I was horrified to learn of the new elevated overpass at the intersection of The Crescent and City West Link in Rozelle (application number SSI 7485).

This will only increase air pollution, encourage more car use and fleece road users with exorbitant tolls. This modification completely ignores the conditions of consent given for this project and threatens to impose unacceptable negative consequences on the landscape and liveability of our local area.

This modification will impose hugely on the local landscape in the inner west. A new elevated overpass is completely at odds with local development standards and will have a significant negative visual impact on Annandale and its surrounds. The overpass will also obstruct Rodney Monk’s heritage mural which decorates the northern side of the light rail viaduct along The Crescent. That mural was commissioned by the Leichhardt Council in 1980 and inspired by political and social movements in the inner west. It is a dearly loved and historically important local artefact that should be protected.

This modification would abandon one of the centrepieces of the original design: a pedestrian and cycling green link to connect the Rozelle Goods Yard to Bicentennial Park. Relocating that green link to the west of the intersection of The Crescent and City West Link ignores the original conditions of consent given for this project and puts the needs of motorists ahead of pedestrians and cyclists.

Please consider what the community wants and needs.

This modification is appalling; we want our children and families to be able to access the foreshore and surrounds with ease.
Primarily, the safety of individuals in addition to increasing the amenity of the area should be at the forefront of such a decision.

Application: SSI 7485 The original DA was accepted by the people, now a major alternation is proposed. This is contrary to what has been approved and therefore is unacceptable. The Inner West area is a very pro walking and bicycle riding area and has many mothers with babies who access the Foreshore and Green Space regularly, also disabled people. This change of design will make it extremely unattractive and difficult for people to use the Foreshore and even trying to cope with their daily activities of getting from A to B. Please disapprove the MOD-2 design. Thank you.

I am seeking the reinstatement of the safe, direct access from the approved EIS GreenLink to create a continuous green open space connection from the Rozelle Rail yards and Annandale to the foreshore. The GreenLink was more than just a walk way - it put people central to the design, maximising safety, and providing much needed accessible open space for the community now and into the future Bays Precinct design.

I approve of Option 1 (Approved Project Design)

All the other options shortchange residents and pedestrians/cyclists in all of the adjoining suburbs. Making the pedestrian and cycling connection from the Rozelle Bay side of the Crescent is essential to making this a success to all those walking and cycling the Bays precinct.

The alternations in this submission are not conducive to pedestrian flow between Annandale/Glebe and Rozelle/Leichardt.

The original green flyover was precisely what I had envisioned as a connecting link/bridge between both the parks in the immediate vicinity and the suburbs of Annandale/Glebe and Rozelle/Balmain.

At this point all the connections between these suburbs are mechanical, and only work for vehicles.

The original proposal was a natural connection that will allow (and incent) pedestrians and cyclists to move between the two.

In addition the original proposals aesthetics were well thought out and sympathetic.

The traffic flyover from the Crescent will become a bottleneck when it gets to the bridge, it should be regulated by the lights well before traffic joins the bridge at the proposed ramps end. The Flyover is also unsightly and will obscure the Mural.

The proposed winding pedestrian footbridge is not effective and will be infrequently used (as is the current flyover at the Western base of the Anzac Bridge - granted some cyclists use it, but as a pedestrian it is an uncomfortable experience)

the original submission for this projected provided a continous greenlink along the foreshore. this new proposal ignores everything that was promised with no care or consideration for the community. There are serious concerns of safety for commuters like myself that cycle into work. I reject the new proposal and ask that the reinstatement of the direct access of the greenlink which created a continuous open connection between the Rozelle rail yards and Annandale to the foreshore.
The new plan will increase traffic in Annandale and the surrounding suburbs and require the crossing of 5 sets of pedestrian lights. The removal of the direct access shows no consideration for green urban design . It is essential that the design provides pedestrian and cyclist paths that maximise people safety and do not force them onto busier streets, unsafe concrete plazas and caged walkways.

