Mamre Road Data Centre Campus

I object to the proposed Mamre Road Data Centre Campus at Kemps Creek due to its environmental impacts and the broader cumulative effect of the increasing concentration of data centres in Western Sydney.
Data centres are resource-intensive developments that consume significant amounts of electricity and water while contributing to industrialisation of areas that are already experiencing substantial development pressure. At a time when Australia is seeking to reduce emissions and protect environmental values, further large-scale energy-intensive infrastructure should be subject to the highest level of scrutiny. The proposal's impacts on local biodiversity, urban heat, noise, visual amenity, and long-term resource consumption are matters of genuine concern.
I am also concerned about the growing proliferation of data centres in communities such as Kemps Creek. These facilities require extensive land and infrastructure, yet provide relatively few ongoing local employment opportunities once construction is complete. While there may be economic benefits for operators and technology companies, the direct benefits to the surrounding community are limited when compared to the enduring impacts residents experience.
Communities should not become default locations for infrastructure that primarily serves users and businesses located elsewhere. Residents are expected to accept the visual, environmental and industrial impacts of these developments, often without receiving corresponding social, economic or community benefits.
The assessment of this proposal should consider not only the impacts of this individual development but also the cumulative impact of multiple data centres and industrial facilities across the region. Approval of further data centre developments risks changing the character of the area while placing increasing pressure on local resources and infrastructure.
For these reasons, I respectfully request that the proposal be refused.

My wife and I have lived at 1-17 Capitol Hill Drive, Mount Vernon for 30 years. It is a rural residential area comprising 1 hectare of land and a home in the Capitol Hill Estate.
Up until the last few years, we have enjoyed a quiet and relaxed lifestyle in raising our family on the property. It is no longer the same as a result of the rezoning of large parcels of land nearby to an industrial use.
Leaving aside the impact of noise particularly during the nighttime period from the warehouses that have been built near the vicinity to our home, we are now expected to endure the risks associated with the overdevelopment of data centres in our area, including the one that is the subject of this application, the massive project known as S4 at Horsley Park and yet another one which is being considered for construction in Aldington Road, Kemps Creek. All of these data centres are in reasonably close proximity to our property.
It is a particular disgrace to all concerned that the land the subject of the present application has been permitted to be used for industrial purposes at all, having regard to the topography of the site. It is now compounded by the proposed application to use the area for a mega data centre havinga 1.2 gigawatt capacity. Absurdly, the amended proposal includes the backup storage of 15 million litres of diesel, 842 diesel back up generators and 1,717,027 kgs of lithium-ion batteries on the site.
Apart from the risk to adjoining residential properties in our estate caused by the above, there is mounting concern that the data centre will require access to a substantial level of power and water for its operation, and emit noise in its 24 hour operation.
We very strongly object to the application.

A massive and expensive infrastructure project no one asked for, has no profitable business case and is drastically taxing on the local and broader environment. It will drive up power prices, delay green energy transition and for what? So american perverts and war criminals can surveil and collect mass data for ad sales? What is its purpose? Its not going to be used for any meaningful improvements to anyones lives. This is a facility for a cheese dream of people that believe that AI is funtionally useful, or have this death drive for the planet where they think AI will somehow show them the future or protect them. Its galaxy brain stuff. I object to the slop factory. I object to the massive environmental and social cost. I object to the huge amount of diesel, staggering power needs and complete lack of use-case. Slop factory.

