There is no significant engineering issue with original GreenLink plan in the EIS. The reasoning for the modification centres around “constructability” (presumably lower cost for developers) and suggests that a community benefit is minimising the duration of construction impacts on nearby residents.

The Executive Summary of the proposed modification states: “….residents at this location would experience an increased visual impact by comparison to the infrastructure assessed in the EIS” (p xiii), and admits “…an increase in traffic would enter the network and has the likely potential to impact parts of the network already forecast to be congested such as Victoria Road northbound in the AM peak” (p xi)

A quick, easy construction and yet a lasting, thoughtless eyesore that increases traffic congestion cannot be in the interests of anyone, least of all the local community.

Given the significant and prolonged disruption of construction of the M4-M5 Link and the Rozelle Interchange to surrounding communities, it would be particularly miserly to deny them the small positive of the GreenLink for the even smaller benefit (mostly to the developer) of ease of construction.

I am requesting RMS to reinstate your own vision as laid out in Transport for NSW Future Strategy 2056: putting people first. For the Rozelle, Annandale and Glebe communities, MOD 2 is actually a significant change to the design as approved in the EIS. It requires far more extensive public consultation to design a feasible option that brings the best elements from the approved EIS design into the modification.

I request RMS work with the community to explore alternate design options to the proposed new car overpass design and the changed pedestrian and cyclist links. I am seeking the reinstatement of the safe, direct access from the approved EIS GreenLink to create a continuous green open space connection from the Rozelle Rail yards and Annandale to the foreshore. The GreenLink is more than just a walk way - it puts people central to the design, maximising safety, and providing much needed accessible open space for the community now and into the future Bays Precinct design.

I request RMS work with the community to explore alternate design options to the proposed new car overpass design and the changed pedestrian and cyclist links. I am seeking the reinstatement of the safe, direct access from the approved EIS GreenLink to create a continuous green open space connection from the Rozelle Rail yards and Annandale to the foreshore. The GreenLink was more than just a walk way - it put people central to the design, maximising safety, and providing much needed accessible open space for the community now and into the future Bays Precinct design.

I am requesting RMS put people back into the plan – I want you to reinstate your own vision as laid out in Transport for NSW Future Strategy 2056. Work with the community to design a feasible option that brings the best elements from the approved EIS design into the modification.

My key concerns with the M4-M5 Modification are:
● The significantly reduced safety and increased risk for pedestrians and cyclists with removed access over The Crescent to Bicentennial Park and the increased traffic along Johnson Street.
● Being required to cross five sets of pedestrian lights at The Crescent as my option to reach the foreshore from Annandale or from Rozelle light rail stop.
● Removal of direct active links to the foreshore, cutting the community off from the area and the proposed revitalisation of the entire Bays Precinct, including linking the Light Rail and Bus stops to a Ferry wharf and Metro station.
● Urban and landscape design that is being built before a finalised Masterplan for the area.
● Traffic changes that limit movements around the suburb and create further congestion in the local streets of Annandale, Forest Lodge, Glebe, Lilyfield and Rozelle with no planning to deal with these.

My submission is asking RMS and the Project Team to:
● Reinstate the GreenLink connecting communities and green open space from Rozelle to Bicentennial Park.
● Relocate and design pedestrian and cyclist connections that are continuous, safe and direct.
● Design the modification infrastructure and active links in response to the character of the
suburbs, the location of the foreshore and it’s potential future development.
● Provide pedestrian and cyclist paths that maximise people safety and do not force us onto busier streets, unsafe concrete plazas and caged walkways.
● Integrate active and direct connections to all active transport – including the future Metro
West and Foreshore Ferry Wharf.

The MOD 2 application is not only a visual eyesore blighting the local Harbour foreshore (think Cahill Expressway) but it is detrimental to the way Sydney residents use of the area and connectivity to the local area by foot, bike and even by removing the following design components.
*Safe/direct cycling pedestrian access from Annandale to the foreshore
*Direct Access from Rozelle Lilyfield to the foreshore
*Maintained right turn from Johnson street to The Crescent
*People oriented design principles
*Shared user pathways considerate and connected tot he bays Precinct master plan
*Connectivity between the light rail, cycle-ways, future Metro West and Ferry Wharf.

