Planning controls finalised for Leppington Town Centre

The NSW Department of Planning, Housing and Infrastructure has finalised the Leppington Town Centre State Assessed Rezoning Proposal.
The plan builds on existing infrastructure, including the Leppington train station, to support a well-connected town centre.
The rezoning sets the planning controls for the precinct, supporting the delivery of around 11,500 homes over the next 20 years, with up to 11,000 jobs and 47,000 homes over the longer term.
Liverpool City Council and Camden Council publicly exhibited the proposal from November 2023 to February 2024. Feedback from the community, councils and NSW Government agencies helped refine the final plans.
The rezoning establishes new planning controls for the precinct through an amendment to the State Environmental Planning Policy (SEPP) - Precincts - Western Parkland City.
The rezoning will:
- enable a new mixed-use town centre focused around Leppington train station
- allow building heights ranging from 3 to 30 storeys, stepping down to surrounding areas
- apply floor space ratios from 1.2:1 to 5:1, with higher density in the town centre core
- deliver a mix of housing, including a minimum 3% affordable housing requirement
- provide a network of parks, green corridors and a civic plaza
- support a walkable precinct with connected streets and active transport links.
