I'm thinking this could apply to the Crudine Ridge proponent:
It is a serious criminal offence under the Crimes Act 1900 to provide

I am sending this email to object to the Crudine Ridge Wind Farm
Modification.
CWP Renewables in fact is not reducing the number of wind turbines it
has the right to erect because legally it has only authority to put up
37 turbines as given by the Federal Department of Environment in April
last year.
CWP Renewables' trying to force agreement to larger blades, which
would need to be transported along a tree lined gravel road with
resulting destruction of so many trees would be the action of
environmental vandals and surely points up the hypocrisy of its
pretence of modifying plans and reducing turbine numbers that they
haven't authority to erect.
The removal of the trees that had commenced along Aarons Pass Road was
stopped only when the community brought it to the notice of Department
of Planning and Environment in order to force compliance and stop the
work. This was deceitful action by CWP Renewables.
There is irony in the activity of a company that is supposedly
operating in the interests of improving the environment proceeding to
destroy large parts of that environment in order to push through its
money-making project.
The idiocy of the situation would be mirthful if it weren't for the
tragedy of what's happening - destruction of the environment in the
name of saving the environment. So incongruous.
The company's efforts to achieve its objectives by stealth are
reprehensible and should be very closely monitored by your Department
- as should all wind farm proposals.
The stress and misery caused to residents of the area apparently
counts for nought in the grab for the mighty dollar by these companies
under the guise of being environmentally friendly and their
duplicitous pretence of reducing the environmental impact of their
project.
