I object to the proposed Ratch modification and RATCH Wind Turbines being built up on the escarpment overlooking Collector village.
Ratch are not to be trusted and should be made to tell the truth, they should hang their heads in shame for trying to pull the wool over our eyes. It's on record that they never engaged the community properly in 2013 and they are still trying to pull the wool over our eyes and make a mockery of Government today.
The second bid of rules and regulations needs to be looked at by Government closely, because these foreign thieves are finding loop holes and making Australians and Government look stupid.
Ratch meetings held at the local Bushranger Hotel have never been advertised properly and minutes from meetings were always finalised late and published on the Ratch website months after the meetings. Why is it that I am a community member and only hearing of a Modification proposal today 12/11/15 and submissions are due tomorrow 13/11/15. Great consultation RATCH (NOT) I formally lodge an objection to this process and any proposed Ratch modifications.

This submission is to object to the RATCH proposal for modifications to the Collector Windfarm. Note also my objection to the entire Windfarm development as expressed and documented at the PAC Community Consultation Meeting held at Collector Hall in late 2013.
My specific objections to the proposed modifications arise as a result of the following:
- Failure of RATCH and NSW Dept of Planning and Environment to provide Collector residents with the modification proposal in hard copy, so as to allow residents the necessary time to analyse and object to the proposal before the Friday 13 November Deadline. This failure creates a perception of deliberateness of this action, given the Collector Community protests at the PAC meeting held in Collector Hall in late 2013 and subsequent objections by Collector residents to the NSW Minister for Planning, Rob Stokes
- Failure of NSW Dept of Planning and Environment to meet due diligence obligations in seeking advice from the Collector Community with regard to appropriate dissemination of documentation relating to the modification proposal (despite this failure having already been objected to with regard to provision of the EA Report in 2012) and receiving advice only from the Proponent.
- Lack of transparency with respect to the increase in blade diameter in the modification application. PAC approval was granted in December 2013 at 45-60m blade length. Modification application refers to "Increase in turbine blade length to maximum 117m diameter, within overall approved turbine height of 150m" which does not easily allow residents to compare and assess the impact. The modification report also redundantly states that "Noise assessments were undertaken for three turbine models representing a range of noise emission levels" however the report makes no investigation of, nor states any condition to, undertake noise assessments of the specific models being proposed in the modification application.
- Approval by NSW Department of Planning and Environment to the removal of any conditions stipulated in the PAC approval granted to the Proponent in 2013; as requested in the modification application "Removal of Condition B1 specifying hectare based clearance limits for the project"; undermines the integrity of the entire Collector Windfarm proposal, the PAC community consultation and approval of the development proposal and raises further concerns for Collector residents as to the influence that the Proponent has over departmental representatives managing this development.
- The Modification Engagement Plan set out in the modification report states that the proponent distributed a project update newsletter, via post and email (I have discounted uploading a newsletter their own website as "engagement" and it's certainly not a form of "distribution" to "Community") to a stakeholder identified as "community". However this is inconsistent with the broader Collector community feedback and level of awareness of the modification. This serves as evidence against the Proponent with respect to community confidence that the Modification Engagement Plan is undertaken wholly, with integrity and is ethically intentioned.
There are many more concerns, that have been expressed by a vast number of Collector residents, in relation to this entire development and the conduct of RATCH Australia. My concerns in particular have been expressed to the ACT Wind Auction, the ACT Minister for Environment Simon Corbell, NSW Minister for Planning Rob Stokes, the NSW Planning and Assessment Committee and now to of course to the NSW Department for Planning and Environment.
