Extension of the existing underground mine to the west of the approved underground operations including extension to existing longwall panels and addition of four new longwall panels. The modification would extract an addition 38Mt of product coal.

EPBC

This project is a controlled action under the Environment Protection and Biodiversity Conservation Act 1999 and will be assessed under the bilateral agreement between the NSW and Commonwealth Governments, or an accredited assessment process. Mod 8 relies entirely on that time extension, it covers 2035 to 2041. Now that mod 6 has been overturned,
Mod 8 has no basis to proceed.
Mod 8’s proposed infrastructure is also directly attached to mod 6’s underground longwall panels. Without mod 6 that infrastructure cannot exist, meaning mod 8 is fundamentally unworkable.

My objection is based on :
1. Releasing over 105 Mt of additional Greenhouse Gas emissions, poor monitoring and
reporting of methane emissions.
2. Outside existing mine boundary with additional infrastructure disturbance - should be
assessed as a new project
3. Constructing a large new tailings dam area of 132 ha within a revegetated, rehabilitated
old open cut pit next to Goulburn River risking leakage of toxic contaminants
4. Wholly west of Great Dividing Range within the Murray Darling Basin - loss of flows to
Talbragar River, tributary of Macquarie River feeding into significant Macquarie Marshes
5. Extended water releases into Goulburn River increasing salt load downstream to Hunter
6. Loss of Aboriginal cultural heritage and spiritual landscape for Wiradjuri Nation –
impacting 71 known sites, including rock art
7. Disturbing an additional 1743 ha with sandstone escarpment, caves and overhangs:
Destroying additional important habitat for the nationally threatened Large-eared Pied
Bat, Eastern Cave Bat, Regent Honeyeater and Koala, critically endangered Box Gum
Woodland. Cumulative impact on these species across 3 mines in region.
8. Final layout of surface infrastructure not yet determined – mine plan not finalised
9. Undermining 17 private properties directly impacting 4 houses and 6 private bores
10. Increasing social impacts, loss of farm water and ongoing disturbance of rural way of life
11. This project is not needed to provide regional jobs – there is a huge workforce shortage
for renewable energy projects and other industries in the Central West

Dear Madam/Sir,

I hereby lodge my submission to the Ulan Coal Mine Mod 8 – Ulan West Continued Operations.

I oppose Glencore’s Ulan Coal Mine Mod 8 – Ulan West Continued Operations.

Glencore’s Ulan Coal Mine Modification 6 has been overturned in court.

But Glencore is still trying to push ahead with Ulan Modification 8.

Ulan Modification 8 cannot proceed without Ulan Modification 6. Because Modification 6 has now been overturned, Modification 8 is no longer valid. The Department of Major Projects must therefore reject Ulan Modification 8.

My key points are:

1. Modification 6 extended the mine’s life from 2033 to 2035.

2. Modification 8 relies entirely on that time extension, it covers 2035 to 2041. Now that Modification 6 has been overturned, Modification 8 has no basis to proceed.

3. Modification 8’s proposed infrastructure is also directly attached to Modification 6’s underground longwall panels. Without Modification 6, that infrastructure cannot exist, meaning Modification 8 is fundamentally unworkable.

There must be no new fossil fuel development. Expanding is collective suicide.

Mod 6 extended the mine from 2032-2035 and Mod 8 reliant on Mod 6 extended it from 2035-2042. It is now redundant and objected to for the same reasons of impact on the environment and on the impact on climate change.

I am writing to stress my full objection to the Mod 8 - Ulan West Continued Operations.
There are many reasons for this not to proceed and I would like to highlight two of these:
- It is not aligned with Australia's net zero targets and renewable energy transition. The science tells us that the burning of fossil fuels is a contributor to climate change. The climate change cost attributed to the increase in natural disasters would be more than the possible economic contribution of this extension. We have the innovation and technology available to do things a better way.
-There would be a significant impact on our threatened species such as the Koala due to the required land clearing. Imagine the cost to Australia and our reputation if the creature we are most known for, that dignitaries get photos taken with, and tourists strive to see became extinct in NSW and that you had the power to stop that happening but instead gave the green light to their habitat destruction. I am sure you agree that this is something that we all do not want to happen. We need to protect all remaining Koala habitat.
Thank you for considering these objections in your decision not to approve this project.

he ongoing operations under Modification 8 will deliver significant economic and social benefits to the Mid-Western Regional Local Government Area. By extending the life of the Ulan Coal Complex, the project will provide continued employment for hundreds of workers and contractors, ensuring stability for local families and supporting regional businesses through procurement and service partnerships. Beyond direct jobs, the mine’s presence underpins tourism and hospitality in the Mudgee region, which thrives on its reputation as a premier wine and food destination. Community investment programs funded by Ulan Coal and other local mining operations also strengthen education and health services. Initiatives such as the Doctors 4 Mudgee Region program—supported by Ulan, Wilpinjong, and Moolarben Coal—are addressing critical GP shortages by offering relocation assistance and financial incentives to attract and retain medical professionals. This program has already reopened clinics in towns like Gulgong after extended closures, reducing pressure on Mudgee Hospital and improving healthcare access for thousands of residents.
Importantly, the continuation of operations helps build the critical mass needed for the region to sustain and expand essential support services. A stable population base and strong economic activity enable the development of diversified employment opportunities, improved infrastructure, and enhanced community facilities. This foundation ensures that the Mid-Western Regional LGA can maintain resilience, attract new industries, and provide long-term social and economic benefits for current and future generations.

I object to the Ulan coal mine expansion project on the following grounds:

There is no need for extended coal mining in the region to provide local jobs. Mining is
competing for skilled labour urgently required in the construction, housing and renewable
energy industries. There is a major labour shortage in the Central West with local workers
needed for the CWO REZ construction.
Once again I urge you to reject this proposal.
