The initial proposal was palatable and promised green links that separated pedestrian's from traffic.

We are now being offered something entirely different with a concrete jungle and increased traffic and residents separated from Rozzelle Bay

The body preparing the brief has acted in a misleading and deceptive way by gaining community support of this initial concept and then seeking to modify the design into something that the community could never live with. This is a sneaky way to get bad designs approved.

The changes are so great, an entirely new application should be made (rather than a modification) and more consultation with residents should take place

The adaption that has been made is in complete contrast to the original proposed plan. This modification totally disregards the promised (as per consultation) & approved Urban Design & Landscape Plan for the EIS approved Greenlink.

Stakeholders doesn't want busier intersections or ugly concrete bridges by way of a hideous unattractive space-dividing overpass. We want and have continually communicated (obviously on deaf ears) continuous Greenlink for a safe pedestrian & cyclist friendly green space that interconnects to each other, the foreshore, (in time) the Bays Precinct, light rail; Metro West & ferry wharf. The goal and objective should be to invigorate, revive and develop the community's ability to unite with each other via a safe, green and direct access to what is going to be on offer.
I believe the best option to commence is to "communicate" with the community and evaluate alternative options that will be of benefit to all stakeholders. Develop a working group that has no political bias. Explore alternative other options (underground ) and not eradicate the promised and originally proposed Greenlink for the pedestrians, cyclists and all members of this close-knit inner west community.
It is not in the best interest of the Sydney innerwest - short or long term to be disconnected via concrete plazas and caged walkways. I don't know of any other major city in the world that would undertake such a project that has no rationale to the new decision process.

I object to the proposal to construct an overpass at the end of Johnson St, Annandale instead of proceeding as per the EIS or with an underground junction. The proposed overpass is inappropriate to this context, is contrary to the original commitment by Premier Baird, is an insult to the local community, would involve laborious walking transit on an intrusive, ugly, possibly unshaded (not clear to me) structure typical of the bad urban construction of the 1970s. The proposal continues the affront that this government seems determined to visit upon the inner west and would never now propose for the eastern suburbs. It's like the hideous flyover railway line to Kings Cross ie a blight in design terms and an inappropriate solution to pedestrian and bike traffic to the foreshores. I assume it's also cheaper though who saves is also not clear. The relevant authorities have not chosen to make the cost-benefit comparison details public though the assessment cites the complexity of underground construction in this area - something entirely predictable from the start.

The need to improve traffic flows induced by the continued growth of population and inadequate public transport is a never-ending demand and constitutes this government's major, self-perpetuating business model, together with apartment blocks. It signally lacks foresight, modernity, environmental awareness and sustainability in the age of the Capitalocene. It will kill the city as an attractive global city. It is inherently self-defeating except for the contractors and government sponsors. However, I assume this latest twist of the knife will proceed. Before it does, I request there be 3 weeks notice given to all those making a submission on this matter, of a day when the proponents will make their case to us with the necessary visual aids, the environmental information including air quality for pedestrians, and the comparative construction and maintenance costings so that we are fully cognisant before the determination of the proposed changes. The relevant authorities should also be present. Whilst there has been consultation with Council and the relevant MPs, there hasn't been open community consultation with maps and models. Nor have the alternatives that could be envisaged for the full construction agenda out to 2033 been exhibited as such. Given the accelerating levels of CO2, the accelerating major to catastrophic impacts arising (just a few days ago, reports of Sydney's Warragamba dam possibly ceasing to flow in 2022), this all seems like a schizophrenic escapade. One assumes that the talents of the government cannot encompass the complexities involved so just plod on using the old script.

As the proposal currently stands, I propose that the project either go with what was in the EIS and wait and see how the future unfolds (minimum cost, preserves future options), or go for the underpass solution leaving the originally proposed arrangements for pedestrian access as it is. It would be short sighted to erect this convoluted, clumsy structure, inconsistent with the Bays Precinct intentions and repellant for summer-time pedestrians including families going to the foreshore as well as cyclists in terms of exposure to summer heat and year round wind, noise and polluted air.

