Penalty Notice issued to Centennial Mandalong Pty Limited (SSD-5144) Central Coast LGA
On 18 March 2022, the Department issued a $15,000 Penalty Notice to Centennial Mandalong Pty Limited (Centennial) for failure to comply with operation noise criteria at their Mandalong Coal Mine. Operation noise criteria were exceeded at two attended noise monitoring locations on 6 December 2021. The exceedances of criteria were determined to be the result of ventilation fans operating on the Mandalong South Surface Site (MSSS). Centennial are actively working on engineering controls to reduce any ongoing impacts and to ensure that noise levels remain compliant.

Mandalong Mine also plays a significant role in the community by means of providing employment for over 300 people and also has an excellent record with regard to community sponsorship and community involvement. This submission for the extension will ensure the ongoing employment and overall community support until the year 2035.
I believe this proposal will have minimal impacts to fauna and flora, and particularly residents in the proposed area.
I believe this proposal should also be approved to aid with the ongoing supplies of coal to enable the power generators to continue to operate and supply electricity without impacting on all the consumers of electricity in NSW, by way of power disruptions.
I also believe the economies of the Central Coast and Newcastle regions would be given a boost at a time most needed, following closures of so many businesses recently, by way of both direct and indirect spending, as a result of this proposal being approved.

I fully support this submisson, Mandalong Mine provides gainfull employment for over 400 people direct for the community and many other local industries and suppliers. The mine has a big involvement in supporting the local community and local sporting groups.
The mine has operated successfully to date complying with very strict evironmental guidelines while extracting coal in the Mandalong valley. The proposed mine extension is designed to minimise environmental impacts.
Mandalong mine is a key provider of thermal coal for the NSW state power generation and without this proposed extension this will compromise the states power generation supply and cost for consumers.
From the information provided i support the proposed submission.

I am writing this submission in support of the "Mandalong Southern Extension Project"
I am a current employee of Mandalong Mine and would like to see the Mandalong South project be approved for the following reasons.
Mandalong Mine is a large employer in the Lake Macquarie area employing over 300 people. If this project is approved Madalong Mine will continue to employ this number of people until 2035.
Mandalong Mine has a good track record in extracting coal under the Mandalong valley with mininmal impact on the local community, water resources or to the ecology of the area.
The proposed mine plan has been designed to minimise the environmental impacts along the same lines of the existing Manadalong Mine
Mandalong Mine is the main supplier to the Electricity Generators in the local area to help keep NSW households supplied with reliable energy. By doing this Mandalong helps ease the additional strain on local roads and rail infustructure by suppling coal directly to Eraring and Vales Point Power Stations via overland conveyors.
By approving the Mandalong Southern Project you will allow myself and other colleges to continue to support there familys and spend their salarys in the local area which will also help support local small businesses, schools and community programs.

Forests NSW has issued a Permit for Exploration over Olney State forest to Centennial Mandelong for EL6317, MLS 0421, MLS0417 with Forests NSW current standard conditions for exploration on State forest. This permit has been extended and holds currency until 30 June 2014. CM has complied with all conditions of the permit and has supplied Forests NSW with all reports and documentation required under the permit. Forestry Corporation have issued a second permit to CM for the purpose of subsidence monitoring within Olney State forest, this permit holds currency until 31/12/2020.
The exploration creates minimal surface disturbance and the underground mining will have little if any impact on the State forest ecology.

If you take into consideration the sustained growth of the local area since 2004. Examples would be the morrisset industrial area and the trinity point housing development.
Mandalong Mine requires a reasonable amount of resources to complete coal extraction, these resources are often supplied and manufactured by local companies, taking this into account, alot of companies would continue to benefit from the future project but in turn could also be impacted by its rejection. While stating this it is also important to note that Mandalong Mine also employs over 300 people who eat, drink, shop and consume other necessities in life that are provided by these local businesses, from the local cafe to the petrol station.
I feel it is important also to consider the fact that Mandalong has a great track record for the extraction of coal under the Mandalong valley with minimal impact to people, the ecology and the water courses in the area.
Along with this it is important to consider Local Sporting teams sponsorships, community events and charitable donations that Mandalong Mine contribute to the area.
On a personal level, I have spent my whole working life with Centennial Coal, just under 10 years, starting out as a young apprentice after finishing my HSC at Toronto High and moving through to the job in which I hold today of an engineer. Centennial Coal have sponsored my career and that of many others in the local area.
By having such a large company in the community it means young people can stay in the area and seek stable and professional employment. As I write this submission I can quite easily look around and name people I grew up, went to school with, played sport with, and now I work with.
Centennial Coal and the Mandalong Mine have given me the ability to provide a house for my parents and sister when times were tougher in other industries.
To me this mine is an integral part of the local community and its future is important.

