Please find below our submission in response to the exhibition of the EIS for North Connex.

We state that we object to the project as described in the EIS.

We have a high level of concern regarding the following issues and request that these be considered by North Connex and the Department of Planning. In regards to the North Connex tunnel:

1. I am concerned about Placement of the northern ventilation stack in the centre of a densely populated residential area in Wahroonga, where 9,300 school children, as well as multiple aged care facilities, hospitals, businesses and residential homes will be exposed to increased levels of vehicle pollutants for 24 hours per day.
2. I am highly concerned about the multiple large scale research studies that suggest the impacts of air pollutants on health are serious. These include increased death from heart disease, increased risks of lung cancer, stroke, poor lung growth in children, increased asthma, and recent research suggesting low birth weight for pregnant women, increased autism, and congenital heart defects. These studies confirm air pollutants have prothrombotic and inflammatory effects on humans which cause the above health problems.

To address our concerns I request that the following prudent actions are undertaken:
1. Due to the significant health concerns of the current project design, I request the department of planning does not approve the project in it's current form.
2. I also request that alternative transport options to ease congestion on Pennant Hills Rd be considered such as an orbital surface route
3. I also request that any alternatives including modifications to that proposed in the current EIS which pose the potential for an increase in existing levels of pollutants where any residential areas are impacted, be strictly controlled and managed through at least the following measures; an effective filtration system targeting PM 2.5 particles and smaller, NOx and volatiles; such filtration to be operational 24 hours per day for the life of the tunnel and that such filtration be monitored and alarmed by a third party and that fines and operational shutdowns be legislated where levels for each pollutant exceed those currently measurable in the vicinity of any future outlet.
4. Finally, Options that provide for greater dissipation over the length of the tunnel must be considered subject to 3) above.

Cost over the potential for impacts on human lives and long term health must not be the priority.

I would like to state we object to the project as described in the EIS.

I have a high level of concern regarding the following issues and request that these be considered by NorthConnex and the Department of Planning. In regards to the NorthConnex tunnel, I am concerned about:

1. Placement of the northern ventilation stack in the centre of a densely populated residential area in Wahroonga, where 9,300 school children will be exposed, as well as multiple aged care facilities, hospitals, businesses and homes.

2. The placement of the northern ventilation stack in a valley in Wahroonga where there are often low wind speeds, which will result in poor dispersion and exposure to community to high levels of tunnel emission.

3. I am highly concerned about the multiple large scale research studies that suggest the impacts of air pollutants on health are serious. These include increased death from heart disease, increased risks of lung cancer, stroke, poor lung growth in children, increased asthma, and recent research suggesting low birth weight for pregnant women, increased autism, and congenital heart defects. These studies confirm air pollutants have prothrombotic and inflammatory effects on humans which cause the above health problems.

4. I am concerned about the project including future provisions for portal emissions in densely populated areas, which will result in emissions remaining at ground level, and hence exposing the local population to pollutants. I am also concerned that NorthConnex's claim that there will no portal emissions from current proposal cannot be verified.

5. I am concerned about the large amount of diesel emissions which will be emitted from the NorthConnex tunnel, as it is being designed for heavy freight to bypass Pennant Hills Rd. Diesel emissions have been classified as carcinogenic by the World Health Organisation, and also contain a larger number of fine particles which penetrate deep into lung tissue and remain there causing inflammation.

6. I am concerned about the air quality within the tunnel which is shown in the EIS to have exceedences above standards for pollutants such as NO2, and haze from particulate matter at the ends of the tunnel.

7. I am concerned about the multiple flaws in the air quality modelling of the northern stack in the EIS. These include:
a. extrapolation of meteorological data from other weather stations which do not reflect the local meteorology, local topography, and the valley location.
b. The use of a coarse topographical model
c. The failure to consider polluted intake air from the Pennant Hills/M2 interchange as part of the project contribution to air quality at Wahroonga
d. the background air quality being based on air quality at Lindfield and Prospect and the lack of any actual data on PM2.5

8. I/we am concerned that a full and transparent options assessment process was not undertaken to assess alternative designs for the project. Unlike other tunnel projects in Sydney there are alternatives for locating the stack and portals in non-residential areas.

