Sydney Metro City & Southwest - Crows Nest Over Station Development
I strongly object to the above referenced application for the reasons
outlined below:
1. The proposed OSD is a wrecking ball for Crows Nest. It completely
ignores the requirements of the Placemaking and Principles Study that
underpins the St Leonards Crows Nest precinct.
2. The proposed OSD would encourage developers to submit planning
proposals for adjacent sites seeking to vary even any new planning
controls in the St Leonards Crows Nest precinct, thus further
destroying the fine grain nature of Crows Nest
3. The DPE has vowed to protect Crows Nest village more simply
described as the Willoughby Road strip and this proposal destroys it.
It is the duty of the DPE to reject the OSD proposal and insist on an
alternative that meets the existing planning controls in the NSLEP
2013.
4. The buildings above the Crows Nest Metro station should be designed
to support our destination as a Health and Education Precinct and to
bring more jobs into the area, enabling us to meet the jobs target set
by the Greater Sydney Commission.
5. I object to a change in planning controls for this site as proposed
by the rezoning proposal. The proposed setbacks are designed to
maximise the building footprints; not to enable Crows Nest to be a
viable vibrant place.
6. I object to building any high-rise residential towers on this site.
Residential developments do next to nothing to bring jobs and business
to the area
7. There should be no building on Block C thus leaving that site as
open space.
8. I object to any parking on this site. We want the area to be as CAR
FREE as possible.
9. Rather than residential buildings, this site must continue as a
vital employment and business generating retail/commercial/service
district without the encroachment of residential development which
does nothing for jobs or business.
10. Any buildings above the Metro site should be part of an education
hub. They could contain for example: a high-tech technology park; TAFE
that specialises in technology, hospitality, cooking and the film
industry; a comprehensive, non-selective high school; a selective
technology high school; a language school; a music school; a drama
school; a dance school and a culinary institute.
11. I want the buildings above the Metro to contain services and
activities that maintain and improve the health of the community:
medical services; alternative health care; recreational spaces; a
performance space; movie theatres; a new community
centre; more childcare; a start-up hub and serviced offices.
12. I want the buildings above the Metro to become a go-to destination
that bring people and jobs to the area - not more high-rise
residential towers.
13. I object to the visual impact and dwarfing effect that the

I object to the Crows Nest Metro Concept SSD for the following reasons:-
1. The proposed use of the site is inconsistent with the primary
objective of the Greater Sydney Commission's North District Plan to
increase employment in the area adjacent to the Metro Station. The
bulk of the development over the station is designated for residential
use.
Development over the station is the optimal location for commercial
office space, especially with the erosion of quality office space that
has characterised the development of St Leonards and Crows Nest in
recent years.
2. The Metro is a public authority. It has a responsibility to set
standards for development that are consistent with NSW government
planning policies and to develop the site for public benefit, not to
facilitate commercial objectives of developers.
3. The bulk and scale of the development is inconsistent with the
stated objective of NSW Planning to preserve the village atmosphere of
Crows Nest and Willoughby Road.
4. It seems that Sydney Metro has elected to pursue its commercial
objectives without regard to the extensive community consultation
process currently under way to develop a plan for the entire Crows
Nest and St Leonards area that meets the infrastructure and amenity
needs of current and future residents and visitors to the area.
5. The re-zoning of the OSD site and the subsequent SSD should not be
progressed until completion of the consultation period for the St
Leonards and Crows Nest 2036 Plan and full assessment by and feedback
from the NSW Department of Planning. To do otherwise calls into
question the commitment of the NSW Department of Planning to genuine
community consultation.

I believe in a world where we are all equal, where everyone works with
everyone else and we can listen to each other. But I don't feel like
you are listening to anyone in our community. You say you are but I
don't think its true because there dose'nt seem to be any changes
made. Are'nt the people of our area important? Are the children in our
community important? I used to volunteer at North Sydney Demonstration
School (my former primary school) in the library. I was no longer able
to do that because the library had to be used as a kindergarten
classroom. There were at least 4 demountables in the school which took
up an entire playground. I used to play in that very playground when I
was a student there. There was 1 demountable classroom then just 1 and
that's how it should be.
As for the Metro anything that will help public transport in Sydney is
always a good thing and I fully support that. As for two 27 story
buildings on top of the Metro I will accept no more than 10 stories.
Our community has spent decades fighting battle after battle and were
sick of it. Come up with plans that actually fit the existing
community and benefit the community instead of overpopulating and
straining our resources. Sydney is becoming ridiculously overpopulated
and it has to stop. There has to be more investment in rural areas
like Orange, Bathurst and Wagga Wagga and costal areas like Newcastle
and Gosford for example. We need to be more spread out. Not only that
no one can afford to live here anyway. If all this goes ahead then I'm
even considering moving. I shouldn't have to do that. I was born and
raised here I have lived in this area my entire 32 year life. This is
my home and I will defend it with everything I promise.