I am a 20 year old person who strongly disagrees with the use of AI in our everyday lives. With nsw already having so many data centers already I strongly believe that we are not in need of another one especially when it is being built in a residential area with schools and age care facilities nearby. We live in Australia, which is notorious for droughts and hot weather. Data centres across the world use billions to trillions of litres of drinking water which is ridiculous, we as humans should have access to drinking water coming out of our taps and faucets which is drinkable. We do not need water that is tainted with sediment from these data centres which has been proven to happen by countless other people across the world who live near there’s centres and have expressed there concerns. Another factor you should consider before building these unnecessary centres is the amount of energy used. With all the data centres we have here in nsw already the amount of power they use is enough to power all of nsw and vic. I think it is disgraceful that we as a country are using a computer to help us in day to day life. Our children will grow up not knowing how to learn anything practically because all they will be doing is looking at a screen and asking AI to answer there problems for them. I graduated high school in 2023 and I never needed nor had AI to help me with my school work (and even if I did I wouldn’t have used it). The generation that you are raising now will only know how to ask ChatGPT or Google Gemini or whatever other AI tool there is to solve there problems for them. I think it is crazy that you as a country have made a ban on social media for under 16 year olds yet they can use AI in there school work. I also know that there is a bill potentially happening where you are trying to ban their use of AI in classrooms yet you want to build data centres right next door to a school, good job.
If you take the time to read this I urge you to cancel the project and think about what consequences a data centre has on our environment, our children, and the generation to come. Thank you for taking the time to read and hear me out but I will say it again as a young person of Australia.
WE DO NOT WANT AI OR THE DATA CENTRES YOU ARE BUILDING.

This is a ridiculous amount of energy and will be terrible for the community and Sydney.

I am entirely against this project. The development of this data centre will have devastating impacts on the surrounding community and environment. The land should be used to support the local community including local schools and aged care homes instead of wasting copious amounts of energy.

This project will cause detriment in several different ways.

It has been proven that data centres cause damage to the health of those surrounding it as well as the wildlife and natural environment.
This will affect communities in the area and lead to major health problems later down the line. Its impact on the environment will be tremendous, from its excessive use of water in an already drought stricken country to the pollution it will expel into the environment affecting major ecosystems.
Australia has always painted itself to be one that stands for its people and especially for the environment and yet I’m quickly seeing how quickly the government is ready to put its people and environment on the line for more money and power.
The power and water the data centre will need is what should be going to the people. The Australian government will be very quick to put us on rations when water becomes scarce and that data centre still needs water and not to mention how the price of electricity will begin to skyrocket.

This data centre is not for the benefit of the community or its future, this is purely for greed, power and control.
On behalf of Australians who care about their community and this country. WE DON’T WANT OR NEED THIS DATA CENTRE.

Projects like this are not building a better world for generations to come. This is purely for the short future of a greedy, self centred, power hungry group of politicians who have sold their nation out to fill their pockets.

I do not want a data centre in Sydney. I can see the negative effects of data centres in other places I. The world. It is not good for the people, animals or land surrounding it. It is also ugly and an unpleasant. Until there is better echo friendly technology for these things we need to live without them. Thanks.

I believe recent assessment of data centers around the world have proven that data centers are negatively impacting surrounding communities, surrounding ecosystems. The effects of a data centers in Western Sydney would have dramatic consequences in terms of resources use like water that are already scarce and required to maintain life. Consumption of electricity sufficient to run the whole city, which would also raise energy prices for local communities. Adding the enormous carbon footprint print of this construction, the cost of running it and then the constant light pollution, noise pollution, reject or contaminated water, rejection of heat. All I see coming out of such project is a self- sabotage of human life and all sort of life, wildlife further threatened , a reduction in quality of life for those directly around, and many effect we still don’t know or understand fully, such as exposure to frequencies or magnetic field which may cause illness (refer to similar exposure of radio towers on schools and effects on children developing cancers).

I hope you reconsider this project and avoid the risk of irreversible catastrophic consequences.

I strongly object to building a data centre along Mamre Road. I strongly object to any data centre construction in Western Sydney.

What ramifications will the construction of this data centre have on the environment? We are already seeing that data centres require more water usage to keep them cool. What benefit will the construction of this data centre have on the community?