9. I am concerned that the justification for not providing filtration for the stacks is cursory and unconvincing.

To address my concerns I request that the following actions are undertaken:

1. The air quality and human health impact assessment need to be revised to address the issues raised above.
2. An independent options assessment process should be undertaken to assess alternative locations for the ventilation stack and portals.
3. To undertake a Life Cycle Analysis and assessment for the provision of filtration
4. A long term health study on children and residents in areas impacted by stack discharges be included as part of the conditions of approval.
5. A comprehensive air quality monitoring program is developed and implemented.
6. An independent review of the ventilation system is undertaken to ensure that NorthConnex's claim of no portal emissions is justified.
7. Portal emissions from NorthConnex in the future are banned.
8. The Submissions Report/Preferred Project be exhibited to allow the community to respond to the revised information contained in the report.
9. The Department does not approve the project in its current form as it clearly does not meet the principles of Ecologically Sustainable Development as required by the Environmental Planning and Assessment Act.

I endorse the attached SCAPS Group submissions. I have been a resident of West Pennant Hills for over 15 years and live only 1km from the proposed ventilation stack. I also live next to Bellamy Farm Reserve, a natural waterway which runs from the M2 and which overflows regularly in heavy rain. This area features one of the last remaining areas of Blue Gum High Forest, and is also an ecosystem for a variety of protected wildlife. I travel along Eaton, Aiken and Oakes Road to get to work every day, and these roads are already heavily burdened to breaking point with peak hour traffic. Some mornings it takes me 30 mins just to get out of my suburb heading east. The extra burden of construction traffic as detailed in the proposal will bring unthinkable congestion to the area.

I have read carefully through the NorthConnex Project proposal and have serious reservations about some of the claims and projections therein. I wish to formerly object to the following:

1. Location of the Southern Stack in a highly-populated residential area and the decision not to filter the exhaust. This Southern Stack will belch out the combined carcinogenic and particulate exhaust from the whole of Pennant Hills Road between West Pennant Hills and Wahroonga. The health burden of this exhaust, which is currently dispersed across an area 10 kms long, will now, in certain weather conditions, be dumped over a concentrated area on the residents of West Pennant Hills and Wahroonga only, in high concentrations, and concentrations that will increase beyond nominal "safe limits" identified in North Connex's own documentation.

With the combined expertise and weight of evidence from over 200 medical professionals and the World Health Organisation deeming this exhaust carcinogenic, and having the capacity to cause or exacerbate asthma, stroke, heart conditions and terminal illness, it is UNTHINKABLE that these ventilation stacks should not be filtered.

I object because, with the current proposal, North Connex and the Hills Shire Council have decided that the risk of death to my neighbours and me is acceptable in order to push this project through as cheaply as possible. If, given the data already presented on the health risks associated with these unfiltered stacks, North Connex and the Hills Shire council go ahead and approve the location of the stacks, and the lack of filtration -- and anyone in the area is killed by asthma, stroke, cancer or any of the other results of exposure to this exhaust, this will represent Man Slaughter.

I take no comfort from the projections presented in the documentation. Look what "projections" said about cigarette smoke. Look what "projections" said about asbestos. Look what "projections" said about Thalidamide. Look what "projections" said about the M5 East tunnel. Residents have every right to doubt these public projects which try to downplay health risks in order to push projects to completion.

2. I object on the basis that the data about water runoff from the tunnel, directed to already overburdened local waterways, may cause local flooding of improperly treated water, and there appears to have been little thought dedicated to this risk factor.

3. I object on the basis that endangered local flora and fauna, particularly the last vestiges of our Blue Gum High Forest, are to be destroyed to make way for the Southern Stack and associated buildings.

4. I object to the proposed significant increase of trucks and heavy traffic during the construction phase, directed along suburban streets like Aiken, Oakes and Eaton Roads. Please come and visit us in West Pennant Hills at 8.30am on a weekday morning. It can take up to 30 mins to get out of our landlocked suburb and head east towards the city and our workplaces. The estimated increased burden of construction traffic will place such a burden on local residents trying to get to work and school that the risk of accidents will increase and peoples livelihoods will be threatened by not being able to get to work and school on time, but heavily increased travelling times to work and school, by elderly, sick or injured people not being able to access emergency services due to local congestions and by the stress and health factors associated with this increased traffic burden.

I urge and recommend that the health and safety of people in the West Pennant Hills area is deemed the HIGHEST priority of this project, and that EVERY POSSIBLE mitigation technique is used to protect us from deadly exhaust. You MUST install filtration in these ventilation stacks and MUST consider moving them from highly populated areas or you will demonstrate a gross dereliction of duty.

You MUST also mitigate the damage to local flora and fauna and take its preservation more seriously than is indicated in the documentation.

You MUST rethink the route of construction vehicles travelling through West Pennant Hills surburban streets and redirect these vehicles to Pennant Hills Road entry and egress.