In passing, I lament the obliteration of trees along the Rozelle goods yards margins. I cannot imagine why these couldn't have been retained. Similarly, a salute in passing to the soon to be ex-Burruwan Park and the trees on the northern side of the pedestrian bridge at the end of Lilyfield Rd. Each day brings a new desecration to this Green and Labour electorate.

I write regarding the proposed modification to M4-M5 Link, Mod 2 The Crescent overpass and changes to pedestrian infrastructure in North Annandale, Rozelle and Rozelle Bay Foreshore area.

I request RMS work with the community to explore alternate design options to the proposed new car overpass design and the changed pedestrian and cyclist links. I am seeking the reinstatement of the safe, direct access from the approved EIS GreenLink to create a continuous green open space connection from the Rozelle Rail yards and Annandale to the foreshore. The GreenLink was more than just a walk way - it put people central to the design, maximising safety, and providing much needed accessible open space for the community now and into the future Bays Precinct design. The green space will be a key aspect of the community and to lose this would be hugely distressing and disappointing.

I am requesting RMS reinstate the vision as laid out in Transport for NSW Future Strategy 2056. Work with us to design a feasible option that brings the best elements from the approved EIS design into the modification.

My key concerns with the M4-M5 Modification are:
• The significantly reduced safety and increased risk for pedestrians and cyclists with removed access over The Crescent to Bicentennial Park and the increased traffic along Johnson Street.
• Removal of direct active links to the foreshore, cutting the community off from the area and the proposed revitalisation of the entire Bays Precinct, including linking the Light Rail and Bus stops to a Ferry wharf and Metro station.
• Traffic changes that limit movements around the suburb and create further congestion in the local streets of Annandale, Forest Lodge, Glebe, Lilyfield and Rozelle with no planning to deal with these.
• Elimination of green community space
• The aesthetics of busy, concrete roads taking prime space near the foreshore at the expense of pedestrian and community space, similar to how the Cahill Expressway cuts through Circular Quay.


My submission is asking RMS and the Project Team to:
• Reinstate the GreenLink connecting communities and green open space from Rozelle to Bicentennial Park
• Relocate and design pedestrian and cyclist connections that are continuous, safe and direct.
• Design the modification infrastructure and active links in response to the character of the suburbs, the location of the foreshore and it’s potential future development.
• Provide pedestrian and cyclist paths that maximise people safety and do not force them onto busier streets, unsafe concrete plazas and caged walkways.
• Integrate active and direct connections to all active transport – including the future Metro West and Foreshore Ferry Wharf

We have recently moved to the area. Prior to making the move we were apprehensive about the impact of the Rozelle Interchange road network on the community, however were comforted by the plans for the Greenlink to connect the foreshore with the parklands. The proposed modifications represent a huge backwards step for the local community and the area as a place to raise a family.

I urge you to reconsider the proposed modifications and reinstate the Greenlink to enhance the open green space, safe cycle ways and access to the foreshore that will benefit the community for decades to come. Please consider this submission seriously and reinstate the GreenLink connecting communities and green space from Rozelle to Bicentennial Park.

Just wondering if you have considered a continous flow intersection (CFI) at the Johnson St/The Crescent intersection. Your modified proposal seems to involve nearly all traffic there coming to a halt whenever traffic is exiting Chapman St, especially if it is turning right into The Crescent with oncoming traffic from Johnson St. There seem to be 3 flows from the intersection north along The Crescent, one from each street (The Crescent, Johnson and Chapman).

Could you take a look at the attached sketch of my proposal? While there would be 4 intersections, there would be just 2 such flows at the main intersection, one from Chapman St and one from The Crescent. When traffic is flowing there north from The Crescent, traffic could simultaneously turn right from The Crescent into Johnson St. Traffic to and from The Crescent north of the intersection could be moved east to make way for two lanes of traffic turning right into Johnson St, which could cross over the oncoming traffic further north at the same time as traffic from Johnson St could be directed up the proposed Crescent Overpass. There could be a similar intersection further towards CWL for traffic from Johnson St travelling towards Western Harbour Tunnel (WHT) to cross over traffic from The Crescent turning left into CWL (under the overpass).
Advantages of the proposal could include:
*traffic could turn left from Johnson St into The Crescent at any time
*traffic travelling north along the Crescent through the intersection and traffic turning right from The Crescent into Johnson St would only stop for traffic exiting Chapman St
*keeping the existing right turn from Johnson St into The Crescent
*fewer modifications of the existing arrangements

RE: Submission to oppose the WestConnex plan to build an overpass on the Crescent in Annandale adjacent to the Sydney Harbour Foreshore and Jubilee Park that is part of the Sydney Green Web.