RE SSI 7485, I object to the the proposed overpass for the following reasons:

This modification will impose hugely on the local landscape in the inner west. A new elevated overpass is completely at odds with local development standards and will have a significant negative visual impact on Annandale and its surrounds. The overpass will also obstruct Rodney Monk’s heritage mural which decorates the northern side of the light rail viaduct along The Crescent. That mural was commissioned by the Leichhardt Council in 1980 and inspired by political and social movements in the inner west. It is a dearly loved and historically important local artefact that should be protected.

I do not believe an overpass is necessary and the sudden addition to of this to the previously approved plans highlights how unrealistic they were originally. The money would be better spent improving public transport.

This modification prioritises the needs of motorists, trashing the experience of local pedestrian traffic and making harder for residents to access the public waterfront. Pedestrians walking from the Western side of Johnston Street will have to use an astonishing four pedestrian crossings in order to reach Bicentennial Park. This pedestrian arrangement should be modified to allow pedestrians to cross direct from Johnston Street to the Park via The Crescent.

This modification would remove the option to turn right out of Johnston Street into the Crescent which will increase traffic through local streets including Piper Street and Booth Street. These changed conditions will mean increased noise and emissions for residents in Annandale.

This modification would abandon one of the centrepieces of the original design: a pedestrian and cycling green link to connect the Rozelle Goods Yard to Bicentennial Park. Relocating that green link to the west of the intersection of The Crescent and City West Link ignores the original conditions of consent given for this project and puts the needs of motorists ahead of pedestrians and cyclists. The proposed pedestrian bridge further north up the City West Link creates an unnecessarily long walk for pedestrians and an unnecessarily high climb of 5+ metres. RMS and the contractors should reconsider other design options for a continuous green link from Rozelle Goods Yard, across the City West Link into Jubilee Park, including a link to Annandale and the Rozelle Bay light rail stop.

On behalf of the Annandale North Public School P&C Association, I write regarding the proposed modification to M4-M5 Link, Mod 2 The Crescent overpass and changes to pedestrian infrastructure in North Annandale, Rozelle and Rozelle Bay Foreshore area.

I raise objections to the proposed modification on the following grounds:
o Switching of the pedestrian crossing over The Crescent at the northern end of Johnston St decreases pedestrian access to Bicentennial Park and decreases pedestrian safety.
o Pedestrians on the western side of Johnston St trying to enter Bicentennial Park will need to make 4 road crossings to access the park rather than the current single road crossing.
o Children of Annandale North Public School currently utilise the Bicentennial and Glebe Foreshore Parks for school sporting activites. There is a lack of large green spaces that are accessible to schools in Annandale. Bicentennial Park is a park that the school uses regularly. The proposed changes to the crossings at the north end of Johnston St will significantly affect the ability of students from the school to access this park. There is an increase in number of crossings and a lack a space for a school class to safely stand and wait between crossings.
o Students will likely be forced to cross Johnston St at the already unsafe pedestrian crossing outside Annandale North Public School.
o There is no alternative crossing over The Crescent to access the park. An additional crossing near the PetO building, for example would give students walking to the Park from Annandale North Public School into Bicentennial Park a safer alternate route.
o The plan will result in increased traffic on Johnston St Annandale without any proposal to improve the safety of the pedestrian crossing outside of Annandale North Public School. This crossing outside of Annandale North Public School is already unsafe.
o Removal of the right turn from Johnston St into The Crescent will decrease access for residents of Annandale to the Tramsheds Community Hub. This will force more traffic onto alternative routes to the Tramsheds for cars to access this community area. These alternative routes are likely to be:
o Booth St and Wigram Rd/Minogue Crescent.
 Booth St is already a bottle neck. Wigram road and Minogue Crescent are barely wide enough for two cars to pass each other.
o Back streets such as View Street, which are residential streets unsuitable for increased traffic
o The proposed overpass from The Crescent into City West Link to access Anzac Bridge is not in keeping with the original proposal of the road design, which had all these connections under ground. In principle, this connection is a good idea but should be designed as an underpass to improve the above-ground aesthetic.
o This overpass will obstruct a significant local mural and will limit pedestrian access from Annandale to the Glebe Foreshore and Bicentennial Park.
o Realignment of the Green Link reduces Annandale community access to Bicentennial Park.
o The proposed horseshoe shaped pedestrian and cyclist pathway over the new Annandale vehicle overpass is unnecessarily complex, will be ugly and will take pedestrians and cyclists so far out of their way, it will be unusable.

