1. Reduction of Winter Sunlight
The proposed tower’s height will cast extensive shadows across the east-facing apartments of 88 Church Street. Based on the Winter Solstice Shadow Diagrams, these residences will be deprived of direct sunlight between 9:30am and 11:30am. This is particularly critical as it represents the only window during winter when sunlight currently reaches these homes. The loss of this limited but vital natural light will significantly reduce the quality of living conditions for residents.

2. Increased Traffic Congestion
Access to the car park at 88 Church Street for vehicles travelling from the east is restricted to two narrow pathways:

via Fitzwilliam Street and Fire Horse Lane, or
via Valentine Avenue/Wentworth Street and Fire Horse Lane.
At present, heavy congestion already occurs on Parkes Street and Valentine Avenue during the evening peak, with long delays for right-turning traffic. Introducing further density through this development will overload these routes, worsening bottlenecks and leading to extended delays and safety risks for both residents and the wider community.

3. Erosion of Privacy
The positioning and scale of the proposed buildings will directly overlook existing apartments at 88 Church Street. This intrusive line of sight will severely undermine residents’ privacy and sense of security.

4. Elimination of Remaining Views
Residents with north and north-east outlooks currently retain only a partial view of the horizon, as much of the outlook is already dominated by the Parramatta Square towers. This proposal would remove the last remaining corridor of open view, leaving no visible horizon. Unlike the distant obstruction caused by 180 George Street, the close proximity of this building means its visual impact is immediate and absolute, effectively erasing the final aspect of the district skyline available to these apartments.

I wish to object to the proposed development at 2 Fitzwilliam Street, Parramatta, on the grounds of traffic and congestion.

I commute from Parramatta to the City every weekday and regularly use Fitzwilliam Street. Traffic conditions here are already very poor, with long queues and heavy congestion during both morning and evening peak periods. It often takes an unreasonable amount of time just to clear the immediate intersections.

Adding more than 700 apartments, a hotel, and 175+ car spaces at this location will make an already bad situation much worse. The developer’s traffic report claims the impact will be acceptable, but this does not reflect the reality that residents like myself experience every day.

I strongly urge to consider the lived experience of the community and reject this proposal in its current form, or at least require significant traffic mitigation measures before it proceeds.

I wish to formally object to the proposed development at 2 Fitz william Street , Parramatta. I live at 88 Church Street , Parr amatta, and work in Chatswood. My daily commute involves using public transport and occasional driving , and I am concerned that the new development will lead to significant traffic congestion given its proximity to the train station . This increased traffic will likely impact my commute time due to a rise in the number of future residents .

Currently, Fitz william Street experiences heavy traffic conditions during peak commuting hours , making it difficult to navigate through the area with high pedestrian foot traffic . I understand that the proposed high -rise building will introduce a substantial number of new residents , which I fear will negatively affect property values in my apartment complex .

In addition , I have reviewed the project design through the SS DA portal . As someone who works in the architectural industry , I believe that the proposed high -rise design will adversely affect my quality of life . My apartment ’s bedroom has east -facing windows , and the new development would obstruct my morning sunlight and views of the city —an aspect I cherish , especially during weekend gatherings with friends on my balcony .

Therefore, I kindly urge the department to reconsider the feasibility of this project . I request that amendments be made to either reduce the building height or improve existing traffic conditions to ensure that we do not exceed the current capacity of the train service .

With regards to the proposed development of 2 Fitzwilliam Street there appear to be a number of deficiencies. Most prominently the questionable use of land due to its location and the unaddressed traffic issues.

Being that the land is right beside the existing train station and bus exchange the land would be much better used to expand those facilities. Once there’s a large building on it, it will never be available again. Having a green space permanently or temporarily until which time it’s required for the expansion of public transport facilities would be better. Take for example, the entrance to Wynard Station in the CBD. This is a more appealing permanent solution which the proposal despite its best efforts cannot achieve.

The strip of land is physically quite thin and the drawings suggest the development is trying to squeeze as many shoebox apartments as possible into as small a volume as it can. The lack of 3 bedroom apartments for growing families is disappointing. While the need for affordable housing is obvious, I am unsure of the need for hotel rooms in this development. There seem to be a lot of hotels nearby already, especially once the Intercontinental is completed.

Traffic-wise there are zero solutions in the proposal. During peak times you can walk down the street faster than the traffic moves. Adding a 5-level basement for parking is madness. Appendix U Section 6.5 shows there are ‘Levels of Service’ which are grade ‘E’ and ‘F’. The traffic analysis also doesn’t account for the development at 83 Church Street.

The visual impact for existing large buildings is understated. The existing large buildings are relatively lined up to reduce obstructing each other. This development is not aligned and blocks the view of one of the few green areas around. It’s not just some industrial area that no one cares about and should carry more weight.

The situation reads that there was some wasted space and let’s throw something on it to try and fix a problem (in this case housing shortages). As is common in Sydney short, medium and long term planning is missing but is exactly what should be leading development.

This proposed project if built is going to be a massive issue for the well being of the residents living at 88 Church Street Parramatta NSW 2150 location. Mainly it will cause harm by blocking fresh air flow, block sun light, cause noise pollution and dust leading to massive challenges in basic living standards.
I strongly oppose the construction of this new proposed site and request the council and the AU govt officials to take a serious note of this issue and NOT approve any construction on the given site location. This is about well being of people of Australia and Parramatta at large. So this must be considered seriously and actions taken accordingly by the council.

