1. The 10 storey building is an excessively large construction clearly being totally out of character with its surrounds.
2. This building together with another proposed construction almost adjacent, completely obliterates (a) natural morning sunlight, (b) privacy (c) quiet enjoyment of all of the homes to the west of these constructions.
3. The height of this proposed development is greater than any of the existing buildings along Military Road from Neutral Bay to the Spit.

Structural Risk
As this development on a downslope, its construction is likely to cause damage to adjoining properties.

Heritage
There are two heritage listed properties at 36 and 38 Redan Street. This proposal clearly has no regard for the importance of their setting on the slopes, not to mention a major impact on the value of those properties.


Scenic protection zone
This classification is simply being ignored.

Affordable Housing
This classification is rendered a classic oxymoron.

This project should be rejected outright.

I urgently recommend this development be refused on the following grounds:
It is massively over scaled in relation to its environment, which is predominately low rise.

The extraordinary height is excessive and obliterates the low-rise nature of existing street and landscapes and pays no regard to the heritage-listed homes at 36 and 38 Redan Street.

The development should be reduced in size, set back, articulated and tiered to mitigate view loss, overshadowing and associated loss of amenity to surrounding properties. Some existing units on nearby Muston Street represent sympathetic examples of such designs.

53 apartments and parking for 106 cars will choke the northern end of Redan St. Exiting Redan street at the northern end onto Almora St is a difficult spot due to the steep gradient of Almora St. The creation of a major traffic bottle neck is a real possibility. Exiting Almora St onto Military Road at the intersection would also potentially bottle neck.

Increased traffic exiting Redan Street south onto Raglan street would create further choke points at Military Road, where one set of traffic lights cannot cope. Major buildup of traffic currently exiting Raglan St creates a gridlock at peak times.

Entrances to the 'affordable' housing component of 11 units within the development is confined to a back laneway, Redan Lane, which is barely wide enough for waste service vehicles to operate safely. It would appear these units are positioned as token offerings to satisfy the SSD requirements.

The proposed construction represents gross over development of a residential area. The building does not respond to the site and in its current form is far better suited to areas closer to Spit Junction where view loss and impacts to neighbouring areas and properties is far less of an issue. The entry/exit points onto road corridors for an increase of 106 vehicles are also better serviced in this vicinity.

The development application displays no aesthetic regard towards the intrinsic nature of Redan Street and Balmoral slopes.
It must be rejected.

The building completely dwarfs the surrounding structures and blocks the view of current residents in the surrounding area, it looks like one of those soviet commblocks, there would be an excessive increase in traffic on a street that cannot handle that volume of traffic. the properties that are going to be torn down to construct this building are recently renovated and are essentially new. for me personally it will obstruct part of my view, and increase traffic in the area on already small streets, I would also like to raise awareness of the constant phone calls from real estate agents making ridiculous offers to my mother despite repeatedly asking them to cease contact. the deliberate lack of awareness of this proposal and unclear information is of great concern.
the proposal is hiding its intentions as affordable housing when it really intends to sell each units for massive profits, it will destroy 5 Heritage houses and ruin the charm and aesthetic of the suburb, it's own parking will be insufficient for the amount of traffic that it will generate, Mosman Council has been completely and purposefully circumvented in an effort to sneakily move ahead on this proposal. there are also concerns with the failed consultation of the residents of redan st who themselves weren't informed of the proposal until the state contacted them. Loss of privacy to surrounding houses as several balconies loom over them from several stories up. No modelling has been provided to confirm that its "affordable housing" is genuinely accessible there is no information on what the proposed "affordable" units will rent for or how to qualify for them. the site is within a scenic protection area, which means that development must not compromise the scenic values the designation exists to protect, the development as proposed would be unlawful under the scenic protection provisions if it damages surrounding views which it will as confirmed by the developers own visual impact assessment.

the proposed development is completely out of step with the neighhbourhood and community. Execessive height and bulk of design is monstrous. The proposal exceeds height controls and is non-compliant. It will limit sun and privacy for neighbours. Will spoil the streetscape. Insuffficent infrastructure already for exisiting residents. what does it have to do with creating afforable housing- small no available for limited amount of time. Majority of apartments are catering for a very wealthy group of people wanting a luxury apartment with Balmoral views.

Please don't allow this horrrendous proposal to progress.

Futher the site is affected by a Scenic Protection Area, wehre planning objectives specify limiting visual intrusion and protect landscape character - how under circumstance can a 10 storey building reconcile with these objectives.

I have lived in Mosman for 12 years and my property (which I own with my wife) is nearby the proposed development.
The proposed development would have a major impact on the streetscape and my district views from my unit.
Refer to the attached picture showing the current view that would be totally blocked by the proposed building.
I object to this application because, in my view, it represents an excessive and unsuitable form of development for the site and its setting. A 10-storey building with two basement levels and 106 car spaces should be an unacceptable escalation in height, bulk and traffic intensity for this street.
The proposal would materially alter the existing outlook from my balcony. At present, that outlook is very encompassing and includes harbour,headland,roofscape,tree canopy and open sky. The proposed building would introduce a much larger vertical form into that view with consequential visual intrusion and loss of outlook.
In my submission, this is not a trivial change as it would substantially alter the character and amenity of the view, which my wife and I take very seriously as this building would become a precedent for further development sites.

I object to this development for the following reasons :

The height and bulk is not in keeping with the streetscape and impinges on the amenity of other residents in the area in terms of privacy, light (sokar panels), congestion, pedestrian safety.

The street is heritage listed.

Meant to be safe walking distance to facilities - no footpath in Redan Lane which is the only access for “poor door” residents.
