A review of the documentation supporting Modification 13 (Cadia Hills Tailings Completion Modification) has been undertaken. Council notes that the proposal seeks to increase the tailings level from 560 mAHD to 713 mAHD enabling approximately 7 years additional deposition to the storage facility, decommissioning and closure of the existing ventilation adit, installation of a new ventilation adit within the Cadia East approved disturbance footprint, construction of additional buttressing to the Southern Tailing Storage facility embankment and a final landform of the Cadia Hill open pit as a ‘pit lake’.

Council notes the proposal as outlined by Mod 13 and supported by the submitted documentation to address environmental impacts, and based upon the documentation has no additional draft conditions of the proposal.

DPIE Crown Lands provides the following comments for this proposal:-

The present modification is noted and there will be no increased impacts on Crown land and/or roads.

There are a number of Crown roads that are currently intersected by the Southern Tailings Storage Facility. It is acknowledged that these roads were part of the original road alignment before the original construction of the Cadia Valley Gold Mine. DPIE Crown Lands are seeking to progress the closure of these roads and purchase by the Applicant. The rehabilitation of the final landform does not include the re-establishment of the roads nor would it be suitable for this purpose.

The applicant is requested to please contact Daryl Lawrence, Group Leader Property on (02) 6391 4341 to discuss the road closures and purchase.

For mining operations involving Crown land or Crown Roads, the following requirements apply:
1. All Crown Land and Crown Roads within a Mining Lease must be subject to a Compensation Agreement issued under Section 265 of the Mining Act 1992, to be agreed and executed prior to any mining activity taking place. The Compensation Agreement may include conditions requiring the Mining Lease Holder to purchase Crown land impacted on by mining activity.
2. All Crown Land and Crown Roads located within an Exploration Licence, where subject to exploration activity, must be subject to an Access Arrangement issued under Section 141 of the Mining Act 1992, to be agreed and executed prior to any exploration activity taking place.
