I do not object to the Metro, assuming robust and audited realistic usage
analysis has been completed validating the benefits to actual daily
commuters . I also do not object to and understand the economics of
selling the space above the Metro facility in order to substantially
fund the Metro . I however do object to substantially using that
community asset ie the space above and around the Metro simply for
more high rise residential capacity . Although usually a Liberal
voter, I have come to the inescapable conclusion that our current
"custodians" are too eager and are quickly "selling out their
constituents quality of life and that of their childrens' to
developers and most likely foreign financiers/investors . Our elected
"representatives" are simply not doing their most basic job of truly
planning 50 + years out re improved quality of life,
decentralization..less congestion . No great city the world that I
have at least travelled to has sold out its essence of being to
developers/foreign financiers anywhere near what Sydney has
experienced the last 5-8 years . Very simply , the question and
objective that should drive all subsequent questions and objectives is
...what is the optimum environment for our children and young families
to live in and develop as happy individuals for a large part of their
lives...Equally the elderly deserve better in their twighlight ..Is
the optimum quality of life to most Australians , high rise soul less
boxes ..or low rise /medium density ...or traditional housing with
healthy open and green spaces for leisure . High rise and high density
residential and schooling is a social and mental health disaster
waiting to happen in the 20 years a head . What ever is put on top of
the Metro and around the whole precinct should be balanced ...but
substantially business, not substantially residential , with the
primary view being the long term quality of life and health of the
areas residents and workers . It is disappointing that with all the
taxes we pay , our state and federal government and "planners" can
only work on a higher density model 20km radius from the CBD rather
than true quality decentralization of businesses , residences ,
hospitals, schools ...Irrespective of what goes above the Metro it
should be no greater than 15 floors ..and ideally should be mostly
business, commercial , medical , tertiary education .

Over Station Concept Proposal and Environmental Impact Statement [EIS]
for the Crows Nest Metro

I strongly object to this proposal because I want the buildings above
the Crows Nest Metro station to support our designation as a Health
and Education Precinct and bring more jobs into the area, enabling us
to meet the jobs target set by the Greater Sydney Commission.

Specfiically:

1. I object to a change in planning controls for this site.

2. I object to building any high rise residential towers on this site.
Residential developments do next to nothing to bring jobs and business
to the area.

3. I object to any building on Block C. Instead, the space should be
used to create a high quality, open and green public space.

4. I object to any parking on this site. We want the area to be as CAR
FREE as possible.

Rather than residential buildings, this site should become a vital
employment and business generating retail/commercial/service district.

Specifically:

1. I want the buildings above the Metro to be part of an education
hub. These buildings could contain things like: a high tech technology
park; TAFE; a comprehensive, non-selective high school; an
innovativeearly childhood education and care centre that is co-located
and integrated with health and other services to support families and
with an aged care facility to facilitate inter-generational
relationship-building; a start-up hub and shared work/training space.

2. I want the buildings above the Metro to contain services and
activities that maintain and improve the health and well-being of the
community: e.g., medical and allied health services; active
recreational spaces (e.g., a performance space); a new community
centre.

3. I want the buildings above the Metro to become a vibrant,
aethetically pleasing, go-to destination that brings people and jobs
to the area - not more high rise residential towers.

I am a resident of Crows Nest area for 20 years, and am appalled at the
plans the State Government have for the buildings over the new Metro
Station.

Crows Nest has a village atmosphere, and this will be obliterated if
the planned buildings are realised. To propose two 27 storey
residential towers, in addition to an 17 storey and 8 storey tower, is
not taking the current buildings into account. The new apartments that
are being built in the surrounding streets are up to 5 storeys high,
and these do not overpower the houses around them.

I would prefer the buildings above the Metro station to support our
designation as a Health and Education Precinct that will bring more
jobs to the area instead of residential high rise, so many of which
are being built in the surrounding area of St Leonards.

The buildings could contain a high tech technology park, TAFE
specialising in technology, hospitality, cooking and film; schools
such as a non-selective high school, a language school, music school,
drama and dance school - all important schools where the students that
graduate have marketable skills.

Services and activities to improve the local community's health - and
given the number of apartments that are already in place in the area,
an important factor to consider - covering medical services,
recreational space, movie theatres, childcare.

The buildings above the Metro would then bring people with a purpose
to the area, with ease of access a given, instead of even more
residences.