Objection to Modification of Consent Application Number: SSI 7485 Failure of the initial design & consent & the subsequent modification to creatively design & assess & submit alternative proposals meet the criteria & requirements of both the community & the traffic considerations both for the immediate future & the longer term.
Alternative Design
sketched but the current web site does not allow for visual submissions. Johnston St & the Crescent Intersection The existing intersection of Johnston St & the Crescent should be kept allowing right hand turns for north bound on Johnston & the current single lane be widened to two lanes for the northbound left hand turn. The current scheme prepared & submitted does not show the structure of the Bridge carrying the light rail. Specifically the columns & bridge spans & the resultant restricted dimensions for the proposed pedestrian & traffic lanes, are not taken into account. The requirements of the Australian Standard for Traffic Management with regard to lane widths & curves & proposed speeds has not been provided.
Alternative: Change the overpass to a short tunnel
We oppose the proposal to build an overpass at The Crescent in Annandale. The plan for an overpass should be replaced by a short (less than 120m) tunnel under the City West Link with slot trench approaches. An underpass provides the best visual & urban outcomes & should allow the retention of the green bridge in a location to best connect the parklands together. This underpass needs to be designed to also facilitate the single pedestrian crossing at Johnston Street. The overpass solution is not our preferred outcome but if it is adopted, the bulk & scale must be reduced. One way to do this would be to reduce the allowed speed limit to reduce the curve of the proposal. Lowering the height of the overpass should also be considered.
Maximise pedestrian connectivity Simplification of the Johnston Street crossing of the Crescent to a single traffic light crossing in the current location on the Northern side of Johnston Street as currently exists. Ensuring provision of easy at grade access from Railway parade to the Glebe Foreshore with a direct connection to the simplified Johnston Street/The Crescent intersection. Provide for the direct grade separated connection between The Glebe Foreshore & the new Rozelle parklands via the green bridge. Retain & protect trees adjacent the light rail station as per the EIS consideration. The road design needs be altered to provide protection of mature vegetation including Sydney blue gums, & Moreton bay figs. These will provide some immediate pedestrian & visual amenity given most of Buruwan Park will be removed. Reinstate the right hand turn lane at the Crescent from Johnston Street This will limit traffic through local Annandale streets to Glebe & key local destinations such as The Tramsheds.
Protect the people’s mural. Consideration is needed to protect this loved local artwork. Refer to the outline of issues for more detail & a discussion of impacts, options & reasons.
Outline of Issues
Review of the new overpass
The above ground road overpass is what has primarily changed from the original EIS design, with multiple flow on effects. It has led to the relocation of the green link, the addition of a new pedestrian bridge, & associated visual impacts & destroys pedestrian connectivity. All these negative impacts are being driven by the exclusive focus on improved vehicle movements (level of service). This proposal could be replaced with a slot cut & cover trench running under Whites Creek to push traffic underground instead of overground & avoid the massive imposition of an overpass & obscuring of the ‘people’s mural’.
The Modification report in table 4.1 identified alternate options, including The Crescent underpass – option 2. This option provided the greatest urban design outcomes & is the preferred community solution. The intention should be to maximise the open slot trench to ensure the underpass section itself is no longer than 120m, so it does not need to be mechanically ventilated. This might include the ramp from the centre lane, which may require the relocation of the bus stop location. The gradients of the down ramps to be considered so the ramp allows the existing pedestrian crossing at Johnston Street to remain.
Constructability should be reviewed to investigate alternative construction options
eg pre-cast or other technology & temporary traffic diversions through the goods yard site.
Improvements to pedestrian connectivity.
This modification prioritises the needs of motorists, trashing the experience of local pedestrian traffic & making harder for residents to access the public waterfront. In line with the urban design principles in the EIS, pedestrian connectivity needs to be greatly improved. This unequivocally demonstrates the incredible bias against pedestrians by the RMS & worship of private motor vehicles by this agency.
Pedestrian access to Bicentennial Park & Jubilee Park at Johnston Street
Pedestrians walking from the Western side of Johnston Street will have to use an astonishing four pedestrian crossings in order to reach Bicentennial Park (see diagram below). This pedestrian arrangement should be returned to the existing arrangement & the EIS scheme to allow pedestrians to cross direct from Johnston Street to the Park via The Crescent with a single traffic light Relocation of the green link
This modification alters one of the centrepieces of the original design: a pedestrian & cycling green link to connect the Glebe foreshore & Bicentennial Park to the new Rozelle parklands in the former Rozelle Goods Yard.
The green link
The green link was originally intended to provide a seamless grade separated connection for pedestrian between the Glebe foreshore parkland & the new Rozelle parklands. The relocation of the green link to the west due to the overpass now necessitates the crossing of the Crescent.
The Option 1 & Option 2 in table 4.2 of the Modification Report allow for the single green link to still serve function.
Relocating green link to the west of the intersection of The Crescent & City West Link puts the needs of motorists ahead of pedestrians & cyclists. By having it on the western side, you now need to cross the four lights at the Crescent rather than no road crossings at all. The original intent was safer & allowed for greater connections in & around the parklands.
To overcome this lack of a direct link, the modification has added a second pedestrian bridge. As this has to get over the new vehicle overpass, it is another three metres higher than a direct connection. This is adding about 120m length to the walkway to meet accessible grades. An underground tunnel connection would avoid the need for this second bridge.
No provision for new tree planting/Canopy over roadways & destruction of mature fig trees at Buruwan Park
This EIS proposal & this design modification does not have any provision for new tree planting or tree canopy over roadways or paths & rips up Buruwan Park & all the vegetation at site including over 70 trees & several beautiful mature fig trees.
Removing this vegetation impacts on the liveability of our suburb by removing shade, making our local area warmer & destroying the green barrier it provides between the City West Link & residences. The visual impact of this will be considerable as evidenced by the removal this week of trees in the park along White Creek canal.
The Modification design should make every possible effort to save these trees & vegetation immediately beside the light rail line, including the large fig tree to the west of the Rozelle Bay station stairs. At a bare minimum, these trees should not be removed until a full Urban Design & Landscape Plan has been completed.
No right turn at The Crescent
No right turn at The Crescent will lead to increased local traffic in Annandale. The current layout will force residents from the new units at 366 Johnston St, to only be able to turn left on to the expressway & either drive to Balmain or to Leichhardt, over 3 kms!! to do a u turn & return to the other side of Johnston St. Obviously they will just drive illegally across the traffic light intersection!
This modification would remove the option to turn right out of Johnston Street into the Crescent which will increase traffic through local streets including Piper Street & Booth Street.
These changed conditions will mean increased noise & emissions for residents in Annandale. Intersection redesign should investigate the ability to easily turn right to access Glebe, The Tramsheds & other local destinations.

