Crown Lands has the following comments regarding the proposal:-
There are a number of Crown roads that are currently intersected by the Southern Tailings Storage Facility. It is acknowledged that these roads were part of the original road alignment before the construction of the Cadia Valley Gold Mine. Crown Lands are seeking to progress the closure of these roads and purchase by the Applicant. The rehabilitation of the final landform does not include the re-establishment of the roads nor would it be suitable for this purpose. Please contact Daryl Lawrence, Group Leader Property, on 6391 4341 if you wish to discuss further.
For mining operations involving Crown land, Crown roads and Crown waterways the following requirements apply:
1. All Crown land and Crown roads within a Mining Lease (with surface rights), subject to mining or mining related activity, must be subject to a Compensation Agreement issued under Section 265 of the Mining Act 1992, to be agreed and executed prior to any mining activity taking place. The Compensation Agreement may include conditions requiring the Mining Lease Holder to purchase Crown land impacted on by mining activity.
2. All Crown land and Crown roads located within an Exploration Licence, subject to exploration activity, must be subject to an Access Arrangement issued under Section 141 of the Mining Act 1992, to be agreed and executed prior to any exploration activity taking place.
3. All Crown land and Crown roads within a Mining Lease (with sub-surface rights only) must be subject to a Section 81 Consent under the Mining Act 1992 where surface activities are proposed, to be agreed and executed prior to any surface activity taking place.

I confirm that I have reviewed the Cadia Modification 14 Processing Rate Modification Report which proposes increases to production; infrastructure upgrades; continued deposition of taking in and construction works to the two tailing facilities on the site.
The Modification Report has in our opinion adequately considered potential impacts of the proposal particularly in regard to water, biodiversity, air quality, and social impacts and proposes adequate mitigation actions where required. It is considered that the proposal would have a significant and continued positive impact on the economy of surrounding areas, including that of the City of Orange.
Cadia Operations has a long history of operations, a focus on safety and good environmental management. A recent example of this is the signing of a contract for renewable/green energy with Rye Park Wind Farm for more than 40% of the CVO projected energy demands by 2024.
Again, this proposal is supported by Orange City Council.

I refer to John Gerathy’s, my uncle in property Errowanbang, Objection/Submissions, lodged with DPI&E re Mod 14 Cadia, which I have read, support and adopt. I agree to all items stated in this Objection/Submission and explicitly OBJECT to the Cadia East Gold/Copper Project - Modification 14.
The reason for my objection is based on the principle of intergenerational inequity.
My grandparents, Roy and Gwenda Gerathy lovingly tended, nurtured and conserved the land Errowanbang encapsulates for over thirty years. John and Hilde Gerathy (my uncle and aunt) have continued to passionately preserve Errowanbang since the early 2000’s.
Preservation of this land has been of the utmost importance to all of our family as we connect so strongly to its rich history. We respect wholeheartedly the early European settlers who established Errowanbang and are indebted to the original custodians of the land, the Wiradjuri people!
My children and I are third and fourth generation Gerathy family members who connect with Errowanbang. We understand that our forebears have fulfilled their role in preserving the land and it is now our obligation to do the same for future generations.
The proposed development modifications outlined by Cadia Holdings Pty Ltd in the Cadia East Gold/Copper Project - Modification 14 fails to understand the principle of intergenerational equity. If the proposed modifications were to go ahead, the environmental impact on the lands in question would be irrecoverable due to the reasons stated in John Gerathy’s Objection/Submission.
It is imperative that all matters listed in John Gerathy’s Objection/Submission are addressed so as the Gerathy family can continue to uphold intergenerational equity with the Errowanbang land we care for.
I declare I have not made any financial or other contributions to any political party in the past two years.

I own a mixed farming enterprise next to the Cadia Gold Mine. I have experienced first hand over the past 30 years of the gold/copper mine, not only the negative physical impacts but social impacts due to Cadia`s ongoing expansion.
I have continued to work with Cadia over the years because the organisation has the power over its close neighours politically and financially. I am not “stupid” enough to legally fight big business and have had experience in the past of attending Cadia`s Commissions of Enquiry, where the little man is ignored. My concerns are as follows because my home borders the mine land and is in direct visual line with the mine:
Physical Impacts
Dust ongoing tailings and construction dust blows towards our farm.
Noise ongoing construction noise especially reversing truck noise.
Lights the powerful lights especially at night beam into the homes front rooms.
Visual ongoing ugly tailings dams/dumps are an eye sore to the landscape.
Roads I have financial concerns regards the road between panuara and errowanbang, it is currently used for livestock transport to Carcoar sale yards, that it will be redirected and increase transport cost greatly. The state of the road is poor at the present time and will continue to deteriorate.
Trucks the increase in large trucks on the poor surrounding roads is a safety issue for families.
Social Impacts
Ongoing lack on consultation with neighbours is disappointing. The expansion has a huge impact on farms that have boundary fences with the mine. Community Consultation with the broader community of Cadia District is a insult to close farming families who have lived with the Mine for decades now. It takes 20minutes to drive from the mine to Panuara.
The removal of one family/friends to build another tailings mine when they are in their 80s is heart breaking and effects the whole community .
Land Values
Panuara/Four Mile Creek has become an area in crisis. The Mine continues to expand and the surrounding properties lose more land value due to the above issues.

In reading the ttpp Transport Planning Report, the summary of that report states, "This study has examined the likely road transport implications of the Cadia Valley Operations Processing Rate Modification. It is concluded that no specific measures or upgrades are required to mitigate the impacts of the development on the capacity, safety and efficiency of the road network as a result of the changed road traffic conditions associated with the Modification". End quote.
My response is to disagree with this statement as first hand experience in being a resident of Spring Terrace and a regular road user, allows me to see and experience the poor state of the broken road pavement along Forest Road, through the Village of Spring Hill and along Whileys Road. The dangerous pooling of water on the road surface after rain especially on Forest Road between Gander Road and Aerodrome Road. These roads take the bulk of crushed rock transported from the Shadforth quarry to Cadia on a daily basis, together with other heavy vehicles coming from the east, however it is clear that Orange City Council cannot maintain these roads to a standard demanded by these heavy vehicles. The rail crossing on Whileys Road at Spring Hill has only warning lights and is well over due to be upgraded to have boom gates. Taking these factors into account, it is difficult to understand why this access route to Cadia is so under funded by Orange City Council and the NSW Government. Until sufficient funds are made available to correct what is clearly a neglected run of roadway, I suggest that all heavy vehicles use the newly upgraded route through Orange and along Cadia Road and avoid Forest and Whileys Roads through Spring Hill Village all together.
