The Salt Precinct currently provides a range of retail, open space and tourism land uses and is surrounded by low density residential housing. The Kingscliff Locality Plan (KLP) clearly outlines that the Salt Precinct should retain predominantly low density residential character in keeping with the existing built form character and design covenants. Whilst this development provides a range of residential, tourist, retail, food and beverage and other development uses, the development is proposing an increase in the endorsed/approved height limit pf 13.6m within the Kingscliff LEP to 21m, more than a 50% increase. A 5 storey development is not in keeping with the surrounding area built environment, which will directly impact on the current village character, increase traffic and noise in local streets.
There is no additional requirement for a shopping centre as the area is well serviced by two shopping centres with supermarkets within close proximity, one directly to the north and one to the south. Both shopping centres are easily accessible by public transport and local roads.
The development does not provide sufficient car parking as per Tweed Development Control Plan - Section A2.
This development also sets a precedent for Casuarina and beyond, and these proposals for precincts across the Tweed are not supported by the KLP and Tweed locals.

I object to the current form of the development proposed for 4-8 Bells Boulevard, Kingscliff.
I have been a long term visitor to Kingscliff and surrounding areas, and now live as a close neighbour at Bogangar.
I have also stayed at the Salt resort many times over the years and found the amenity of that development matched the profile and lifestyle of the Kingscliff area.
The new proposed development is not compatible with any developments in the Salt area of Kingscliff, given the proposed building height and impact upon traffic flows and other existing local residents or visitors, and in any event appears to contravene the existing building plan, with the developer seeking to go around and avoid the Tweed Council requirements.
The last thing that local residents or visitors want is a replication of the Gold Coast "high rise" and I think this could just be the thin edge of the wedge if approved, possibly leading to other unsuitable developments being proposed.
I certainly object to the development going forward in its currently proposed form

Re: SSD-83069459 – Proposed 5-storey mixed-use development and planning uplift at 4–8 Bells Boulevard, Kingscliff (Salt Village)

My name is Akiko Bannerman and I am the registered owner of a property in Kingscliff. Please accept this email as my formal submission in relation to SSD-83069459. Dominic Bannerman (occupier) supports this submission and is included as a co-signatory.

For ease of review, I attach a consolidated submission PDF which sets out my objections and requested outcome, including:

inconsistency with the village-scale character and mapped height standard;

the proposed planning uplift/rezoning away from the tourism-led intent and the masterplanned framework;

traffic and parking impacts including peak-season overflow risk;

cumulative stormwater/flooding and groundwater impacts associated with increased hardstand area and basement works; and

the limited and time-bound nature of the affordable housing offer.

I request that the Department refuse the proposal as exhibited, or at minimum require substantial redesign and planning changes before any approval is considered. Please confirm receipt and ensure this submission is recorded against SSD-83069459.

I object to this proposed project, as it will completely inhibit the view I currently enjoy of open sky, evening sunset and mountainous backdrop, effecting personal well being and property value.
