Development and Assessment

Contributions and Payments

Certain types of development may require a financial contribution towards the cost of new and upgraded infrastructure or amenities.

A SVPA is an agreement entered into by a planning authority (such as the Department) and a developer.

The service allows faster assessment times improving the way the department communicates with applicants and councils during the assessment process.

The Housing and Productivity Contribution is a broad-based development charge within the Greater Sydney, Illawarra-Shoalhaven, Lower Hunter and Central Coast regions.

Contributions for local infrastructure, also known as developer contributions, are charged by councils when new development occurs.

Councils and planning authorities that receive infrastructure contributions are required to publish reporting documents on the Planning Portal and on their websites.

Section 7.11 contribution plans reviewed by the Independent Pricing and Regulatory Tribunal (IPART) are subject to advice issued by the Minister outlined in this section.
