Submission objection to notification of modification( SSD 5144 MOB 6)
I am an adjoining private property owner on the western boundary to
the infrastructure site owned by Centennial Coal. I have received
written information from the company providing me with the company's
intention to modify consent SSD - 5144 to temporarily allow for the
controlled release of water from the sediment dam at the MSSS
following rainfall events into the unnamed creek that flows into the
upper reaches of Moran's Creek. As a private property owner with
subsequent rights to pursue objection to any unclean substance being
distributed and released into my property. The company have released
the information that the water is containing sediment and nutrient
loads off the construction site has occurred, there may be foreign
pollutants that are not consistent to the natural estuary environment.
There is environmental legislation to support the preservation of
contamination to the natural environment. I personally have committed
my privately owned property to regenerating the estuary systems to the
natural ecosystem, i.e. vegetation regrowth and the provision of the
rejuvenation of the endangered species including groves of Biconvexa
Melaleuca. I use organic nutrient based fertiliser. If this
modifications passed, my commitment to an organic chemical free
environment has been I believe unjustly impeded by that decision. This
would be an impact on my privately owned property by this
modification. It is within my right to be able to continue to farm and
enjoy my amenity as I choose.
The legislations set by the Planning and Environment Department
through the approval process support my entitlement. This discharge
process was not approved in the initial SLE EIS and should still be
denied approval now.
The traffic on Mandalong Road through the infrastructure building
process is substantial to date and for the future, the additional use
of a truck to transport water consisting of sediment and foreign
matter would be of no further significance to traffic.
I request that the department do not support this process and that
Centennial Coal utilize the projects approvals already supported and
truck the water to the site already allocated for these measures. The
truck will not prove to be any further extra burden that the SLE
project has already had on the environment or the road. In saying that
the release of foreign sediment and foreign pollutants to a natural
water source I believe would not be of an environmentally friendly
choice. I object to the project being approved to disperse an
unnatural water supply which runs into my property. Also the water
would be dispensed into a intermittent flow of water and would sit
stagnant in ponding areas of the creek system such as stock watering
areas. I note Mandalong Southern Extension Project - Modification 6.
Information provided to me by Centennial Coal Mandalong. 3. Risks on
water quality from the site are low. Centennials information states
"Currently all dirty water reporting to the site Sediment Dam is being
disposed of through the means including irrigation, evaporation and if
necessary water cartage."
The quality of water captured within the dam is relatively clean
however sediment and nutrient loads off the construction site has
occurred however these have been appropriately managed within the
sediment basin, "not released into a natural water course".
Please refer to environmental study information for endangered
ecological and fauna threatened species listed within the Moran's
Creek and the footprint of the local mining area for Centennial Coal.
I have recent photos of a Jabiru that has migrated down to my property
on the 7th October 2018, there are also other documented species
within the EIS and other research and studies to date.
Please take note of this information Planning and Environment!
Threatened species should not be exposed to even the slightest
alteration of their natural environment, and interference to the
natural environment when there is an alternative option with no
additional impact, truck the water to a site already providing the
necessary measure to dispose of the water. I believe this is an
unnecessary alteration to the initial approval, I believe unnecessary
disruption to the environment and adjoining property owners but
convenient unnecessary infrastructure for the mining process.
