My family and I have lived on Oakes Rd, West Pennant Hills for over 20 years. We moved here following a compulsory acquisition by the RTA of our Beecroft property to make way for the M2.

In that period, we have seen traffic volumes increase significantly on Oakes Road, particularly during peak times, and especially during rat-runs, with long queues forming to access the M2 on-ramps at Pennant Hills Rd (via Eaton Rd).

There are two old age pensioners, and one wheelchair bound person in our household. At present, to cross Oakes Rd for a litre of milk, or to buy a newspaper at the BP station involves waiting at length for a break in traffic. Occasionally, drivers would stop their cars as they recognise the danger of crossing for an elderly person, or one in a wheelchair. At present traffic volumes, it could sometimes take 3-5 minutes before my family can cross the road safely.

The risk magnifies should an attempt to cross Oakes Rd be made at the round-a-bout at Aiken Rd or Eaton Rd due to the flow and speed of the accelerating traffic.

My family and I are extremely concerned regarding the proposal for increased traffic for this section of Oakes Rd. We would like to know:

1. What is the increased level of noise that we will experience at home;
2. How will this impact on our sleep;
3. Who will be responsible to construct a noise barrier at the front of our property to reduce noise volume;
4. Will this affect our stress level;
5. How will this be measured;
6. What other medical side-effects will this have on us;
7. Who will pay for the decrease in our quality of life at home;
8. How will the impact on the value of our property be assessed;
9. When will there be a crossing with lights put in to assist us in crossing the road;
10. Alternatively, will there be a zebra crossing to assist us;
11. We have read that another 1500 heavy vehicles a day will use this section of Oakes Rd, is this true;
12. How will you guarantee our safety in crossing Oakes Rd;
13. How will the increased traffic impact on our safety when coming into and out of our driveway;
14. What other impact will this have on the quality of air on Oakes Rd;
15. How will the filtration of the ventilation stacks work;
16. Who will independently monitor the effectiveness of the filtration;
17. How will this affect our overall health and well being; and
18. Who is responsible to guarantee our safety and those of our visitors including young children when walking around Oakes Rd, and in the neighbourhood.

My submission relates to the Southern Emissions Stack.I strongly oppose any movement of the outlet to allocation on the Golf Club adjacent to the M2.This will greatly affect the residents of Grant Close and the residents of Lamorna Ave and surrounding areas.Lamorma Ave circles around a low lying Valley which would basically be subject to excessive settlement of the particulates etc.from the Exhaust stack.Whilst the proposed location is far from satisfactory at least it would be more exposed to the prevailing winds.
I also note that the nearest measurement of air quality before and after the tunnel construction is located at Carlingford!! I strongly urge that measurement equipment be located in the Lamorna Ave area as I believe this location will be one of the most affected areas no matter where the outlet Stack is placed.(preferably in the middle of the Golf Course).
Given the length of the tunnel and the types of vehicle using it the case for installing filters on the outlet vents should be seen as essential no matter what the cost!!