I am writing to object to the proposed modification. While I support appropriate development in Parramatta, this modification is excessive and will have unacceptable impacts on the surrounding community. My concerns are as follows:
● Traffic, congestion, and pollution:
○ Reconfigured basements and an increased number of apartments will add further cars to already strained road networks,
○ The surrounding streets are at capacity during peak hours, and any further increase will cause gridlock, worsen safety risks for pedestrians and cyclists, increase vehicle emissions, and further degrade local air quality.

● Loss of sunlight and views:
○ The increased height will cause overshadowing of neighbouring properties, reducing access to natural light and open space.
○ Privacy impacts will increase due to overlooking from higher levels

● Noise and amenity impacts: Prolonged construction activity will cause years of disruption, noise, and dust for current residents

● Pressure on infrastructure: The additional population will increase demand on local services, parking, and street access, reducing the quality of life for the community.

I am writing to object to the proposed hotel development near the train station, particularly the inclusion of an underground car park. While I understand the aim of encouraging development in the area, I am very concerned about the impact this project would have on the local community.

Traffic around the train station is already extremely busy, especially during peak hours. The addition of hotel guests, service vehicles, and cars accessing the underground car park will significantly worsen congestion. This will not only create delays but also increase noise, pollution, and frustration for residents and commuters who already struggle with heavy traffic.

Equally concerning is the issue of safety. The train station is a high pedestrian area, with large numbers of people — including children, elderly residents, and daily commuters — moving through it. Increased vehicle movements in such a crowded setting creates unsafe conditions, raising the risk of accidents involving both people and vehicles. Visitors unfamiliar with the roads will make the situation even more hazardous.

If approved in its current form, this project will have significant negative impacts on the residents of our suburb:
1. Loss of sunlight and views: The tower’s height and scale will overshadow surrounding residences, including my apartment, reducing natural light and obstructing views.

2. Traffic congestion and safety risks: The addition of 175+ car spaces will worsen traffic in an area already struggling with congestion. Roads around Fitzwilliam Street and the Parramatta train station are already choked at peak hours, with single lanes and multiple sets of traffic lights. Adding hundreds more cars and construction-related diversions will make even simple trips stressful and time-consuming.

3. Noise and disruption from construction: We already live with the background noise of the train station. Extended construction works will add significant additional noise and disruption to daily life for several years.

4. Strain on local services, parking and amenities: Parking in the area is already limited. The scale of this development will further stretch the amenities around the area, reducing the livability of the precinct.

I am not against growth or development. But it must be done thoughtfully, with respect for the people who already live here. I ask that serious changes be made to this proposal, including:
- Fewer apartments to reduce overcrowding.
- Far fewer car parking spaces, to encourage the use of public transport.
- A smaller, less imposing building height, so residents do not lose light and amenity.

This is a critical opportunity to balance growth with sustainability, livability, and respect for the existing community. I strongly urge the planning authorities to reconsider the current scale and design of this proposal.

Throughout the EIS, the proposed development is said to have 47 affordable housing units. On page 45 of the EIS, this now says ~47 affordable housing units. What is it? 47 or around 47? Does this mean that this number of affordable units is subject to change? I hope not. Too often have there been developments that use high affordable housing amounts to get their foot in the door, they get told by the planning department that their building is too big, then they scale down and affordable units are lost because of 'feasibility'. We need more certainty about affordable housing provision. It's not even that high of a contribution and that's another issue. Affordable housing should be held in perpetuity, not just for 15 years. In 15 years time, when the Parramatta Metro has been constructed and the commercial market becomes strong again property values in Parramatta will skyrocket, and this development will be the first to convert all of their BTR and affordable units straight into market dwellings for a neat profit. The developer should view the site as a long-term investment, not a short-term speculative asset. If you can't provide AH in perpetuity, you should at least provide a higher percentage of affordable housing units to a CHP for 15 years. Yes, in the short-term, you may not fully realise the input costs, but expecting the significant growth in Parramatta over the next 30 odd years, there is serious money to be made when you inevitably convert the AH into market dwellings. That's a foregone conclusion. Look ahead when you're developing this site. The affordable housing crisis is now. 15 years down the track, if affordable unit renters have had that time to save up, they'll be able to purchase a market dwelling because they won't have been living paycheck-to-paycheck in a market rental!

The scale and intensity of this project will negatively impact the residents of Parramatta and the broader community. If approved, it will block sunlight and destroy views for many apartments, reducing natural light and amenity — issues that directly affect the health and wellbeing of existing residents.

Traffic and congestion of Parramatta are already severe. Adding more dwellings and reconfiguring basements will introduce more vehicles into an over-capacity road network, creating safety risks and significantly worsening access and mobility for all.

Local infrastructure — including public transport, waste services, and street parking — is already under pressure. This proposal adds further demand without any meaningful upgrades to support it.

Construction on this scale will result in years of noise, dust, and disruption. That impact will be felt daily by hundreds of residents, including families, children, and elderly people living directly next door.

More broadly, Parramatta is saturated with high-rise residential developments. The community is already bearing the cumulative impact of overdevelopment. Approving yet another tower — with little consideration for human-scale design, open space, or long-term livability — is unacceptable.

This proposal prioritises density over community wellbeing. I urge the planning authority to reject this application and protect the liveability and amenity of this precinct.

I pass from there everyday after picking up my daughter from daycare and I have seen the real traffic congestion, it's truly exhausting. Request not to pass the project as it'll be a big disruption due to facts stated above.
