Traffic gridlock. This proposal would introduce at the minimum 103 more cars to the neighbourhood plus so many more service vehicles for 53units. Plus visitors trying to find a place to park on the street. This location simple cannot accept this increase in such a large number of cars. It is already gridlock at its intersection of Upper Almora and MilitaryRoad. Traffic is at a standstill on Military Road already. This is untenable.
Surrounded on all sides by beautiful, old and heritage listed grand homes this proposal for a 12 storey building with levels for cars is simple too big in size and scale. The surrounding homes would’ve dwarfed and adversely affected. Their beautiful views would be obliterated, the breeze from Balmoral blocked, sunlight would be blocked for hours and any semblance of privacy through our windows and into our gardens would be lost forever. Too many factors by building such a building make this proposal u tenable.
This proposal does not fit the brief. It is not going to provide suitable housing for low income workers as their entrances would not be safe. They would have to enter through a narrow service lane. They would not be afforded the dignity to enter the same way as other residents.
The developers have not been transparent with Mosman Council and have not provided them with the detailed studies necessary that prove that digging such a large hole and building such a huge structure would not impact the surrounding areas or damage nearby homes structurally. Any development on this site should not go ahead until the developers can prove to Council that their project would do no harm to the surrounding ground and nearby residences.

I believe that this development is entirely unsuitable to be built where it is proposed. Should a development of this scale happen it will set the precedent for a Surfers Paradise style approach for the cherished Balmoral Slopes.
The bulk, height and scale of the development is totally inappropriate in that location where there are currently a collection of beautiful Federation homes.
The negative impact on the surrounding residences is enormous in so many ways. The complete loss of amenities for some neighbours is a colossal change in their circumstances.
The size of the development will cause traffic and parking congestion.
The concept of Affordable Housing is being abused here to not actually be affordable but instead allow even further height for the developers.
A development with no merit in this position.

I am writing to strongly object to the proposed 10-storey development at 40–48 Redan Street. As a close neighbour with a young family, I am deeply concerned about how this project would harm our daily life, our community, and the natural environment that surrounds us.

The scale of this building is completely out of place. A 10-storey tower on a low-rise street would dominate Redan Street, overshadow heritage homes at 36 and 38 Redan Street, and irreversibly alter the calm, neighbourly character that makes this area so special. The apartments are clearly high-end and unaffordable, offering little for local families or inclusive housing.

The site borders the Balmoral slopes environmental living area, a place rich with native flora and fauna that my family and I regularly enjoy. This development would destroy part of that natural setting, disrupting wildlife habitats, reducing green space, and eroding the sense of connection to nature that defines this neighbourhood. For families like mine, the slopes are a critical part of outdoor life, recreation, and wellbeing. Losing this access to nature would be a significant, irreversible impact.

Excavation of up to 10 metres into sandstone so close to other homes adds further risk of structural damage, vibration, and ground instability. Living nearby, this creates daily stress and anxiety for my family.

Traffic and safety are also major concerns. Redan Lane is narrow, lacks footpaths, and is not built to accommodate the increase in vehicles from construction, services, or future residents. This would make everyday life more hazardous, particularly for young children.

Combined with reduced sunlight, blocked views, and the limited consultation process, this proposal prioritises developer profit over people, community, heritage, and the natural environment. It is excessive, intrusive, and wholly incompatible with the neighbourhood. I strongly urge the authorities to reject it.

I wish to register my objection to the proposed development on the following grounds:
1. The building has such excessive height and bulk that it is offensive, with a 10-storey building that is clearly out of scale with the surrounding low-rise streetscape and will dominate the surrounding area. This is contrary to the overall planning objectives to maintain the scale and character of adjoining properties.
2. The proposed building fails to respect the established character of Mosman and constitutes architectural vandalism.
3. The building conflicts markedly with objectives of the Scenic Protection Zone, which applies from the waterline to the 60 metre contour and is intended to protect significant views to and from Sydney and Middle Harbours. A 10-storey building is difficult to reconcile with these objectives as it destroys the carefully maintained streetscape.
4. There will be significant overshadowing of the living areas of neighbouring homes as a result of this development.
5. The proposal is not justified by public benefit and there is no strategic need to have this building in this location and the properties for sale are unlikely to be affordable for the people for whom the policy is most clearly meant to be targeted. The motivation for "infill housing" is purely greed driven at the expense of the local community, rather than a genuine desire to create real affordable housing long term.
6. The development sets an undesirable precedent for overdevelopment in Mosman.