I request RMS to consider these issues and make changes to the proposed modification to rectify them.

In addition, as this proposed modification will have a negative safety impact on the children attending Annandale North Public School, I request that the RMS improve the crossing over Johnston St outside the school by:
○ widening the footpath in front of and opposite the school,
○ new fencing along the median strip and footpaths,
○ improved signage around the school, and
○ relocation of the traffic light buttons for pedestrians closer to the actual crossing


I have also attached a supplementary objection which has been signed by the families at our school, and request that you acknowledge the 220 signatures from our school community.

There are many young families residing in North Annandale, myself included. We are aware of environmental issues. My 3yo and I walk/scoot/cycle/drive minimum twice daily to the foreshore, to the Tramsheds, and to the Goodstart Early Learning Centre on The Crescent via the slip road between Johnson St and The Crescent (near Jubilee Park). I have serious concerns about the MOD2 design not being user friendly at all for pedestrians, families and cyclists who live in this area. Looking at the plans the proposed design makes no sense for people living and accessing this area regularly.
My key concerns are:
- The significantly reduced safety and increased risk for pedestrians and cyclists with removed access over The Crescent to Bicentennial Park and the increased traffic along Johnson Street
- Being required to cross 5 sets of pedestrian lights with a toddler at The Crescent as my option to reach the foreshore from Annandale or the Rozelle Bay light rail stop
- Removal of direct active links to the foreshore, cutting the community off from the area and the proposed revitalisation of the entire Bays Precinct
- Urban and landscape design that is being built before a finalised Masterplan for the area
- Traffic changes that limit movements around the suburb and create further congestion in the local streets of Annandale, Forest Lodge, Glebe, Lilyfield and Rozelle with no planning to deal with these. For instance, Booth Street, Bridge Road, The Crescent are already significantly congested at peak hours since the opening of the Haberfield tunnel recently.
My submission is asking:
- Reinstate the GreenLink connecting communities and green open space from Rozelle to Bicentennial Park
- Relocate and design pedestrian and cyclist connections that are continuous safe and direct
- Design the modification infrastructure and active links in response to the character of the suburbs, the location of the foreshore and its potential future development
- Provide pedestrian and cyclist paths that maximise people safety and do not force them onto busier streets, unsafe concrete plazas and caged walkways
- Keep the slip road from Johnson Street to The Crescent
- Integrate active and direct connections to all active transport - including the future Metro West and Foreshore Ferry Wharf.

I am a local resident, home owner, and have lived in the Annandale area for 20 years. The latest design is significantly different to what was initially promised. I am not opposed to change, and ensuring Sydney has a better roads & transport network, however this modification is at the detriment of thousands of people and will push more cars onto local streets. I purchased my home in the location for proximity to the city as Annandale was a unique green suburb on the city fringe. It is a place that is safe for my children, with access to schools & parks that were not on main arterial roads. Now the access to the park will become more than difficult, with over 4 intersections giving priority to cars! The access via the Greenlink that was promised from Rozelle & Lilyfield has also been removed from the plan. Cars cannot turn right either into The Crescent from Johnston st.This will affect access the newly built Tramsheds precinct as local traffic cannot easily travel from North Annandale to link the suburbs of Forest Lodge & Glebe. This forces cars to rat run through side streets back up near local Annandale North Primary school & Booth st creating more congestion and a safety hazard for children & adults alike. The whole development seems to be giving priority to a barren vehicular focused design, rather than a people focused design to connect local residents & communities to green spaces, cycleways, light rail or potential ferry access at the Bays precinct. I am concerned the extra traffic will effect air quality and further increase noise pollution. Not to mention the sheer mass & scale of the concrete car overpass that will cut Annandale & the local community from the city skyline. This is not in line with the Council's view of maintaining the heritage & "green" nature of the suburb, as home owners we all adhere to this plan. Therefore I vehemently object with the proposed modification and request reinstatement of a people & community focused plan with the Greenlink, that takes into consideration the character of the local area. I am writing to object to the proposed modification to the M4-M% Link Mod 2 The crescent overpass and changes to the pedestrian infrastructure in North Annandale.