I strenuously object to many aspects of this application and heartily commend and endorse the attached SCAPS Group submissions.

I would like to state we object to the project as described in the EIS.

I have a high level of concern regarding the following issues and request that these be considered by NorthConnex and the Department of Planning. In regards to the NorthConnex tunnel, I am concerned about:

1. Placement of the northern ventilation stack in the centre of a densely populated residential area in Wahroonga, where 9,300 school children will be exposed, as well as multiple aged care facilities, hospitals, businesses and homes.

2. The placement of the northern ventilation stack in a valley in Wahroonga where there are often low wind speeds, which will result in poor dispersion and exposure to community to high levels of tunnel emission.

3. I am highly concerned about the multiple large scale research studies that suggest the impacts of air pollutants on health are serious. These include increased death from heart disease, increased risks of lung cancer, stroke, poor lung growth in children, increased asthma, and recent research suggesting low birth weight for pregnant women, increased autism, and congenital heart defects. These studies confirm air pollutants have prothrombotic and inflammatory effects on humans which cause the above health problems.

4. I am concerned about the project including future provisions for portal emissions in densely populated areas, which will result in emissions remaining at ground level, and hence exposing the local population to pollutants. I am also concerned that NorthConnex's claim that there will no portal emissions from current proposal cannot be verified.

5. I am concerned about the large amount of diesel emissions which will be emitted from the NorthConnex tunnel, as it is being designed for heavy freight to bypass Pennant Hills Rd. Diesel emissions have been classified as carcinogenic by the World Health Organisation, and also contain a larger number of fine particles which penetrate deep into lung tissue and remain there causing inflammation.

6. I am concerned about the air quality within the tunnel which is shown in the EIS to have exceedences above standards for pollutants such as NO2, and haze from particulate matter at the ends of the tunnel.

7. I am concerned about the multiple flaws in the air quality modelling of the northern stack in the EIS. These include:
a. extrapolation of meteorological data from other weather stations which do not reflect the local meteorology, local topography, and the valley location.
b. The use of a coarse topographical model
c. The failure to consider polluted intake air from the Pennant Hills/M2 interchange as part of the project contribution to air quality at Wahroonga
d. the background air quality being based on air quality at Lindfield and Prospect and the lack of any actual data on PM2.5

8. I/we am concerned that a full and transparent options assessment process was not undertaken to assess alternative designs for the project. Unlike other tunnel projects in Sydney there are alternatives for locating the stack and portals in non-residential areas.

9. I am concerned that the justification for not providing filtration for the stacks is cursory and unconvincing.

To address my concerns I request that the following actions are undertaken:

1. The air quality and human health impact assessment need to be revised to address the issues raised above.
2. An independent options assessment process should be undertaken to assess alternative locations for the ventilation stack and portals.
3. To undertake a Life Cycle Analysis and assessment for the provision of filtration

I endorse the attached SCAPS Group submissions. I have been a resident of West Pennant Hills for over 30 years. I am nearing retirement age and am extremely concerned to learn that there are no plans to filter any of the polluted air from either of the southern smoke stacks. I have already had major lung surgery and do not want to go through any lung surgery again which would no doubt be caused by the filthy/stinking unfiltered cancer causing fumes which will be spewed out from the smoke stacks less than 1 km away. I am also concerned for the safety of my children and grand children who regularly visit us on weekends and during the week as I do not want to see them get any lung issues because NorthConnex do not want to spend money on filtering the smoke stacks or inside the tunnel..

I also strongly object to the proposal put forward by NorthConnex to use the local roads (Aiken, Eaton and Karloon) for use of trucks to remove debris from the tunnel, 1500 per day. Totally ridiculous, why not use the standards put in place by the norwest rail link whereby all trucks must use roads that were built for trucks instead of local roads that are already choked during most periods of the day.

I also Object that you are stating that you are using funds from the Ferderal and State Governments to get this project underway. It not your money it is Taxpayers money and as such DEMAND that you/NorthConnex spend a bit more of it to

* put in the finest filtration system available in the tunnel and outlet stacks at all locations
* move the southern stack to land on the Pennant Hills Golf Course (it is the preferred location as per NorthConnex data)
*find a different route which trucks can use to enter and depart the Connex Complex
* ban any trucks exiting from the NorthConnex complex from turning left into Eaton or Karloon roads at any time of day or night for the next 50 years.

You have never had a problem before wasting money so I do not see why you would have a problem spending it on something worthwhile.

I fully support the attached objections as do my children and Grand Children who I may be looking after in the near future.
