Extension of the existing underground mine to the west of the approved underground operations including extension to existing longwall panels and addition of four new longwall panels. The modification would extract an addition 38Mt of product coal.

This project is a controlled action under the Environment Protection and Biodiversity Conservation Act 1999 and will be assessed under the bilateral agreement between the NSW and Commonwealth Governments, or an accredited assessment process. Additional Greenhouse gas emissions (including methane), should not be permitted. The climate change impacts of these emissions will result in huge, unnecessary costs to humanity and the natural world. These costs will be incurred globally, nationally, regionally and locally. The international agreements and goals to reduce NOT increase emissions must be followed.
The loss to the natural world of threatened ecosystems, flora and fauna is immeasurable. We are the only species on the planet which fouls its home and destroys its habitat. It is incomprehensible that threatened ecosystems and species are being threatened still further by a proposal which has been permitted to proceed to this point in the approvals process.
The destruction of yet more known Aboriginal sites is indefensible. The Wiradjuri nation has endured an on-going loss of culture and connection to country through the impact of the contiguous mines along the Goulburn River. The immediate expected impact from this proposal must be included in a cumulative assessment of the Ulan, Moolarben and Wilpinjong mines. We are diminished by this destruction.
Apples vs oranges? You cannot compare the value of selling a certain amount of coal with the damage that would be caused to the natural world and human society.
Ulan Mod 8 should be rejected.

This proposed application is not a modification but a significant expansion beyond the current geographical area of Ulan mine. It includes an area of coal waste storage from the washers which is very close to the Goulburn River. The risk of seepage into the River is unacceptable. The life that depends on the Goulburn River includes the plants and animals in the Goulburn River National Park and all the farming and forest land further downstream.
This is a very poorly prepared proposal with many essential features not stated or finalised.
The proposed extension of mining would affect 17 private properties including undermining homes and affecting bores.
The impact on Aboriginal Heritage appears not to have been appropriately assessed. This is an unacceptable omission.
We have reached the end of 2025. We have seen unprecedented global warming with heat records broken around the world. We in Australia have a moral responsibility to leave all remaining fossil fuels in the ground and move forward in less damaging ways. This is the opinion of the majority of Australians at this time.
As a mother who gave birth on the Goulburn River downstream of this proposal my heart goes out to the wombats, eels and white cockatoos that I know depend on this river as well as a myriad of plant life. The beauty of the sandstone cliffs is something worth visiting and appreciating before making a decision to allow their destruction. Having learnt that they are the home of Long Eared Pied Bats, I am reminded that there is so much that we humans do not know about the diversity of life in these natural places. For me, the spiritual value of natural bush land that has not been degraded is enriching. The Goulburn River specifically is a spiritual home of mine.