Mandalong Mine operates very close to the M1 Freeway with the majority of personnel in the local electoral area not know of the mine existance and are extremely surprised to know of the mine capacity and the number of employees involved on site. The mine support at wider community through employment of personnel directly and the follow on effects on subsidiary service companies. The environmental standards are maintained and continual improved upon to decease the environmental footprint from the site makes it sure that it up hold this high standing within the community.
During this economic downturn in the area it is one of the mine that has been about to maintain the large workforce which would have a dramatic effect on the surround area.
The power generation industry is dependant upon this mine that are close by the supply energy to local community and the national grid. This is one of the many reasons why it is important that this explainsion be approved.

NSW needs a guaranteed power supply that is affordable, Mandalong Mine currently has contracts to supply coal for the generation of electricity and has a proven track record for reliable and timely supply of coal to the local power stations.. To keep power costs down it makes sense to use the infrastructure that is already in place which also reduces the impact on the environment by transporting the coal on conveyor belts directly to the power stations at Erraring and Vales Point . Most of these conveyor belts are underground with only the last 2 kilometers of the journey to both power stations being on the surface.
Mandalong Mine has a proven track record of being consistently able to work within the consent guidelines put down by the planning authorities and have worked well with the local community groups to ensure any concerns have been dealt with. Many of the local schools and sporting clubs have benefitted from sponsorship provided by the company.
Over the past 15 or so years the Lake Macquarie and Newcastle regions have lost many of its large employer industries and needs approval of projects like the Mandalong Mine extension for the continued employment of its uniquely skilled workers.

The mine has a large workforce of over 300 locally based people that will be relying on the continuation of the mine in order to support their families and local businesses in which they spend their money.
The mine has a good track record of safely extracting coal in the Mandalong area, while minimising the impacts to local residents. I believe the small number of negative impacts the mine has on the surrounding area are far outweighed by the positive influence the mine has on the local community through the employment of local people and businesses. The state as a whole will benefit through mining royalties paid to the state government, and the fact that local power stations can continue to generate electricity for the residents of New South Wales.
Centennial Coal continues to play a role in supporting local sporting and community groups in the local area, and this support could not remain without Centennial continuing to mine coal in the Mandalong South project area.
I believe Centennial Coal is a responsible mining company, and if granted, the Mandalong Southern Extension Project would continue to be of great benefit to the community well into the future.

I am an employee at mandalong and im 29 years old. Mandalong has the strictest health, safety and environment policies I have ever worked under. They hold a very high standard which every employee is accountable for upholding.
This is shown in their excellent track record with going about business with minimal environmental impact, which will also be true with the southern extension.
With over 300 employees at Mandalong and hundreds more benefiting through contract work both on and off site, it would be a huge blow to the community should the mine close prematurely.
If approved it will extend the life of the mine and my career there up untill 2035. This means the local community will continue to benefit from local spending, the companies support of local organisations and groups and from reliable and affordable coal supply to local electricity suppliers.

I wish to support the expansion of Mandalong Mine.
I work for Centennial Coal at Mandalong Mine and do not, along with 300 other people want to be out of work. Our taxes are major contributor to the country and our wages are keeping many businesses in the local are alive. There would be 300 families displaced if the mine does not get the expansion approved, most of these people would be forced to move from the area to seek employment. Centennial Mandalong also employees the services of many local contractors and without the mine these business also will close.
Centennial Mandalong, as is all Centennial Mines, is committed to the environment. Recently Mandalong Mine commissioned a Gas Flare to reduce the effects of mining on the atmosphere. Another project nearing completion at the Mine is a Ventilated Air Methane Regenerative After Burner (VAM-RAB). This plant is co funded between Centennial Coal and the Government. The plant is being constructed by another local firm and needs the mine to keep their business going. The VAM-RAB shows the commitment that Centennial has to the environment by taking on a world first project that long term could lead to a all mines operation and destroying all of their fugitive emissions.
In conclusion, any person driving along the M1 (F3) would not know that the mine is located at the intersection of the M1 and Mandalong Road. Like wise, if you drive along Mandalong Road, the only way you can tell that there is a coal mine in amongst the Protected Trees is that there is a sign out the front. There is no dust, noise, smell or coal stockpiles. The mine supports local sporting teams, clubs and schools, so why not let it continue operating?
