Increase in mine disturbance area, recovery of additional 30 million tonnes of ROM coal and increase in mine life.

This project is a controlled action under the Environment Protection and Biodiversity Conservation Act 1999 and will be assessed under the bilateral agreement between the NSW and Commonwealth Governments, or an accredited assessment process. I fully support the expansion project to increase the mining footprint and mine life at Boggabri coal as it directly and indirectly affects alot of people's income in many areas around Boggabri. The minesite directly employs nearly 880 people and indirectly gives employment to many businesses in Narrabri Gunnedah and Tamworth and alot of small businesses in between those areas. The money earned in any of those areas by the people that work in Boggabri coal, keep businesses big and small employed around the region and would benefit greatly to the extension of employment. Boggabri Coal are doing excellent work in regards to their rehabilitation works and offset properties with tree planting and huge solar farms that will benefit the area by putting power back into the grid. Their Glentarkie project to provide affordable housing to senior residents of Boggabri is a great asset to the Boggabri region. Boggabri Coal donate and sponsor alot of community initiatives including the Boggabri Campdraft, Narrabri and Boggabri Carp musters and contribute hugely to the Westpac Rescue Helicopter Service.Idemitsu Boggabri coal are a very community friendly organisation and will see this extension of the minesite with the dignity and respect to the area they have strived for a long time to uphold.

Wando CCC Inc considers that Boggabri Mine has behaved in a duplicitous manner in its attempts to have a project that was, by any reasonable standard, for a new mine treated as a series of modifications so as to avoid due scrutiny. Issues associated with water management, cumulative negative impacts on the region, Greenhouse Gas emissions and the negative impacts on agriculture demand proper examination.
We strenuously object to this project.

I OBJECT to this proposed Mod 10 to increase the Boggabri Mine Footprint and mine life
The initial approval included the identification of the retention of a broad forested corridor between the Maules Creek Mine and the Boggabri Mine.
This protection was at least recognising the incredibly important role that the Leard State Forest played for the regional biodiversity. How valuable that was, is and will be is not clear, but it is clear that if was not there at all there would be a major impact. Connectivity of habitat is vital for the regeneration that hopefully will be able to occur sometime in the future.

I consider that there should be, as the very minimalist, a substantiation citing references from the proponent of adequacy of the biodiversity corridor that is proposed to be created by this proposed modification.

Page 28, Section 3.2.3 notes that
"MOD 10 will reduce vegetation connectivity between areas of the Leard State Forest to the east and south-west.
However, it is considered that the 500 m wide Vegetation Corridor will allow for suitable persistence of both structural and functional connectivity across the Leard State Forest and adjacent biodiversity offset properties."

Please consider that this further 86 hectares proposed to be cleared is at the heart of the original Leard State Forest.

Offsetting of the loss of the habitat value for biodiversity by the loss of the trees with hollows on that ridgeline is not possible in the short or even medium term. Offsetting of the time it takes for trees to grow and hollows to form is not possible. There is no time.

Offsetting of additional greenhouse gases, both carbon dioxide and methane, is not possible. The age of burning fossil fuels is spent.

What is the justification for the proposed modification? Has the proper cost /benefit analysis been done? Who profits?

Please turn with the tide and reject this application, it is not necessary, it is not in the public interest

I support this project. The company provides good working opportunities for locals that myself and my family are both part of. It has provides us with a good and stable income which has allowed us to to get ahead financially at a relatively young age. Our financially stability allows us to spend locally and we purchased a house that we wouldn't have been able to afford, if not for our employment at BCO.
I have witnessed how the company heavily prioritises local employment for permanent positions, contracts and procurements.
It is my belief that although the company owns one operating coal mine, they are the most environmentally ethical about their business decisions.

Modification 8 & 10 should have been submitted as a 'New State Significant Development'
Modification should only be used for minor changes to projects not used to have substantial projects approved.

I support this project, as it will help sustain local employment for the next four years—an important consideration given the current cost of living. In turn, this will strengthen local communities and businesses, as workers continue to reside in the area and local contractors and suppliers are engaged through ongoing procurement.
