We have resided in Carlingford for 41 years and we strongly disapprove of the ventilation stacks being unfiltered. The southern stack will only be 2 blocks away from our home & as we look after our grandchildren on a regular basis we are very concerned of potential health issues pertaining to these toxic pollutants spewing into the air in concentrated forms in our local community. Surely Public Health should be No 1 priority over "Value for Money" non filtered ventilation decisions are made!

I am very concerned regarding the very toxic emissions from the unfiltered ventilation stacks. If these stacks were going to be in the local communities of those making these so called "Value for Money" filtration decisions then I'm sure we would be having a very different outcome! THERE SHOULD BE NO PRICE ON THE HEALTH OF THE LOCAL COMMUNITY. Big mistakes were made re the M5 tunnel, GET IT RIGHT THIS TIME!

Please find below my/our submission in response to the exhibition of the EIS for NorthConnex.
Firstly we would like to state we object to the project as described in the EIS.
We have a high level of concern regarding the following issues and request that these be considered by NorthConnex and the Department of Planning. In regards to the NorthConnex tunnel, I am concerned about:
1. The placement of the northern ventilation stack is unwisely right the centre of a densely populated residential area in Wahroonga, where aged care facilities, hospitals, businesses and homes will be effected.
2. Low wind speeds will not help the dispersion of the pollution
3. Increased death from heart disease, increased risks of lung cancer, stroke, poor lung growth in children, increased asthma, and recent research suggesting low birth weight for pregnant women, increased autism, and congenital heart defects are just some of the health problems that may happen to residents around the area.
4. Diesel emissions have been classified as carcinogenic by the World Health Organization, and also contain a larger number of fine particles which penetrate deep into lung tissue and remain there causing inflammation, There will no doubt be a lot of diesel emissions from the NorthConnex Tunnel
5. I am concerned about the multiple flaws in the air quality modelling of the northern stack in the EIS. These include:
a) Extrapolation of meteorological data from other weather stations which do not reflect the local meteorology, local topography, and the valley location.
b) The use of a coarse topographical model
c) The failure to consider polluted intake air from the Pennant Hills/M2 interchange as part of the project contribution to air quality at Wahroonga
d) the background air quality being based on air quality at Lindfield and Prospect and the lack of any actual data on PM2.5
6. I/we am concerned that a full and transparent options assessment process was not undertaken to assess alternative designs for the project. Unlike other tunnel projects in Sydney there are alternatives for locating the stack and portals in non-residential areas.
Although this tunnel is supposed to improve infrastructure, the points mentioned above address my perspective that the negatives of detrimental health effects for our community do not outweigh the positives for slight infrastructural improvement.

This submission supports the NothConnex proposal in the area of spoil disposal at Hornsby Quarry and questions whether Hornsby Shire Council can in fact make Hornsby Quarry available within the likely time frame needed.

(1) I request the that ventilation stacks are filtered for the health of the surrounding community.
(2) I request that the stacks are moved across Pennant Hills Road to the golf course at a higher location than proposed.
(3) I request that 24 hours pollution monitoring is reported on-line in real time by an independent company and looks at more than PM2.5 considering lower particle size and chemical analysis. If there is shown to be a determined deterioration in air quality at the locations surrounding the stacks, that the tunnel is closed until filtration is retrofit funded fully by North Connex and that a mechanism is agreed to pay compensation to the NSW government.
(4) I request that all directors of Transurban sign a personal guarantee against future claims for proven damage to health of local residents resulting from the tunnel.
(5) I object to the routing of trucks through residential streets in West Pennant Hills during construction.
(6) I object to the argument that because vehicle pollution is the lesser of two evils compared with domestic wood burning stoves that pollution from the stacks is therefore acceptable. That is instead an argument to do as in some UK cities, ban the domestic burning of coal and wood, only permitting approved smokeless fuel.
I ask if by the same argument being presented if the NSW government would accept an increase in sexual assault because sexual assault is 16% of total crimes against the person whereas non sexual assaults are at 79%?
(7) I object to be misinformed by documents from NorthConnex - see community update 5 which claims that "In Japan they are required to address the combination of a high fraction of diesel powered cars and a very high percentage of heavy goods vehicles"
Japanese diesel vehicle sales peaked in the 1980s, accounting for as much as 6 percent of new car deliveries.
Australia - The ABS data shows diesels now account for 15.9 percent of the 16.7 million vehicles on the road as of January 31 in 2012.
So if at a peak of 6% it is deemed necessary in Japan then why not at 15.9% in Australia.
