Hello, We live in Lilyfield. I would like to express my disappointment at the proposed changes in the M4-M5 Link Mod 2. Both my wife and I are avid cyclists and walkers. We love exploring our local area. We have already had 1 cycleway cancelled the Lilyfield to Cooks river that was to travel alongside the light rail. This makes it extremely dangerous for us to try and cycle to the cooks river, we instead have to take our bikes on the light rail.
It appears we are seeing more shortsightedness from the government in these proposed changes, we have an opportunity to make getting around and so much more enjoyable by both cycling and walking instead we have to contend with crossing busy roads and direct access to the foreshore.
I see these changes a huge step backward step in what is supposed a forward thinking city.

I am seeking the reinstatement of the safe, direct access from the approved EIS green link to create a continuous green open space connection from the Rozelle rail yards and Annandale to the foreshore. This gave a much better open space for the community and safer environment for the children.
The current access sees greater use of this space - your plans reduce safety and increase risk for pedestrians, and cyclists through increased traffic.
Having to cross 5 sets of pedestrian lights at The Crescent to access the foreshore! will cut off the community using this area.
The proposed traffic changes will cause greater traffic jams on already a very busy area during peak hour. With further gentrification of the area, this will only be heightened.
We voted for The Greens in annandale given their strong focus on community and Green development. Your proposals go completely against this ethos of the community.
The way this was out through without thinking of the community is very disappointing.

I write regarding the proposed modification to M4-M5 Link, Mod 2 The Crescent overpass and changes to pedestrian infrastructure in North Annandale, Rozelle and Rozelle Bay Foreshore area.
I am an Annandale resident who until now had used Buruwan Park and footpaths along The Cresent to access Bicentennial Park every day with my children and our dog from our home in Leichhardt.
This park is our primary greenspace. The park is used by the residents of six surrounding suburbs - Annandale, Rozelle, Leichhardt, Lilyfield, Forest Lodge and Glebe and our entire community will be hugely impacted by the changes to the overpass design.
My key concerns are loss of direct access to Bicentennial Park, loss of parklands, open space, views and trees in our streetscape as well as increased traffic congestion and pollution.
The new 8m high car overpass has been added right at our current access to greenspace (Bicentennial park). The dangerous and less direct access to greenspace in the modification is objectionable. Currently we have one set of lights to cross to get from Johnston St to Jubilee Park. The changes mean there will be 4 sets of lights to cross for pedestrians, cyclists and the large primary school groups will have to navigate this for their sports events in the park, and the Rozelle residents will be sent on a long, indirect loop to reach the foreshore.
The overpass will bring more cars, fumes and traffic congestion to a population dense residential area where people have small yards and rely on this park.
The community has not been properly consulted about these changes – we heard about it first in the paper. Even with the extension we only have days to submit our concerns for people’s health and safety.

I am writing in regards to the removal of the greenway at the Crescent and the modifications to the M$-M% Link. Mod 2. The greenway was a condition of approval which was an invaluable opportunity to connect the new green space created at the Rozelle Rail yard with the for shore at the Crescent.
The community consultation sold the project on the connectivity of the Greenway and the removal is a major deviation from the ethos of the project and RMS meeting the Transport for NSW Future Strategy 2056. It significantly increases risk for pedestrians, cyclists, people with disabilities and disjoints the communities of Annandale, Lilyfield and Rozelle at a time when Government Strategy is to enhance community liveability and inclusion.
The proposal of the flyover will increase traffic to the Crescent which is already at gridlock at significant-times throughout the day, and no modelling has been made available to justify the increase in impacts to the local community.
Thirdly i would like to strongly protest the removal of the right turn off Johnson Street into the Crescent and access to St Scholastica's School and Glebe, there is no practical alternative route to access the crescent from Annandale and Lilyfield. All this measure will do is force cars to cross straight ahead to Jubilee park to turn round to be able to continue along the Crescent. The only other option is U Turn across 4 lanes of traffic and a major detour to Booth Street which is also gridlock for significant time through out the day and on to Wigram Road which is narrow, parked out for most of the day and ill equiped for two directional traffic as it is, without a major increase in local traffic. Again, no traffic modelling has been made available outlining the actual impacts to the local communities.
These measure will only increase further congestion and emissions in the local streets of Annandale, Lilyfield, Forest Lodge, glebe and Rozelle

Building a car overpass that cuts the prior approved obstacle free flowing pedestrian and bicycle access between Glebe/Lilyfield & Rozelle is a massive breach of trust, its seen as a very cynical and retrograde step that undermines public confidence in planning. Additionally the change is aesthetically, architecturally and environmentally inferior to what has been approved , it’s location is so close to Harbour, right in front of relatively new residential properties and will be forever be an ugly Sydney landmark. Very short sighted, Sydney is a beautiful place, this junction is a major entry and entry place to Sydney, it will be the inner wests and Bays District equivalent to the equally inappropriate Cahill Express Way on top of Circular Key.

