Impact on the face of the Tweed and Salt Village in particular
Tweed is not the Gold Coast we must protect the 4 storey limit, if this development is approved it sets a precedent for other developments.
Casuarina and Kingscliff do not have the infrastructure to manage such dense developments and will result in insufficient parking, increased traffic and noise and impacts on our village

I am concerned and upset at the submission by Bells Boulevard Pty Ltd application SSD-83069459 for the development at 4-8 Bells Blvd, Kingscliff, where the developer wishes to increase the height of the proposed development to 5 stories. I have no problems with the development of this area however the current 3 storey limit must be maintained.

This proposal would lead to a departure from the established three story limit as mandated by the Tweed Local Environment Plan along the Tweed coast from Kingscliff down to Pottsville.

A 5 storey building would not align within the current housing and scenic landscape in the Salt area. It would spoil what is a very attractive residential and tourist area. It is kept attractive because of good town planning. The current rules for height limits must be kept in place.

Once one developer is permitted to build to 5 stories, there will be more wishing to do so, because a precedent will have been set.

This developer would have been well aware of the current Tweed Council limit of 3 stories.

I support fully the enforcement of the current zoning provisions for the Salt area (SP3) and in particular the 3 story height planning policy of Tweed Council to preserve this attractive area.

I write to object to the proposed development as per the following reasons;

When the Salt development was proposed and approved under relevant New South Wales government and Tweed Shire Council restrictions, specific billing covenants and height restrictions were applied and subsequently used in the development, marking materials for sale to perspective residence of the Salt precinct.

It was understood that there would be no deviation from those building covenants or applicable restrictions to have such a deviation would be a breach of faith would be a breach of good faith and potentially create an opportunity for litigation against any approvals for amendments to those covenants or building codes they proposed amendments to the development are in clear breach of the salt development, covenants, and restrictions, and that such would have a negative impact on the homeowners who bought and or built in good faith, based on the existing restrictions and covenants. The existing planning codes serve the Tweed coast and specifically the Salt suburb well.

Any deviation from those restrictions could see a class action from residents, who were given an undertaken that salt would retain those covenants and restrictions. There are no valid reasons to exceed the covenant and restrictions, especially regarding height, footprint beyond enhances financial return for the developers which would cause a loss on amenity to home existing Salt home owners.

Based on these reasons, the proposal to amend the development guidelines on this specific development and any future development which wish to exceed the building codes and development restrictions must be rejected.

This is not in keeping with the low profile buildings near my property of Mantra hotel. We would be overshadowed extensively with 5 stories. This would tower above Mantra (of which I am an owner),
Increase traffic and noise in local streets
Impact village character and tourism
It would set an unwanted precedent for our quiet residential/tourist community. I object to this project

To whom it may concern,

I am writing to object to the proposed five-storey mixed-use development in Casuarina within Tweed Shire Council. The application seeks approval for a 21-metre building in an area with a 13.6-metre height limit—an overreach of more than 50%.

This is not a minor variation. Approving such a breach would undermine established planning controls and set a precedent for further oversized developments. Casuarina’s low-rise coastal character is central to its identity and appeal, and a building of this scale risks permanently changing the village feel.

The project will also add pressure to already limited parking and local infrastructure, and claims of “affordable housing” on premium coastal land appear unlikely to deliver genuine long-term affordability.

For these reasons, I respectfully request that the application be refused. Casuarina should continue to be guided by the planning controls that reflect the community’s vision for a low-rise coastal village.
