I wish to object in the strongest possible terms against this proposed development. You only need to look at the photos and diagrams of the proposed development to see how completely out of proportion and utterly inappropriate the development is for the intended location. This is a quiet low rise residential street where a 10 storey high rise development with 53 apartments has no place under any commonsense planning perspective. I am not opposed to appropriate higher density residential projects BUT they must be located in an appropriate location. How can it possibly be sensible or appropriate that new developments on Military Road directly adjacent to bus stops (ie sensible developments) be restricted to 3/4 levels with much smaller number of total units in the development but a development well removed from Military Road in the middle of a quiet residential street be a 10 storey development and contain 53 units ! This is just plain and simply the wrong scale of development in a completely inappropriate location. Anyone charged with assessing this proposal simply needs to visit the site to appreciate how clear cut the rejection of this development application should be. I am a long time resident of Mosman, living very close to the proposed development. I am also an architect, working in an award winning Sydney architect's office.
From a personal perspective, having lived on Muston Street in Mosman for over 20 years, it is clear to me that there are certain things that define the character and quality of the area - the wide leafy streets, houses with yards and trees, a similarity of scale and a generally heritage style. the way the houses follow the terrain on the slopes leading down to balmoral. the relatively equitable sharing of the views to the beach and harbour. other than the row of 3-4 storey older apartment blocks on the west side of Muston street, backing onto the carpark behind the shopping strip, its all two, sometimes three story houses following the terrain. The proposed development is none of these things. It is completely out of character with the area. It is clearly an attempt by developers to cash in on changes in the state planning laws to get as much return on their investment as possible, using these to get around the objections of local residents and the local council. That they claim this is affordable residential infill is a joke. they will sell these apartments for millions, and then walk away from the area with their pockets full.
The drawings they have provided deliberately mislead and mischaracterise the development - the section/elevations appear to show it adjacent to another development of similar scale. perhaps a 'future' other development. not the two storey houses that are going to be dwarfed and overshadowed by this inappropriate monster that are there right now. there are heritage significant houses all around it, and it makes no concession to how it will effect the rest of the area. The developers hope to set a precedent - so that this becomes the first strike of what they hope will be a development gold rush. Please do not give them this, and destroy the character of our home.
From a professional perspective, I'm pretty appalled by this blatant attempt to rules-lawyer their way around the clear mistake this development would be. I would hope the architects and other involved consulting professionals feel ashamed of what they are facilitating here.

New South Wales State Government wants affordable housing. An eight story building overlooking Balmoral and Sydney Harbour on such expensive land, only gives 11 affordable dwellings and 42 multimillion dollar apartments.
Eight of these affordable dwellings are bedsits which would not be appropriate on a permanent basis, for a married couple, let alone a family. These size dwellings suit a transient population, not teachers, nurses, police, etc. who contribute over time to Mosman. The developer is merely using a loop hole in the legislation to build 42 luxury apartments.
Other areas of Mosman around Spit Junction would be less expensive and closer to transport on Spit and Military Roads.
There still remains the problem of Mosman’s topography. From Spit Junction to Mosman Junction there is only Military Road, which leads to both the Zoo and Balmoral Beach. This project will have parking for 106 cars adding greatly to congestion.
This Brutalist architecture is very much out of keeping with the surrounding homes both in style and size. It destroys heritage & natural elements of the area
I believe this developer is conning the State Government and the Mosman residents by using legislative loopholes for their own greed.
It is a disaster for the residents, theft from people who serve the Mosman community and would benefit from genuine affordable housing and a slap in the face to the State Government .

I strongly object to this project. *It it massively out of scale - the lane too small, street below always crowded. *The structural development as it is to be built to the very limit of the building site. *It will overpower the adjoining heritage listed housing. *The infrastructure of the suburb is not being developed at the same rate as the mooted housing development. *The building is being pushed through by greedy developers, Time & Place, linked to James Packer, who have found a new way to access the luxury market at whatever cost to the surrounding environs. The affordable housing is time limited to 15 years!
*And it is described as 'compliant but it exceeds height controls and requries a Clause 4.6 variation. IT IS NOT COMPLIANT AND I OBJECT TO DEVELOPERS GAMING THE SYSTEM LIKE THAT.
