transporting components of this wind farm to their optional locations
and any increase in size of turbines.

The proposed modification will cause major additional ecological harm, at
least along APR, and should be rejected.

Many of the other assertions in the proposal document are
questionable.

Any evaluation of environmental impact must only compare the proposed
modification with the 37 turbine wind farm approved by the Federal
DOE, because that is the only thing the developer now has a legal
right to build.

The developer must be required to lodge a formal modification for its
intended increase in turbine power (apparently more than 50%) and
blade length, including proper arguments for
both compared to the approved project.

Given the history of environmental misinformation which has
accompanied the project and caused the shambles to date, all
ecological assessment must be by parties with no financial
or supervisory relationship with the developer or the DPE.

The modification must be rejected until the developer is able to
provide a precise statement of all that will be done on the site with
a full evaluation in advance for the IPC to consider and the IPC
should not approve anything to be supposedly worked out "on trust".

i am against the wind farm at crudine nsw for the following reasons-
excessive noise, i can hear the works already and it upsets my
animals. can't imagine how bad the incessant whirring will be. i am a
disability pensioner and suffer head aches already
fire hazard, these turbines have been known to explode and cause
forest fires. fire danger here is bad enough without the threat of
turbines exploding. also if lightning causes a fire it will be more
difficult for the local fire brigade to put out.
destruction of native fauna, there is a 30 year old koala colony that
will be destroyed if these turbines go ahead. not to mention a small
endangered bird. there are farms in the area with sheep and cattle and
these animals will be adversely affected. all the native fauna is in
danger, kangaroos, wallabys, goannas, platypus, wombats to mention a
few/
the health and mental well being of local land holders. new research
has proven that these turbines are bad for the health of those near
them. the constant noise is causing severe mental issues in many
areas.
unreliable, wind turbines are proven to be an unreliable and expensive
power source, forcing the price of power higher than it should be.
coal is a cleaner power than before and way cheaper. we sell it to
china and they get cheap powerthat should be ours
decreased land values. no one wants to live under a wind turbine. i
have lived here for 40 years and my property is all i have to leave to
my family, it will lose value if the turbines go ahead
these turbines are expensive and don't last that long, they are then
left to deteriorate, fall apart and become hazardous eyesores

As of April 2017 the developer only had a legal right to erect 37
turbines, not 77 as suggested in the modification because the DOE
legally reduced the project to 37 turbines. This is an omission of
fact by the applicants.

Therefore there is no compensatory action by the developer that should
be considered when assessing the impact of removing more trees than
was approved. In fact, the developer has already removed about 300
trees along 3 kms of APR, an area where the removal of only 6 trees
was approved by the PAC. The only reason the destruction was halted
was intervention by the community. Clearly the developer needs
stricter supervision and accountability and DPE should reject this
behaviour and reject this modification until the proper investigations
have been carried out.

The developer must be required to formally lodge a modification for
the intended increase in blade length and turbine power (apparently
more than 50%), including specific arguments for both requests,
compared to the approved project.

Furthermore it is only fair that all environmental assessments must be
performed by independent parties with no financial or supervisory
relationship with the developer or the DPE.

DPE must require complete disclosure in advance of all activities to
do with the site, to enable a full evaluation by the IPC. Nothing
should be approved on trust or on an ad hoc basis. Full accountability
and transparency is required.

We support the Crudine Ridge Wind farm project and the proposed upgrade
of Aarons Pass Rd. It is essential for both the community and the Wind
Farm. The widening of the road is of the utmost importance for safety
of local traffic and the access of heavy vehicles to the Windfarm.
Providing the upgrade is carried out according to the Biodiversity
guidelines and Traffic Management Plans are adhered to, the road will
be of a superior standard to what it is now.
The upgrade of the road would also support the future population
growth of the area and vehicle traffic as a main road to Bathurst and
Mudgee.

Message
An upgrade of Arron's pass Road is really needed as I and many others
commute on that road regularly. The whole community can benifit from
the upgrade to make it a much safer road for all as I have had several
near misses in the past due to poor road conditions. This is the
perfect opportunity for the much needed upgrade without costing MWRC
and tax payers. Also to mention the economic benifits to the whole
region in the form of employment of locals and spending in the area as
a result of this development cannot be ignored. The overall reduction
of vegetation area cleared is a bonus. Also working towards a
reduction of emissions towards the target set for 2020. It's a win/win
from me.

I John Joseph Hundy, being a community member of Pyramul and also
Crudineridge Windfarm landowner host, wish to voice my support for the
project and the upgrade of the Aaron's Pass Rd. The benefits of the
project to the local community and wider businesses that are involved
in the construction and ongoing operations are considerable. CWP has
made considerable adjustments to the project to appease concerned
residents. The larger picture of climate change needs to be addressed
in a scientific and logical manner. The introduction of different
renewable technologies, eg wind, solar, tidal, thermal and
technologies that we haven't even thought of, need to be adopted in a
timely manner to avoid drastic changes to our environment. These are
occurring at an increased rate and time is running out for us to
address this problem, which our children's children will inherit if
appropriate action is not taken. Unfortunately the minds of the
opponents to the Crudineridge Windfarm, will not be changed by any
facts. The need for this project to proceed along with many other
renewable projects to stem the out pouring of green house gases from
the fossil fuel industry, is imperative for the future of our planet.
I wish that all members of the community could agree on this project
but I know this is not possible. I would like to point out that all
projects have people disagreeing with construction and progress, and
if they were all stopped our civilisation would not have progressed
past the caves.

