As a contractor I work in lots of different industries. I have worked with Glencore for over 15 years and HVO for over 10 years. In this time I have found them to be environmentally responsible and actually do what they say they are going to do. I have seen them as been industry leading in environmental management, sediment control and dust management. For this reason I support the project as I have experienced the importance that they place on the environment and how they successfully deliver projects such as this

There are several reasons why NSW Government should grant HVO this extension to its current approval to operate.

1. Time for the NSW and Australian governments to complete assessments of HVO's proposal to continue mining longer term.

HVO has had a proposal to continue mining until 2050 before NSW Government for almost five years. For a range of reasons the NSW Government is yet to complete its assessment before referring the proposal to the NSW Independent Planning Commission (IPC). With the NSW Government recently again requesting additional detailed information on the proposal, it would appear very unlikely that both governments will have enough time to complete their assessments and for the IPC to complete its consultation process, assessment and reach a decision before HVO North's current approval to operate expires in June 2025. Given changing NSW legislation and policy regarding mining and the achievement of net zero emission targets, the brief extension of HVO's approval to operate gives governments time to complete a through assessment of the longer term proposal.

Five years is a long time for the assessment of a proposal. HVO has participated in the assessment process appropriately and in good faith. The time taken to assess the proposal is not a result of its doing. It should not be penalised for the situation in which it finds itself.

2. Provides certainty to HVO, its workforce, businesses and the local community and avoids very significant negative impacts of a sudden closure.

It is difficult for a business, particularly one the size of HVO, to operate in such uncertain circumstances. Being able to recruit, plan, invest and continue operations efficiently is difficult if you don't know whether you have to close in six months time. A business such as HVO cannot easily temporarily close while awaiting a decision on approval to recommence operations. Many of HVO's suppliers will be facing similar issues.

We are not just talking about an abstract business - this about people. HVO's 1400 strong workforce deserve some certainty as do the employees of HVO's suppliers. Some of HVO's suppliers may well not be able to continue operating, or not at the same level or with the same amount of people, if HVO suddenly closes. The same goes for its 30 odd apprentices who will need to find alternative arrangements to complete their training - potentially outside the region.

As HVO is not a fly in fly out operation, its workforce are residents of the Hunter region - the majority in the Upper Hunter. There are no firm plans in place as yet to support the region's transition from fossil fuels to renewable energy and other industry diversification. Renewable energy projects are not coming online as quickly as initially envisaged. When they do, they are unlikely to offer an equivalent number of jobs offered by HVO and other mines set to close in the coming years. Time is needed to develop and implement retraining programs for such as significant proportion of the Upper Hunter's workforce.

HVO's direct economic contribution to NSW in 2023 - one year - was $2billion. To suddenly remove that significant amount of money from the economy without planning will have significant on NSW, with the brunt borne by people and businesses in the Upper Hunter.

Community organisations and charities who receive support from HVO and its workforce need time to adjust their service provision or find alternative funding.

Federal, NSW and local governments receive hundreds of millions of dollars annually from HVO which they use to find public infrastructure and services to community and may wish to use to fund transition plans for regional communities to move away from fossil fuels. They will need to plan for this loss of revenue. From where will NSW supply the foreign exchange earning coal that some of Australia's major trading and security partner nations are still demanding while they move to a lower carbon future?

3. No new or additional impacts from this proposal biut significant impacts from its rejection.

HVO is not proposing an increase in production, land use or operational activity. It currently complies with all regulatory requirements and enjoys a good relationship with the local community. There was overwhelming local community support for its proposal to continue mining longer term. 91% of the 1060 submissions to the EIS for that proposal were supportive. 97% of submissions from people and organisations from within a 100km radius of the mine were supportive.

I declare my interest ss a current supplier to HVO. This has no impact on the veracity of the facts i have presented above. It does mean I am acutely aware of the negative impacts that a rejection of this proposal will have on people and businesses in my community.

This project will help secure the financial future of the local areas of Muswellbrook and Singleton by keeping families in the area. I am sure there would also be a financial benefit to the local councils and state government from royalties received.

If HVO west was to close, there would be hundreds, if not thousands, of families without an income, my family being one of them, who would have no choice but to leave the area. This would mean uprooting our lives and that of our children who have been born and raised in Muswellbrook over the last 15 years. It would also mean that I would have to give up my leadership role that I love at a little local school and withdrawal my children from the school. This would have a flow on effect to the school and both mine and my children's mental health. We would have to sell our home of 8 years that we have worked tirelessly and still are to renovate.
The local areas rely on mining and the jobs it creates. It is not just the mine jobs, but also the small local businesses like hairdressers, shops, cafes, schools, child care centres that will all be hurt by this.

The Hunter needs mining. The state government needs mining.