I do not support the Development (SSD) proposal for 4-048 Redan Street Mosman.

I have attached a letter outlining my objection to this massive, monolithic, un-Australian (with poor doors), completely unsuitable development in a suburb that was created early in the settlement of this colony and contains many heritage houses.

The development proposal for 40-48 Redan Street Mosman should not be granted, or even a reduced version, including due to the following:

- would not be "affordable housing" category, nor suit objective of NSW Government housing supply near transport hubs, compared to other more suitable sites.
- unfair for multiple neighbours, particularly those losing views and solar access and privacy and general amenity.
- ignores decades of local government planning controls that have benefited all residents and community, including the Balmoral Scenic Protection Environmental Area and zoning.
- unreasonable to stack planning concessions such as "affordable housing" for developer benefits for luxury housing.
- would create excess traffic, parking, water supply, sewerage and other utility and infrastructure shortcomings.
- NSW Government "Low and Mid-Rise Housing Policy Map" extent is unfair and unreasonable for this site to maximise views, rather than housing supply.
- offers no compensation for losses to others nor infrastructure owners.
- Balmoral planning zone should take priority.
- would set an unreasonable precedent for Mosman and particularly Balmoral Slopes, for future developments.

The scale of this development is totally incongruous with its location. Our State government should be the protectorate of Sydney’s unique coastline and developments of this scale totally undermine the beauty of Sydney. Redan Street is on the Balmoral Slopes. It is called “The Slopes” because of the natural gradient down to Middle Harbour. Currently, The Slopes consists of low rise dwellings. I am a local resident and have lived in Mosman for thirty years. I cherish greatly the calmness of walking down the slopes from Military Rd to swim at Edward’s Bay at Balmoral foreshore. Balmoral like all coastal areas of Sydney is enjoyed by all Sydneysiders and is easily accessed by bus. Many visitors disembark buses at Upper Almora Street. From there, people can enjoy the vistas of Middle Harbour. The walk down the slopes is calming and beautiful because there are trees, curbside grass, vegetation and residential gardens. As there are low rise dwellings and offsets from adjoining properties, a pedestrian enjoys the scenery and calm environment. The impact of the new State rezoning on Balmoral will be devastating. The floodgates for developers to profiteer from this coastal tract of Sydney have been opened. If this SSD application is approved, the future is a mass of adjoining high rise buildings destroying the current ambience that is enjoyed and accessible for Sydneysiders. This development will not provide affordable dwellings. It is clear that the affordable dwellings criteria is being wroughted. I am totally opposed to this development. The scale of the development will permanently scar the beauty of this unique part of Sydney. It is extremely concerning the adverse impact developments of this scale have on increased water runoff and the impact on water quality at Balmoral Beach which is one of the most frequented beaches in Sydney by swimmers. It is concerning that the blanket approach of drawing circles around town centres disregards the integrity and uniqueness of suburbs. There seems to be no safeguards or care for conserving the special tracts of land in our suburbs that are enjoyed in commonality by residents. It is our duty to manage the scale of development in Sydney appropriately so that what is special today is preserved for future generations to enjoy.

I am a lifelong Mosman local, born in Sydney and raised here, and I care deeply about what this place means to those of us who call it home.

This 10-storey proposal does not just change a street. It changes the soul of Redan Street. It looms over heritage homes, ignores the Scenic Protection Zone, and turns a quiet, quaint residential lane into a service road for 53 apartments, including 11 “affordable” units tucked away in the back, separated from the rest. That same lane, narrow and unsealed, would also carry construction vehicles, deliveries, waste trucks, and emergency vehicles, making it unsafe for children, residents, and everyday life.

This is not just about housing. It’s about scale that doesn’t belong. It’s about views that matter, not just the ocean, but the character of the streets, the trees, the homes, and the peace that Mosman, as a village, has always offered.

This proposal is not progress. It’s pressure on long term residents, on property stability, on the very fabric of a community that has thrived on its quiet, village character for generations. Mosman should not have to pay the price.

I respectfully urge the Department of Planning to reject this application. Mosman deserves better.

I absolutely object to these developments! Adding housing in the area is a good idea, but not at the extent that is proposed under Minns and against what Mosman Council is deeming as appropriate.