I want the buildings above the Metro to be part of an education hub.
These buildings could contain things like: a high tech technology
park; TAFE that specialises in technology, hospitality, cooking and
the film industry; a comprehensive, non-selective high school; a
selective technology high school; a language school; a music school; a
drama school; a dance school, a barista school and a culinary
institute.
I want the buildings above the Metro to contain services and
activities that maintain and improve the health of the community:
medical services; alternative health care; recreational spaces; a
performance space; movie theatres; a new community centre; more
childcare; a start-up hub and serviced offices.
I want the buildings above the Metro to become a go-to destination
that brings people and jobs to the area - not more high rise
residential towers.

In 2015, Crows Nest was considered, according to the Urban Living Index,
Sydney's Most Liveable suburb. Today and in my opinion, it is about to
be destroyed by the placement of two vertical turds above the proposed
but unnecessary metro station currently being built. As I understand
it, this State Government has decided to adopt the 'business model'
used in the world's 35th-50th most liveable city. Hong Kong. The Value
Capture model. We face the metro and these towers , unwanted by
EVERYONE I have spoken to in is this community, will completely black
out the southern face of our building. They will impose themselves
over the entire community in a way that will forever scar this
environment. this government considers the quantification of anything
to be the most powerful justification for its decisions. Adding up
figures and throwing them around is considered to be sufficient to
justify just about anything. The reality is that EVERYONE around here
knows the QUALITY of life will in fact be diminished significantly as
a result of these over station monstrosities. Try adding that up. It
has ignored the real community views and will be awarding the rights
to build over the station , to a developer in order to provide
financial payment for the station. No civic planning whatsoever. When
we first moved here, this station wasn't even considered. A reasonable
level of resident street parking spaces have been removed for so
governments can continue to fleece everyone around here in order to
justify its ' business case' . From North Ryde to Central, each and
every metro station along the way sits almost right next door to an
existing hard rail line whilst more deserving areas of Sydney have
again missed out. A plan put in place, as I understand it, by the
current Premier when she was Transport Minister and which runs
directly though her electorate at a cost of $billions to NSW
taxpayers. I am appalled. I find it disgraceful in the extreme. Im 60,
we have one car space in this building ( which was approved at eight
stories but as usual pushed though at 15). we need two cars.My wife
does shift work as a nurse and is required to do more and more double
shifts because of a lack of nurses. I have to park kilometres away
from our apartment. I have an 83 year old mother who I need to attend
to but cant because I cant park anywhere. Council refuses to change
its rule book. whilst we have only been here four years we are now
considering moving away which will cost tens of thousands of dollars
in stamp duty and fees. This government has put the bulldozer over
NSW, and Sydney in particular, and made a complete mess. Traffic
chaos. Transport chaos. The 30 minutes workers are supposed to save in
time with all this will have to be paid for with additional work to
pay for the fees on toll roads. For many it will drive their financial
position backwards. Poorly planned and even more poorly executed. No
over-riding civic planning for one of the worlds great cities , just a
mess created by individual development companies working with no clear
and over-riding civic plan. Look at the Opal Tower mess. chaos
everywhere and a scarred landscape forever. Complete and utter
destruction.

I would like to submit to you that the plans for the over metro

First of all, I think 4 buildings might be too many when there is an
opportunity for the creation of sorely needed open space and green
space and of course the issue of the buildings height. 4 storeys would
seem about right to preserve any character to the area and prevent any
overshadowing to either side of the Highway especially the South side.
Such height (27 storeys or even12 ) is also likely to overshadow the
small Hume Park, the only bit of greenery close by.
I think a hotel is a good idea as for what purpose the rest of the
building(s) might be built for, I am not terribly concerned except
that if there is going to be a lot more residential, then there should
be more parking provided especially for apartments of 2 bedrooms or
more and for visitors.
Having public transport at your doorstep does not mean people don't
need a car, especially families.
I guess new office space would be less likely to cause more traffic
problems as most workers would use public transport.
Whatever plan is approved, I hope you will keep in mind that the area
has endured much development lately and that more is already underway.
Local residents are rather fed up with the added traffic,growing
population, the lack of green spaces and the loss of character the
entire area is already suffering.
Conservation concerns should not just apply to Willoughby Rd and the
ugly building called the "St Leonards centre"