I object to the Crows Nest Metro Concept SSD for the following reasons:-
1. The proposed use of the site is inconsistent with the primary
objective of the Greater Sydney Commission's North District Plan to
increase employment in the area adjacent to the Metro Station. The
bulk of the development over the station is designated for residential
use.
Development over the station is the optimal location for commercial
office space, especially with the erosion of quality office space that
has characterised the development of St Leonards and Crows Nest in
recent years.
2. The Metro is a public authority. It has a responsibility to set
standards for development that are consistent with NSW government
planning policies and to develop the site for public benefit, not to
facilitate commercial objectives of developers.
3. The bulk and scale of the development is inconsistent with the
stated objective of NSW Planning to preserve the village atmosphere of
Crows Nest and Willoughby Road.
4. It seems that Sydney Metro has elected to pursue its commercial
objectives without regard to the extensive community consultation
process currently under way to develop a plan for the entire Crows
Nest and St Leonards area that meets the infrastructure and amenity
needs of current and future residents and visitors to the area.
5. The re-zoning of the OSD site and the subsequent SSD should not be
progressed until completion of the consultation period for the St
Leonards and Crows Nest 2036 Plan and full assessment by and feedback
from the NSW Department of Planning. To do otherwise calls into
question the commitment of the NSW Department of Planning to genuine
community consultation.

OBJECTION: OVER STATION CONCEPT PROPOSAL AND EIS STATEMENT FOR THE CROWS
NEST METRO

Further to my previous submission I would like to express my objection
to the scale of the proposed over station development at the Crows
Nest Metro site.

I OBJECT to all the building envelopes because they are both too tall
and too massive, especially on Sites A and B. This results in
unacceptable overshadowing of residential areas and unacceptable
visual impact locally as well as from a significant distance.

I WOULD LIKE 3 critical amendments to the application that will be
necessary to reduce these impacts to an acceptable degree. They are:

1. I WOULD LIKE a reduction in overall height
2. I WOULD LIKE the introduction to a maximum street wall height
3. I WOULD LIKE the setting back of the towers beyond the street wall
/ podium

I OBJECT TO the towers on sites A & B because they are especially over
dominant in the local context and the Pacific Highway streetscape. At
Crows Nest (which is a completely different character to St Leonards,
and should not rely on St Leonards as a precedent) the built
environment is predominantly 2-3 storeys or up to 4 storeys around the
Willoughby Road intersection.

I WOULD LIKE the envelopes on Sites A&B in particular to be changed to
include the clearly defined street wall along the street frontages, of
no more than 3 storeys, with towers setback significantly to reduce
the visual dominance on the street and reflect the current streetscape
character.

I WOULD LIKE the tower setback to be at least 10 metres from the
street boundaries.

I WOULD LIKE the building envelope heights to be reduced to an
acceptable level of impact on adjoining areas - both shadow impact and
visual impact.

I WOULD LIKE the height needs to take into account the impact on the
residential areas to Nicholson Street and beyond to the southwest and
not simply to Willoughby Road - which seems to have been adopted as
the sole `sensitive location'.

I WOULD LIKE the envelopes to be reduced substantially in height to
achieve the following performance criteria or environmental outcomes
related to the objections below:

* I OBJECT TO overshadowing of the public open space outside of the
Ernest Place Crows Nest Community Centre before 4.00pm at any time of
the year, it appears to be impacted considerably in September. This is
a widely used community hub and offers after school activities and
meeting points and should not be overshadowed.

* I OBJECT TO overshadowing of Hume Park which will be heavily
impacted in December. This is much needed and promised new open space
for the area and will be constantly visually impacted.

* I OBJECT TO overshadowing of the residential areas on the western
side of Nicholson Street before 10am at any time of the year -
residents will not get their minimum of 3 hours sunlight before they
are cast into their own shadow.

I WOULD LIKE the heights to therefore be reduced by at least 50%.

I WOULD LIKE the building envelopes to be reduced to create a properly
defined 3 storey street wall. This would reduce the amount of
overshadowing impacts. I WOULD THEN LIKE the quantum of floor space
and parking numbers to be reduced accordingly which will also have
major beneficial impacts.

I OBJECT to the sale of the OSD airspace to developers by the NSW
Government if it only funds transport infrastructure. The Government
must also ensure delivery of public benefits and the necessary
supporting infrastructure to ensure local communities are not
unnecessarily impacted by new transport infrastructure.

I WOULD LIKE a reduced level of development on the other hand, with
funding from other sources is more fair and reasonable as the costs
should be shared by the whole of the NSW community and simply borne by
us.

In closing, I understand the need for the Sydney Metro and support it
in principle as a necessary and worthwhile piece of transport
infrastructure.