I am very disappointed by this proposed change. One of the few things I was looking forward to about Westconnex was the green zone at Rozelle Bay and the seamless connection to Glebe foreshore.
I have seen pedestrian bridges like those in the proposed change and they are not used frequently because they are so exposed, noisy and incredibly unpleasant to use. This one appears to be particularly lengthy. A broad, landscaped direct path for both bicycles and foot traffic would be far more pleasant and likely to be used, not just another piece of urban wasteland.
I notice now that the access between Annandale, the foreshore and Rozelle Bay is far more tortured in this proposal. What a disappointment. I had hoped that I might be able to encourage my children, as they become older and more independent, to be able to ride to Jubilee park and elsewhere, but I don't think I can if I know that they might be tempted to make dangerous crossings at places like Johnston street and The Crescent. It is bad enough as an adult who has experienced the aggressiveness of road users towards cyclists and pedestrians and knows how to deal with it.
I wasn't just hoping for good active transport options for my children - I dream of a connected city where I can genuinely rely on my bike to get around.
People in this beautiful city crave direct, attractive, and protected paths for active transport. Chopping up parts of the city sends people back into their cars. This proposal seems to be another occasion of preferencing cars over people which I sincerely hope will be rejected.

I request RMS work with the community to explore alternate design options to the proposed new car overpass design and the changed pedestrian and cyclist links. I am seeking the reinstatement of the safe, direct access from the approved EIS GreenLink to create a continuous green open space connection from the Rozelle Rail yards and Annandale to the foreshore. The GreenLink was more than just a walk way – it put people central to the design, maximising safety, and providing much needed accessible open space for the community now and into the future Bays Precinct design.
I am requesting RMS put people back into the plan – we want you to reinstate your own vision as laid out in Transport for NSW Future Strategy 2056. Work with us to design a feasible option that brings the best elements from the approved EIS design into the modification.
My key concerns with the M4-M5 Modification are:
• The significantly reduced safety and increased risk for pedestrians and cyclists with removed access over The Crescent to Bicentennial Park and the increased traffic along Johnson Street.
• Being required to cross five sets of pedestrian lights at The Crescent as my option to reach the foreshore from Annandale or from Rozelle Bay light rail stop.

• The City West Link roadway has already significantly clogged with increased traffic flow from the M4 expansion in the past 3 months; the proposed modification will only further exacerbate the congestion issues for residents as increased traffic flow will try to access the M4 via Johnson Street. The modifications are clearly being made to allow for traffic flow through the area and are not putting the community and its residents first who value the area as a recreational space. What is most concerning is the removal of green space provisions, previously agreed with community consultation, it seems that decisions are being made based on cars, not people.
My submission is asking RMS and the Project Team to:
• Reinstate the GreenLink connecting communities and green open space from Rozelle to Bicentennial Park.
• Relocate and design pedestrian and cyclist connections that are continuous, safe and direct.
• Design the modification infrastructure and active links in response to the character of the suburbs, the location of the foreshore and its potential future development.

The design for the adjacent Rozelle intersection has been designed to date as an underground traffic junction. This is at huge extra cost, but is visually the best outcome and creates a large open parkland at the Rozelle railyards. This latest modification for the inclusion of an overpass at the Cresent in Annandale and other pedestrian bridges seems at odds with the previous careful design work to date to keep all of this new infrastructure underground in this location and out of sight. It appears to be a last minute design decision for this project. The overpass will be visually ugly and intrusive. These new and amended bridges will be visible from several key areas including Bicentennial Park, the Glebe Foreshore, Lilyfield Road, Railway Parade, Pritchard St, etc. The overpass will block views of the mural along the side of the current light rail line. This artwork is an important local landmark and has important cultural importance - this has been disregarded by the proposed modification. The revised pedestrian route from the new parklands at the Rozelle railyards to the Glebe foreshore is illogical, poorly designed, and dangerous for families navigating the multiple traffic lights and road junctions. I would request that the modification for the overpass at the Cresent does not proceed and that the upgrades to the Cresent are instead as per the previous proposal ie without the proposed visually obtrusive and ugly overpass over The Cresent. Please keep the design principles of the original proposal which minimises overground bridges and infrastructure.