I am in support of the Crudineridge Windfarm being constructed and the
upgrade to the Aaron's Pass Rd. The progression of renewables, eg
wind, solar, thermal, etc, are increasingly necessary for us to have
an environment that we can live in. More research and development for
renewable technologies will only increase their commercial viability,
providing larger amounts of renewable energy for our grid. The
addition of this windfarm will boost green power for our state for a
large number of households.
The Aaron's Pass Rd will be improved by upgrades, making it a safer
and better surfaced road. Currently it is quite narrow, rough and
winding and can be quite dangerous. Clearing of the vegetation and
trees needs to be done responsibly and with utmost care to minimise
impacts on flora and fauna.

This modification MUST be rejected because Buried on Page 58 (of 62) is
one of the real modifications required by this developer.
Condition 3.28 of the Conditions of Consent states:
"Prior to the commencement of construction (other than
pre-construction minor
works), the Applicant shall:
(a) undertake the road upgrades and other traffic management measures
(including the construction of passing bays) identified in Appendix 6
to the
satisfaction of MWRC;"
We all know that road upgrades indentified in Appendix 6 have not
commenced. Some other road upgrades which involve the preliminary and
unapproved destruction of 3 kms of roadside vegetation have commenced
and are the subject of this modification.
We also know that construction has commenced. The developer tells us
so in the covering letter to this modification signed by the Chief
Operating Officer of CWP Renewables Pty Ltd. Ample supporting evidence
exists on the wind farm website and in press releases. Evidence also
exists that construction commenced earlier than the date admitted
(August 2, 2018)
The developer has clearly breached the conditions of consent but
cannot bring themselves to admit it.
There are many suitable penalties (other than a token fine) that could
be imposed.
What solution does CWP offer?
Buried in Page 58 they request:
"Limited concurrent Construction to be permitted, where approved by
the Secretary."
So there you have it. Breaching one condition of consent has forced
them to breach another. To remedy this breach their suggestion is to
ignore it.
All of us also know what "limited" means. - any construction on the
site to prepare for the arrival of the turbines, towers and blades.
All bases excavated and poured; all internal tracks made; as much of
the internal electrics that can be prepared and so on.
There must be a meaningful penalty to be paid for this breach. A
suitable one would be to retain the term of consent as it is and stop
all further construction until the Aaron's Pass Rd upgrade is
satisfactorily completed.

This modification should be rejected, the conditions of consent for this
project clearly state in Appendix 6 the limits of approval for
vegetation clearance along Aarons Pass rd (APR)
The number of trees allowed to be removed is clearly stated at each
area requiring upgrading.
Nowhere in the conditions of consent is an allowable clearance area
defined. In some other document, there may well be a reference to an
area of potential clearing of 1.54 hectares, but where there is an
inconsistency, the Terms of Consent prevail. So, in the many instances
where the proponent claims he has approval for 1.54 hectares of
clearing then that is a falsity. The Department, relevant stakeholders
and the community are being misled.

I do not understand why this submission is even being considered. There
is no way the develooers can get access to the site without destroying
natural bushland on Aarons Pass. I believe there is a koala colony in
the area. Why are we allowing these trees to be destroyed and affect
the koala habitat?
There is also factual information and scientific studies that have
been completed which state there are health risks to himans living
near wind turbines as well as risk to livestock. The families in the
Crudine Ridge area rely on farming for their livelihood. Why are we
allowing this development to go ahead without taking people's lives
and livelihoods into consideration?
I absolutely oppose this development!

It is time for renewable energy sources, I was only just reading an
article about global warming and changes last week. I also think the
Crudineridge Wind Farm Project is only going to help our community
with opening job opportunity's and financial help to our farmers in
the area.
As for Aaron's pass road update - the road is terrible condition, it
is narrow, windy, very rocky and corigated and I think that clearing
some trees and widening the road is only going to benefit our
community and make the road safer!
I think that whatever decisions/choices are made with this project
people that don't agree are going to find a problem with it.

is necessary as the current road is very rough and dangerous and I do

I write to you to voice my approval and support of the Crudine ridge wind
farm and upgrade of Aarons pass road. as a resident of Aarons pass
road I look forward to the widening and removal of necessary roadside
trees to make this road safer for both residents and the increasing
number of tourists who use this road many towing caravans and trailers
to the gold mining villages of Windeyer - Hill end - Sofala. there are
many blind corners and parts are one lane with traffic having to stop
to allow passing because of overhanging trees and erosion on road
edges. with the push to have the Dixons Long Point crossing between
Orange and Hill end over the Macquarie river by federal member for
Calare Andrew Gee MP completed this will add to the traffic between
Hill end and the Castlereagh highway via Sally's flat road- Aarons

I am a resident of Aaron's pass road and agree with the roadworks to be
carried out for the wind farm.
Aaron's pass is a narrow winding dirt road used not only by residents
but also weekenders and tourists. There has been a number of accidents
along the road over the years including two head ons.
On numerous occasions I have had to clear the road of fallen trees and
branches just to let cars past our property.