I urge the authority to reconsider going ahead with this environmentally destructive project that will impact on the Inner West and the Sydney Harbour foreshore. I understand that Buruwan Park is to be used to store trucks whilst the WestConnex freeway is being built... and I am aware that the land on the harbour side of the Crescent that has no trees, is not being used by WestConnex because of the cost to purchase the land. The WestConnex would rather bulldoze public community space and parks than pay extra to store the trucks on the other side of the road. ... this is public vandalism of our beautiful community spaces by the State Liberal Government.

There needs to be a full investigation into the corruption and planning debacle of the project and the State Government's contempt for ecologically sustainable development. Since 2016, 8000 trees have been chopped down across Sydney’s Inner West by WestConnex, hundreds of them recently in Rozelle, Lilyfield and Annandale. Buruwan Park lies at the junction of The Crescent and City West Link, one of the busiest intersections in the Inner West. Twenty-year-old casuarina trees that were planted to soften the impact of these roads on residents and pedestrians have already gone. A huge old mature fig still stands.

The WestConnex project is short sighted public vandalism by the State Government, who are only concerned about $$$$. The bulldozing of the old fig trees and bushland in Buruwan Park adjacent to the Rozelle Bay Light Rail Station needs to STOP immediately until there is an ENVIRONMENTAL IMPACT STATEMENT, EIS on the impact it will have on the biodiversity of the local area, including THE SYDNEY GREEN WEB and across the Sydney Harbour Foreshore.

I urge the authority to consider the impacts of this project on the biodiversity our local community. This is critically important to protect out natural environments for young children and future generations. I am concerned for the health of my family, and my community, with the unfiltered polluted air that will be pouring from the chimney stacks. The precautionary principles applies here.

My primary concerns are:

Where is a Masterplan for this area?
Where will the cars go once they hit The Crescent and Johnston Streets? (I'll give you a hint, they will be fed into these streets and a bottleneck will be created together with mass congestion)
School children use the current route from The Crescent to the foreshore to ride their bikes to school, the removal of this link will hugely increase the risk to these children.
The Foreshore is a community asset that was created with great foresight and the community in mind. The NSW Government should do the same for our community. Create something for the community and with the community in mind with foresight and planning in consultation with the community.

The original approved plan provided access to Bi Centennial park which my wife and i walk in daily. We now will have to cross several extremely busy intersections to reach the park. North Annadlae where i live will be surrounded by concrete motorways without adequate barriers to suppress sounds. The current barriers are too low for truct exhaust and there will now be an overpass with little noise screening. Why does sydney need more roads directly on the waterfront? this seems a lazy solution to what could be a very pleasant end of motorway area. People who have lived and enjoyed a connection with the park for nearly 30 years are now being cuttoff from their leisure area and weekend exercise area, because of poor planning.

The original design although included much more traffic put the community equal with the road system. Now the community has been neglected.
Traffic and movement from our suburb will be compromised with freeway traffic being dumped on suburban streets along with toll avoiders. It seems that the communities where the road was bringing people to enjoy have been destroyed in this new plan.

1. Given that the already approved Land Bridge between Rozelle and The Crescent and the new proposed Pedestrian and Cycling Green Link will be elevated and significantly more prominent than the proposed Crescent overpass there is no point in going for the underpass particularly if it doesn't allow for future developments in the Westconnex and Western Harbour tunnel system.

2. Whatever, the modification, it is important that it will allow for future developments of the system including the Western Harbour Tunnel.

3. Until the Western Harbour Tunnel is completed there will be no ready access to the Westconnex system from the Balmain Peninsula. I would support asap construction of the access to Westconnex on the peninsula side of Victoria Road to come into effect at the same time as the Iron Cove Link.