The proposed modification creates a hostile environment for pedestrians and cyclists cutting vital connections that the Green Link was providing. The Green Link was a trade off for the massive intervention the area is experiencing to favour cars over people, all in name of traffic flow and speed.
The added lanes and therefore traffic capacity between Johnston St and the City West link is unacceptable. This will induce demand for more and more people to drive when what we need is to invest in public transport and cycling to end the obesity epidemic of our sedentary car dependant lifestyles. All these new lanes will funnel large amounts of vehicles to the quiet streets of Annandale and Glebe. A terrible outcome for our neighbourhoods.
As a resident of the area, architect, urban planner and urban designer, I oppose to this modification and hope the project remains with the already approved design that is already quite disruptive.

The proposed changes to the design reflects a transport solution that fails to consider the needs of other users such as pedestrians and cyclists and does not address the key urban design principles for the project as outlined in the EIS. This approach is not appropriate or consistent with the existing historical context and landscape character, resulting in an imposing transport infrastructure solution that negatively dominates and impacts the visual amenity of this historical area.
My key concerns with the proposed modification are as follows:
ACCESS AND MOVEMENT
• Reduced pedestrian permeability and direct links across The Crescent to Bicentennial Park. The proposed solution provides delays and safety issues for cyclists and pedestrians.
• Lack of access to the water edge as a continuous link along the bay.
• Increased traffic along Johnston Street and surrounding local roads as a result of the removal of the right turn from Johnston St into The Crescent.
• An inhospitable and unsafe pedestrian environment at the intersection of The Crescent and the City West Link.
• Lack of direct access from Rozelle and Lilyfield to the Foreshore via the ‘Green Link’ (east west connection).
• Lack of consideration for direct transport modal interchanges light rail / bus / ferry / metro.
VISUAL IMPACTS AND HISTORICAL SIGNIFICANCE
• Negative visual impacts into the heritage bay with the introduction of an elevated overpass and additional bridges.
• The lack of consideration for historical features such as The Crescent Mural with the proposed overpass road in front of it.
• The obstructive visual impact of the road overpass to the existing residences and the street views of Annandale is unacceptable. To truncate vistas of neighbouring street character with Freeway architecture is unacceptable.
LANDSCAPE
• The reduction of green space, tree canopy removal and loss of wildlife habitat.
• The lack of landscaped areas including large canopy trees to reduce the vast amount of hard surface areas to address urban heat. The photomontages depicting the design intention in this Modification is alarming, irresponsible and a health hazard.
• No consideration to reduce the vast amount of hard surface created by footpath, six lanes of traffic and footpath again on the Crescent. No provision of landscaped buffers or introduction of trees to provide protection and shade.
NOISE
• The elevation of cars above ground level will contribute to noise impacts on the Bay precinct.
I hereby request for the project team to address the above mentioned issues of concern and develop a design in accordance with the principles and objectives outlined in the EIS, as per original planning approval and as promised to the community.

I am extremely disturbed by the proposed overpass which will ruin the intent of the open green, people friendly space. The overpass plan must be refused & revert to the underground tunnel as planned.

I am concerned that the proposed shared user path bridge (which links from the northern side of The Crescent to the smoke stacks) will be quite unpleasant to use and may be actively avoided.
Its path is looping and circuitous making it very indirect and long at about 400m length yet the roadways it is needed to cross are only about 100m wide. A quarter of its length is actually taking people well away from the direction in which they wish to travel. People tend to avoid facilities such as this as they are seen as annoying, inefficient and time wasting. I am aware there is a crossing gradient issue but users will not see this as justification for the present intended design.
The shared user path at 4.5m wide will only give 2.25m for each direction of travel on the path and thus people will be within 1m of the edge. The majority of the path will be in proximity to heavy traffic and closely exposed to car and truck exhaust fumes. The existing pedestrian/bike bridge across Victoria Rd at Lilyfield Road has the similar attributes and the crossing experience is poor.
The path in addition to being narrow will be quite elevated (perhaps 8m judging by the cross sections shown in the Community Guide document), giving it an uncomfortable feeling that may be troubling for many users, particularly those with children.
And lastly another minor point is that the path bridge will place a long concrete structure between motorists and pedestrians on The Crescent and their harbour views. It is worth trying to preserve these habour views.