I am writing to object to the proposed amendment to the Westconnex plan of an overpass at the Crescent Annandale to replace the already approved unobtrusive underground tunnel.

As a community, we were promised safe, direct pedestrian and cycling access across the Crescent by means of an above ground, vegetated green link, which would ameliorate the unprecedented concentration of unfiltered, toxic emissions from the three stacks at the Rozelle Goods Yard. We were also promised that current traffic conditions, including the right turn into Johnson Street, along with shared user pathways and considerate connection to the Bays Precinct Master Plan, would be maintained.

Instead, we will now lose all of these, including a convenient green link, the destruction of trees and Burawang Park, a massive spaghetti junction with no direct route for pedestrians or cyclists, no right turn into Johnson Street (resulting in even longer bottlenecks along the Crescent as drivers are forced to turn at the Bicentennial Park roundabout), and no vegetation on the proposed footbridge. Worse still, the unique and much-loved People's Mural on the Crescent, will now be obscured, with fears the sculpture of the troll under the bridge obscured.

There has been a significant lack of communication and consultation on the proposed change by WestConnex, Transurban and RMS with residents and homeowners.

This new, previously unexplained modification completely disregards the previous consent given to this project, and not only seriously degrades the amenity of this area and community, destroying its unique character, it does so in a completely ugly and unnecessary way, removing any greenery from the original concept, and rendering it potentially dangerous to commuters and women and children after dark, especially given it now drastically increases the walk time from the proposed metro station. It also prevents Johnson Street residents any direct access to Rozelle Goods Yard and to Bicentennial Park, with pedestrians being forced to use four pedestrian crossings to reach Bicentennial Park — and further restricted from accessing or using the public foreshore. 