1. Increase number of traffic lights from Annandale to the Rozelle Bay foreshore. This will disconnect the community from this valuable space for their well being. This space where the elderly and the socially vulnerable are able to congregate, where they are able to remove social isolation a huge contributor to poor mental health in this population group.
2. Traffic movements. No right hand turn from Johnston Street towards Tramsheds? This will result in traffic movement down Booth street in Annandale that is already crowded. Putting pressure on a small road that is heavy with pedestrians, in particular young families, the elderly and school children.

I strongly wish for thier to be further engagement with the community, with the local schools. This will be a retrograde step. Moving the car to being king and not looking at the impact on the local community is a big mistake.

Look at European cities, such as Bordeaux in France. Revitalising areas by considering the human impact of infrastructure, revitalising communities of people rather than dividing them further and creating more social isolation.

We are seeing the impact of climate change in Sydney we have to be brave to consider communities and green infrastructure and not just the car.

I write in respect to the proposed modification to the M4-M5, Mod 2 which is currently on exhibition.
Upon examination of the revised modification, I am completely bewildered how these modifications can be described in the Executive Summary as stating “The contractor has identified a number of potential design and constructability improvements”.
Where MOD1 offered a well designed low profile and non-intrusive pedestrian link to the foreshore and proposed parkland via a greenlink with traffic being fed into the City West link through an unobtrusive underpass design, MOD 2 presents a 1980’s overhead spaghetti design layout which will not only result in a complete eye sore having three concrete cross overs, which also presents many additional problems.
It would appear that MOD2 has been designed around emphasis on motor vehicle access to the City West link with little or no thought about local traffic flow or pedestrian access to the foreshore.
Pedestrian Friendliness
The proposed design does not offer safe and enjoyable pedestrian or cycling foreshore access or enjoyable commuting between Glebe, Annandale, Lilyfield or Rozelle.
Negatives:
1. Dangerous and awkward crossing of Johnston Rd, Chapman Rd and the Crescent. Four sets of lights need to be navigated to travel less than 50 metres.
2. The proposed 120 metre pedestrian overpass will become a cyclist, pedestrian and dog walker nightmare as all compete to navigate a narrow path with three curve sections.
3. The Concrete Plaza seems to achieve little only leading away from the light rail.
Local Traffic Flow
With no direct access through Johnston Rd and prohibiting right hand turns at The Cresent, the proposed MOD 2 design penalises local traffic flow to the Glebe foreshore and isolates it from the local area including the Tramshed complex and route into the city.
Suggesting that there are alternative routes does not take into account the negative impact that this will have on local residents as it will effectively increase traffic through the backstreets of Annandale. This is not sound traffic engineering.

My opinion is that Mod2 is a heavily flawed design as it does not take into account or encourage pedestrian and cyclist activity to take advantage of the Glebe foreshore or commute through it.
The lack of logical traffic flow will result in isolating Annandale from the local area and create unwanted congestion throughout the suburb as ‘back street rat runs’ will be created.
The design of Mod 2 is aesthetically horrible. Placing three concrete overhead access bridges to form a spaghetti system is completely outdated and combined with the three exhaust stacks will resemble something out of industrial East Germany. It is completely impractical from a pedestrian perspective.
I submit that the original Greenlink and underpass should be reinstated and both pedestrian and vehicle traffic flow should be designed to take advantage of the Glebe foreshore and future Bay precinct planning (Metro West and Foreshore Ferry Warf) and NOT isolate closely linked suburbs.