What are you going to put in place to combat the consequences of this data centre? How will you protect our environment and ensure that the data centre doesn't cause any bushfires, water shortages, energy surges, water contamination, and displace our wildlife? We are lucky to have wildlife live in and visit the area, and data centres threaten their habitat, food sources, and livelihoods. Where will these animals go?

What controls will be put in place to ensure that residents have access to energy and that our energy bills are not impacted? How loud is this data centre, and how does it impact those who live near it? How have our livelihoods been factored into this?

Western Sydney is already known for its heat. A data centre will only contribute to that. Communities are vulnerable to heat risks, and with summers getting hotter, how will this data centre affect the overall climate impact? We get bushfires in Mamre every year. What measures have been put in place to ensure this data centre doesn't start one, which would impact residents' livelihoods and wildlife?

We should be prioritising cooling Western Sydney and creating a liveable city for everyone. A data centre does not achieve this.

A data centre will significantly negatively impact the local suburbs. Water quality and availability will decline and energy rates will rise, the community cannot afford further cost of living strain. Noise pollution will also increase significantly and distress local residents and schools.

I am making a submission as a Penrith resident that I whole-heartedly object to the construction of the proposed data centre along Mamre Road.
I have lived here for the past two years. I have built connections and become part of the community. I enjoy volunteering on local council initiatives. Penrith has become my home.
It saddens me greatly to see that the NSW government is considering the option of building a giant data centre so close to home, right next door to several schools and an aged care facility.
The energy consumption that this centre would need in order to function round the clock is enormous. The diesel generators and energy from the grid is more than the entire city needs. The amount of drinking water needed to cool the servers far exceeds that of what our community uses. This data centre would steal from the people living here, in a country that already suffers drought.
The noise pollution this data centre could emit will disrupt those in the surrounding area, including local wildlife, 24/7. There would be no peace or rest for anyone. The construction of this data centre would severely affect the health and wellbeing of anyone near the site.
The lack of transparency surrounding this proposal is also evident. Myself, along with other local community members, had not heard of this data centre until recently, through our own channels. This feels deceptive, like the NSW government wants to rush this process without community input. It makes us believe that the NSW government has not done their social or environmental due diligence.
In a world shaped increasingly by the effects of man-made climate change, it would be incredibly foolish to add to the suffering of those presently living and future generations. Do not go through with building this data centre.

A data centre has been proven to have detrimental effects on not only the environment, polluting the air and the water and killing plants and animals, but to the people. Even if we ignore Australia international obligations including the convention on environmental diversity and the construction of data centres will certainly have a horrible impact on Australia’s fragile unique and diverse ecosystem causing more droughts in an already drought prone country and causing more species to go extinct, the parliament has the responsibility to make the best decision on be half of the people we have seen that data centres pollute drinking water and create air, light and noise pollution the proposal to build one alone is appalling let alone so close to a school and a nursing home shows this governments complete disregard for the people of Australia not only are you jeopardising the future of our country’s ecosystem but you are sacrificing our children and our elderly for a product that has the most potential to do massive harm. AI companies have displayed that they show no remorse for the fact that their products are used to create child porn, unconsentual videos, copyright and even mass surveillance. This party’s support for this technology is horrific and demonstrates a complete disregard for not only Australia but the people and human rights.

Dear Planning NSW,

I write on behalf of the Mulock-Nepean Branch of the Australian Labor Party to express our concerns regarding the proposed Mamre Road Data Centre Campus at 706–752 Mamre Road, Kemps Creek.

Our branch supports investment and new technology in Western Sydney, but we believe developments of this scale must be carefully assessed to ensure they do not come at the expense of local residents, the environment or essential infrastructure.

In particular, we are concerned about:

The significant electricity and water requirements of the proposed development.
The potential impact of the site’s emissions and backup generation on local air quality and the environment.
The cumulative impact of multiple large data centres being developed in the Mamre Road precinct.
The significant quantities of diesel and lithium-ion batteries proposed to be stored on the site.
The potential impacts on local roads and other infrastructure.
The lack of publicly available Australian research regarding the long-term health and environmental impacts of developments of this scale.
The management and disposal of electronic and other waste generated by the facility.
How the development will contribute to, and comply with, NSW and Australian emissions reduction and net-zero commitments.

