The Department has developed a digital service allowing applicants to request and track Special Infrastructure Contribution (SIC) assessments online via the NSW Planning Portal for development applications lodged:
- Prior to 1 October 2023 in the Bayside West, Frenchs Forest, Gosford City Centre, Illawarra Shoalhaven, Pyrmont Peninsular, St Leonards Crows Nest, Warnevale Town Centre, and the Wyong Employment Zone SIC determination areas; or
- Prior to 1 July 2026 in the Western Sydney Growth Areas and Western Sydney Aerotropolis SIC determination areas.
This allows faster assessment times, improving the way the Department communicates with applicants and councils during the SIC assessment process.
Applicants who registered for a NSW Planning Portal account at the beginning of their SIC assessment process can access their dashboard to submit, track and add additional information to their SIC assessment request.

What documentation will I need?
Users will need to provide a copy of their development consent and an approved plan of subdivision/development for the land. Further information may be required and will be requested via the NSW Planning Portal.
Transitioning from SIC to HPC
There are currently no active Special Contributions Areas (SCA). A new approach to state infrastructure contributions called the Housing and Productivity Contribution (HPC) was introduced on 1 October 2023.
Eight SCAs were repealed on 1 October 2023 with the introduction of the HPC. The remaining two SCAs of Western Sydney Aerotropolis and Western Sydney Growth Areas were repealed on 1 July 2026 and are also replaced by the HPC.