The introduction of an extended, elevated overpass at the Crescent has significant impacts on safety, amenity, local foot traffic and access that have not been addressed and have not been subject to the same rigour as the initial design and plan with respect to EIS and peer review.
The proposed overpass is out of context with the planning intent of improving foreshore access.
The limited improvements to traffic flow from the addition of the overpass described in MOD2 do not justify the increase in budget or additional risks established by the modification. The proposition that an overpass is needed for a yet-to-be approved harbour tunnel is unsustainable, given the increased safety risks for pedestrians and reduced foreshore access.
The proposed modification should be rejected.
Concerns include;
1. The overpass creates a significant visual and physical barrier and removes direct active links to the foreshore from its users, cutting communities off from the foreshore and the proposed revitalisation of the entire Bays Precinct.
2. The proposed modification results in unsafe and indirect access across four sets of pedestrian lights at The Crescent to reach the foreshore/railyards from Johnson street. Many school children cross the single set of lights now - I fear that the hurdle of four sets of lights will encourage 'road-running' risk taking - with children preferring to take their chances with five lanes of traffic than four sets of traffic lights.
3. The proposed modification has no updated Urban Design and Landscape Plan (or peer review ). The original EIS had both. The modification considerably changes the design intent of the approved EIS design.
4. The addition of an extended, elevated overpass is at odds with the aims of the Dept of Plannings to minimise the visual impact with (otherwise) much of the traffic in tunnels. The overpass will have a negative visual impact from the parkland and harbour.
5. There will be significantly reduced safety and increased risk with pedestrian and cyclists access removed from The Crescent to Bicentennial Park.
6. Traffic changes will limit movements around the suburb and create further congestion in the local streets of Annandale, Forest Lodge, Glebe, Lilyfield and Rozelle. MOD2 has not provided for additional planning to deal with these traffic changes. The impact will revert to Council.
The limited improvement to traffic flow from the addition of the overpass described in MOD2 do not justify the increase in budget or additional risks established by the modification.
The proposed modification should be rejected as an inappropriate change, adding increased risk/hazard for insufficient benefit

TO WHOM IT MAY CONCERN

Application Number: SSI-7485-Mod-2 in relation to the proposed modifications at the Rozelle Interchange (the Crescent overpass and active transport links)
I do not understand why the initial proposal has been modified to what is now a diminution of precious green space in the Annandale/Rozelle Rail yards area. The proposed new car overpass and changed pedestrian and cyclist links as proposed are unacceptable. My main concerns are:
Traffic changes that will limit movements around my suburb Forest Lodge, and increased surrounding congestions in Annandale, Glebe, Lilyfield and Rozelle
Increased risk for pedestrians and cyclists with no access over the Crescent to Bicentennial park
Removing direct active access to the foreshore, cutting the community off from the area and the proposed revitalisation of the Bay Precinct
Reducing access to the light rail, bust stops to the Ferry wharf and metro station.

I urge you to reconsider this proposal.

I am 18 and in my final year of school at St Scholatisticas, Glebe. I have walked with friends to and from school everyday from Annandale along the Crescent. I've just learnt about the proposed changes that included an elevated overpass that will cut the Annandale community off from the foreshore. The path I take to school will be diverted from one pedestrian crossing to four or five crossings with traffic lights - this will surely increase the risk to the children who need to take this path to school. Was this considered?
It must also be that four changes of lights to allow one pedestrian crossing will slow traffic down at the Johnson st/the crescent intersection. Was this studied?
I wont be walking this way to school anymore, but other children will follow me, if they can. And if they can't walk safely to school, they might try to take short cuts through the busy traffic, or they will try to get on the already-crowded light rail at the busiest time. Was this considered?
And why is there an overpass added to a design that aims to put all the roadways underground. An overpass that will frame the western end of Rozelle Bay in concrete rather than trees. An overpass that will cut in half a mural that is older than me. If we lose this, we will never get it back.
Please reject this proposal. It does more harm than good.