Furthermore, we were told by SMC air quality experts that the entire point of tunnelling so dangerously close to our homes and schools was to ensure that emissions did not escape the tunnels. Building this ugly, unnecessary, undisclosed overpass removes this argument, or any suggestion that this project, which does not address issues of congestion on the Anzac Bridge, significantly increases traffic, exhaust emissions and costs to commuters, and the destruction of these trees, many of which are over 30 years old, and were specifically planted to create a barrier to the Crescent and WestConnex and to ameliorate exhaust emissions, mean that even if they are replaced with saplings — WestConnex's infamous "trees" — it could take decades for tree cover to return, resulting in greater heat, more local traffic in Johnson, Booth and Piper Streets, and increased noise and emissions for Annandale residents. 

Please reject this proposed change of the Crescent overpass and to not further destroy our community, as was promised in the EIS, design concept and consultations over the last three years. 

I ask that the following recommendations and amendments be adopted:
• That the amendment to the approved plans in its present form (inc Crecsent overpass) be rejected.
• That an investigation be undertaken to determine why SSI 7485 was included in the WHT EIS before SSI 7485 was exhibited and approved.
• That the originally proposed direct green link be reinstated.
• That congestion at the Crescent/City West Link be alleviated by constructing a tunnel network to connect Crescent traffic to both Victoria Road and the Anzac Bridge, thus doing away with the flyover/overpass proposed in SSI 7485.
• That further tree removal be halted in Buruwan Park and that the park be reinstated to again provide a much needed green space for North Annandale residents and shade adjacent to the Light Rail station.

I am totally against the amended proposal that removes a viable pedestrians link and replaces it with a freeway style development that dominates the area as a result of its excessive scale. The amended proposal is all about car movements at the expense of safe and convenient pedestrian movements. The amended proposal is similar in scale and appearance to the previously scrapped scheme from the 1970s that was abandoned following strong local opposition. It would be a terrible outcome for the residents of the locality for this amendment to be approved. It would complete the 1970s scale development for the area and it should be refused.

I understand that WestConnex is proposing modifications to the Rozelle Interchange. I would like to object to the detail design of aspects of the interchange.

I am writing to object to the recently proposed modifications to the ‘Pedestrian and Cycling Green Link’ green bridge linking the Blackwater bay pedestrian network with the new green parklands, the existing residential neighbourhoods of Rozelle and probable future residential development areas located in the upgraded Rozelle Goods Yards.
I support the development of the Westconnex, but feel strongly that the project should avoid making and perpetuating the mistakes which historically plague large motorway projects, that is their tendency to physically divide societies and city precincts by the physical and emotional barrier they create to pedestrian traffic

The proposed modification to the previously proposed Green Link appears to be minimised in size and relocated to save the additional costs which might result from the adoption of other more effective alternative designs. The change in location has been driven by the introduction of a new overpass linking the Crescent with the Western Link although the proposed option described by the suggested modification is not the only possible alternative location or format for the Green Link.

It is very important that the new Green Link provide an effective connection between the primary public open space and major recreational features on either side of the upgraded surface roadways, these pedestrian areas/ features being the Blackwattle Bay foreshore walk (shared path) and the new open green spaces to be located in the Rozelle Goods Yards. The connection between the Rozelle parklands and the light rail is an important design requirement, but secondary to the main link to the harbourside walkway. It is also very important that this link is attractive and seamless to pedestrian users and does everything possible to disguise the fact that the user is traversing 11-12 lanes of motorway.

We suggest that Westconnex look more seriously at a combination wide landscaped aerial link which connects the Rozelle Goods Yard parks, to the foreshore walk, and then over the crescent to the light rail. The first part of the link could follow a path similar to the currently proposed curved narrow shared path bridge near the northern end of the new overpass, then after touching ground level between the outlets of the 2 drainage chanels at the waterfront, continue its curve over the Crescent to the light rail stop to facilitate that secondary, less important connection.

