enable build-to-rent housing on the site with a maximum floor space ratio of 23.2:1 and a requirement to deliver affordable housing.
The site had an existing State significant development (SSD) concept approval (SSD-49808717) for one commercial tower and one build-to-rent tower over a commercial podium. The revised proposal is intended to deliver two wholly build-to-rent towers with an affordable housing component, over a commercial podium.
A concurrent rezoning and a detailed SSD application (SSD-79791208) were lodged with the Department. The SSD application package and proposed changes to planning controls were on exhibition from Tuesday 26 August 2025 until Monday 22 September 2025.