I am seeking the reinstatement of the safe, direct access from the approved EIS GreenLink to create a continuous green open space connection from the Rozelle Rail yards and Annandale to the foreshore. The GreenLink was more than just a walk way - it put people central to the design, maximising safety, and providing much needed accessible open space for the community now and into the future Bays Precinct design.

I am requesting RMS put people back into the plan – we want you to reinstate your own vision as laid out in Transport for NSW Future Strategy 2056. Work with us to design a feasible option that brings the best elements from the approved EIS design into the modification.

My key concerns with the M4-M5 Modification are:
● The significantly reduced safety and increased risk for pedestrians and cyclists with removed access over The Crescent to Bicentennial Park and the increased traffic along Johnson Street.
● Being required to cross five sets of pedestrian lights at The Crescent as my option to reach the foreshore from Annandale or from Rozelle Bay light rail stop.
● Removal of direct active links to the foreshore, cutting the community off from the area and the proposed revitalisation of the entire Bays Precinct, including linking the Light Rail and Bus stops to a Ferry wharf and Metro station.
● Urban and landscape design that is being built before a finalised Masterplan for the area.
● Traffic changes that limit movements around the suburb and create further congestion in the local streets of Annandale, Forest Lodge, Glebe, Lilyfield and Rozelle with no planning to deal with these.

Alongside these issues my other concerns include:

LACK OF CONSULTATION
This appears to be a major change (over road rather than under road) with insufficient opportunity to ask questions, and for community input. The green space which was promised and planted at the Rozelle interchange – has this disappeared?

PLANS CHANGING IN AN AD HOC MANNER
Indicative plans mean that the community don’t have real detailed information, which makes providing feedback difficult.

LACK OF CONSIDERATION OF PUBLIC HEALTH IMPACT
RMS Is building a road which will have significant impact on how the local community lives. Issues such as walkability, access to green space, public transport, traffic congestion, aesthetic appearance all impact directly on our health and wellbeing.

KEY POINTS:

My submission is asking RMS and the Project Team to:
● Reinstate the GreenLink connecting communities and green open space from Rozelle to Bicentennial Park
● Relocate and design pedestrian and cyclist connections that are continuous, safe and direct. Eliminate the need for numerous pedestrian crossings that will leave a legacy of danger to the local community
● Design the modification infrastructure and active links in response to the character of the suburbs, the location of the foreshore and it’s potential future development.
● Provide pedestrian and cyclist paths that maximise people safety and do not force them onto busier streets, unsafe concrete plazas and caged walkways.
● Integrate active and direct connections to all active transport – including the future Metro West and Foreshore Ferry Wharf

Furthermore I suggest:

● Allowing a right turn lane from Johnston St onto The Crescent so that Annandale residents can access the Tramsheds from a route other than Booth St
● Reducing the number of lanes coming off the overpass towards Forest Lodge. There is only one lane access on The Crescent/Ross St and the newly added lanes off Westconnex result in an immediate merging of traffic. Keep the merging on Westconnex, do not dump in onto local streets. Ross Street is mostly single lane and goes past a local public school and the local village shops. Encouraging more traffic down this road will destroy our village community and endanger local children.

● Connect and provide for communities The concept offers a parkland destination that works to stitch together previously separated communities by providing a range of social infrastructure at a central, easily accessible location. MOD 2 fails this principal
● Enhance green links The concept reactivates closed-off land through new green spaces and links. These links strategically establish a new green “interaction” connecting a series of significant yet fragmented [future and existing] green spaces in and around White Bay, Rozelle Bay, Rozelle, Balmain, Glebe and Annandale. MOD 2 removes direct access
● Respond to the local character Respecting and maintaining the unique heritage, industrial character and topography of the Rozelle Rail Yards through interpretation. A massive concrete overpass obstructing a historically significant local mural and concrete plaza — really?
● Revitalise streets for equality of mobility New public spaces and much-needed universally accessible links establish entirely new “public streets” and enhance the surrounding neighbourhood. MOD2 in NO WAY enhances the surrounding neighbourhood, it actually cuts links and makes the area more dangerous for the community