Undoubtedly this option would be more expensive, but if done well, it would leave a legacy for future users which joined rather than separated parklands and residential zones. I suggest that Westconnex make a special application to the Minister to approve the funding for such a link. To ignore this opportunity is to continue the history of planning travesties caused by the NSW Government roadway engineers such as those caused by the M1 approaches to the harbour Bridge as they bisect North Sydney.

We believe that there is a possibility of creating an iconic piece of public infrastructure which itself could attract hundreds of pedestrian users each day which although smaller, could be styled along the lines of NYC HighLine walk, and in its own way be as successful as the smaller scale, more local Sea Cliff Bridge link north of Woolongong in attracting users for its novelty and clever design. The new Green Link, if designed and executed well could form part of a seamless pedestrian link between the 2 heavily used existing pedestrian walks, the Blackwattle Bay walk and the Bay Run around Iron Cove

Please consider this opportunity more closely and find the funding to complete the project with a win-win for cars and pedestrians and the future!

I write regarding the modification to M4-M5 Link, Mod 2 in which the proposed overpass and the relocation of the GreenLink has resulted in multiple of changes to the detriment of the approved 2017 EIS and our community. This overpass is a 1960s solution which does not sit comfortably with a forward-thinking city.

The primary purpose for the addition of the overpass into the design, is to feed the hungry beast that is the Western Harbour Tunnel which is driven by the dishonest level of service by the NSW State Government to deliver the largest amount of vehicles (and money to the operator) into the tunnel.

I object to the overpass and the proposed relocation of the GreenLink. It offers limited improvements to vehicle waiting time without considering the significant visual and pedestrian connectivity impacts. The overpass will not alleviate traffic delays, it is simply a funnel to force cars into Western Harbour Tunnel in order to collect tolls. The blocking point that drivers currently want to avoid is between The Crescent and Darley Street Leichhardt and going the other way the blockage is Anzac Bridge, the overpass will not change this.
• The overpass does not address the far greater urban design outcomes of options 1 & 2 (at grade and overpass options)
• The overpass blocks views of the water from the relocated GreenLink separating the community from foreshore.
• The proposed modification will cause a bottleneck to many vehicle movements turning right to Victoria Road and the Anzac bridge from 3 lanes down to 1 lane with likely traffic impacts up Johnston Street onto Booth Street and along The Crescent, as well as forcing traffic changes that limit movements around the suburb, creating further congestion in the local streets of Annandale, Forest Lodge, Glebe, Lilyfield and Rozelle with no planning or forward thinking to deal with this.
• The modification traffic modelling demonstrates limited change to the future traffic flow with the Western Harbour Tunnel included (which has been used as the justification for the overpass). Traffic was not modelled without the overpass, therefore only the overpass method has been explored to determine alleviating traffic network flow pinch points.
• From the diagrams provided in the modification document, it appears there could be confusion by drivers exiting Johnston Street and turning left onto The Crescent – cars will have to keep left to turn right onto the City West Link heading towards Anzac Bridge and for drivers heading west, vehicles will have to keep in the right hand lane to turn left. How will this be managed on The Crescent from the Johnston Street intersection to the overpass as the current entry to the overpass is very close to the Johnston Street intersection?
• Buses coming along The Crescent turning right into Johnston Street will have to keep to the left on The Crescent in order to stop at the bus stop immediately prior to the overpass entry. The left-hand turn from Johnston Street into The Crescent is very tight, will buses be able to turn safely without going up onto the footpath which is now being proposed as pedestrian access from the Rozelle Bay Light Rail Stop wishing to gain access to the foreshore? Have the safety aspects of this been considered? How do vehicles exit from 300 Johnston Street? What happens when domestic rubbish is being collected from these apartments? How will the resident of 300 Johnston Street be able to open their doors and not be adversely affected by constant traffic noise, fumes and pollution? It is a nightmare for these people, and only marginally better for those living on Bayview Crescent.
• I object to the RMS’s definition that Johnston Street as “just a feeder road” for the proposed Western Harbour Tunnel. Johnston Street is one of the last great Boulevards in Sydney. It is a residential street, home to 1000+ people and along the 2kms from Parramatta Road to The Crescent there are many significant heritage listed homes and one of the oldest churches in Sydney. Along Johnston Street; there is a TAFE, 3 primary schools, 3 churches, 1 pre-school, 3 nursing homes for the elderly, a post-office, a community centre, retail stores, restaurants and service facilities, all bringing significant pedestrian traffic into the area and onto Johnston street.
• There is no mention or details of a Road Safety Audit having been carried out to determine the impact on safety from moving a direct pedestrian/cycling bridge for residents to and from Annandale and the neighbouring suburbs. Furthermore, there is no mention or detail of a Road Safety Audit having been carried out to determine the impact on pedestrian safety due to the significant increase in traffic generated along Johnston Street and for that matter Annandale Street It appears that only car optimisation has been considered, not human safety optimisation, safety maximisation being required as a condition of the original approved EIS.
• The inclusion of the overpass removes a direct active link to the foreshore, cutting the community off from the area and the proposed revitalisation of the entire Bays Precinct, including linking the Light Rail and bus stops to a potential future foreshore Ferry wharf and Metro station. The harbour, city scape and the Anzac should be the focal and hero in this design, instead the Government wants impose concrete and a ‘Cahill’ type overpass.
• The overpass has significant visual and urban impacts. Being forced to cross four sets of pedestrian lights at The Crescent to reach the foreshore and associated park amenities beggars’ belief. Furthermore, the other crossing across the intersection (where Buruwan used to sit) at The Crescent and City West Link will be 120 mtrs across 8 lanes of traffic, putting lives at risk again.
• The proposed modification has also meant the addition of another elevated pedestrian crossing from the same starting point in the proposed parklands. This crossing is longer than it needs to be due to extra height required to get over the new vehicle overpass
• These changes have greatly added to the ugly visual impact and clutter, which is not in keeping with the area’s history, homes and location to the harbour industries, activities and facilities.
• The Annandale, Rozelle Bay and Glebe foreshore is the last jewel in the harbour and there is an opportunity to modify (or go back to the original 2017 EIS} the proposed redesign to maintain The Crescent as the “Welcome to the Inner West” as well as an introduction to the Anzac Bridge, the city of Sydney and eventually the Harbour Bridge. A Cahill Expressway like overpass and spaghetti style junction is totally out of place.
• The proposed overpass pushes negative visual amenity, increased noise and air emissions into the streets of Annandale as outlined in the modification report – further alternative options need to be seriously explored. Instead of above ground concrete, include more trees and more tunnelling. Come up with something that will serve all the residents now and into the future. There is too much emphasis and priority currently placed on cars in isolation.