We therefore respectfully request that Planning NSW give careful consideration to these concerns and that further development of the proposed campus be paused until adequate independent research and assessment has been undertaken regarding its cumulative environmental, health and infrastructure impacts.

We also request that clear and publicly accessible information be provided regarding the project’s projected emissions, energy and water consumption, waste management arrangements and compliance with Australia’s and NSW’s net-zero commitments.

Western Sydney is experiencing significant growth, and our communities deserve development that delivers economic opportunities while protecting residents’ quality of life and our environment.

Mulock-Nepean Branch (NSW Labor)

As a resident of the area where one of the proposed data centres would be located, I am deeply concerned about the lack of transparency or community engagement in the process so far.
There are numerous examples of data centres being built with the produced jobs being a fraction of what was promised.
Particularly concerning as a local are the energy and water consumption and noise pollution that come with data centres.

It is also highly concerning that the minister in charge of negotiating with the companies behind these data centres has deep connections with the industry. These ties are problematic as they show an allegiance to the industry and not the people of Australia. We cannot trust him to represent us when negotiating with his former colleagues and donors.

Finally, I fundamentally oppose the development of AI data centres as they will almost certainly be used to contribute to the surveillance state of Australia and its use of tools like Palantir and flock camera surveillance.

Building a data centre will ruin the surrounding area for people and nature. It's not a wise decision. Turn the money into other avenues of government and turn away from investing in AI. It is a dead end.

The future of this planet lies in preserving its ecology. Data centres are known to deplete resources and drain out water systems. Without water humans cannot survive. The stories of data centres and what they do to the land is not a future I want. If we think about this how can we possibly think the future generations are going to survive?

'Stop the Slop' is a grassroots collective of community members from across Western Sydney, making sure our communities have a say in development that impacts our livelihoods, homes and futures. The group was formed in 2026, focussing on the community impact of AI and data centres.

Communities were outraged at the lack of consultation and awareness by council and planners during the initial submissions phase. Therefore, upon the reopening of submissions for the Mamre Rd Data Centre Campus, we wanted to ensure the community was aware of this submission opportunity.

Along with awareness, we collected statements from two main sources:
1) An online form shared to our group, and
2) Nearby residents in the Kemp’s Creek area during on-the-ground visits.

We encourage all 226 comments on this submission to be considered as unique statements from individuals who are impacted by this project in some way, shape or form. As shown in the diagram below, we object the proposed development of the Mamre Road Data Centre Campus based on the community concerns summarised as follows:

- Pollution: Air, noise and light pollution emitting from the construction and operation of the data centre. Statements also highlighted health concerns around the worsening of air quality and mental health degradation.
- Resources: Concern of energy and water taken away from communities for the operation of data centre.
- Lack of benefit to community (e.g. long-term employment) and detriment to schools, aged care centre and surrounding living spaces.
- Contribution to climate change: worsening the Urban Heat Island Effect in Western Sydney and increasing water scarcity in a drought-prone country.

We request the Department address these concerns, noting that the insufficient consideration and planning for the health, environmental and social consequences of the Mamre Road Data Centre Campus on communities should be reason enough to deny the development application.

This data centre is clearly not wanted by the community. Even the proposed changes about cutting down from 18 million litres of diesel to 15 million show how little the companies actually value our input and voices. The whole project needs to be stopped, or at least paused until we actually have information about how badly this will impact the quality of life around here. It's not even a question of IF it will impact us negatively, but HOW BADLY it will affect us. So disappointed in the government for letting these companies get in here any ruin our way of life. Not to mention that the company who will own the place has a CEO who donates to Trump. This is not what we want here.