My submission asks the RMS and DPIE to:

• Reinstate the GreenLink as already approved in 2017 EIS
• Relocate and design pedestrian and cyclist connections that are continuous, safe and direct
• Design the modification infrastructure and active links in response to the character of the surrounding suburbs (and community requirements), the location of the foreshore and its potential future developments with associated future public transport links
• Provide pedestrian and cyclist paths that maximise people safety and do not force us onto busier streets, unsafe concrete plazas and caged walkways.
• Integrate active and direct connections to all active transport, i.e. the future Metro West and Foreshore Ferry Wharf
• Directly connect pedestrians from the new Rozelle parklands with Rozelle bay and the Glebe foreshore.
• Retain and protect trees adjacent the light rail station as per the EIS promise from the Community outcomes report (C13.2.1 o n P13). We have lost too many mature trees.
• The road design needs to be altered to provide protection of mature vegetation, but I guess this is too late because RMS has already chopped all of trees down, even before the final design and approval.
• The historic mural on The Crescent should be clearly visible and not impacted for its full length.
• Replace the overpass with an at grade intersection as per the EIS or a short tunnel option with a single land bridge option, or
• Change the overpass to a short (less than 120m) tunnel under the City West Link with a slot trench approaches rather than the proposed overpass. This underpass needs to be designed to also facilitate the single pedestrian crossing at Johnston Street. An underpass provides the best visual and urban outcome – it allows the retention of the green bridge in a location to best connect the parklands together.

Come up with something that will serve all the residents now and into the future. There is too much emphasis and priority currently placed on cars in isolation. This design is lazy, sloppy and out of step with where good engineering and design is being carried out in the rest of the world.
