We are say NO to this modifcation of stage 1 early works because in the past this community doesn't want an intermodal what does it take to listen to our request no to the Intermodal no is no.

I object to the Moorebank Intermodal Terminal Stage 1 Early Works (SSD 5066 Mod 1) modification application.
The application reveals the completely unacceptable scale and intensity of the works within the residential and sensitive ecological context of the area.
The truck movements will start the clogging of the essential arterial roads of South West Sydney, a process which will continue until the Moorebank Intermodal trucks render the roads virtually unusable for many hours of the day, a scenario of which the NSW Department of Planning and Environment has been repeatedly warned.
A more sensitive modification would be to enslave the inhabitants of surrounding suburbs, and force us to carry the proposed fill in baskets on our backs. Three vast pyramids could be built in honour of our great political leaders and their desire, against all reason, to build something really big and useless as their legacy.
We could then return to daily life in a liveable environment.

That is a shock as it has been approved. my question is how you deal with beeps, bumps and clunks during 24x7 operation? I cannot find any document about it, all are about the trucks, trains, I dont want to suffer these noise in the rest of my life, even in the night..

This project is so dissapointing. It will impact our air quality and bring about extreme levels of increased pollution. It will heavily worsen the already overly congested traffic on the M5 and make our area more dangerous. I strongly object to this initiative as it will impact our community very negatively.

I strongly object to this proposal.
Having lived in this area since 1999, I feel I have a right to an opinion and comment on the changes I have noticed over the past 17 years.
The amount of traffic in the area has increased so much and there are many more trucks roaring down the suburban streets than ever before.
I live on Nuwarra Road and the potholes are horrendous, especially after the rain.
I cannot sleep with any windows open due to the noise of the trucks all through the night. My balcony and windows are filthy with black dust from the heavy vehicles

I strongly object to the Moorebank Intermodal Terminal on the grounds:
Increase in traffic currently with the widening of the M5 bottle neck now occurs at Moorebank entry. With increase of heavy vehicles this will create heavier congestion on the entry and M5 as well as diesel pollution with the increase of vehicles.
State of the Georges River, increase in traffic will create a run off of pollution into the Georges River which will destroy the natural habitat, water quality for the animals that uses the river.
Destruction of vegetation also will impact heavily on the natural habituate.
It makes no sense to place an intermodal into an areas that will out grow its use in a few years.

I would like to make it known that the modifications to this proposal will impact on my community and my family, we have chosen to live in this area, we have established our lives here, bought homes and invested into the community. The impact on the roads will not sustain this increase of an extra 1490 trucks plus 190 light vehicles. Let alone the impact on the Environment from crushing of demolition materials. The noise pollution will cause stress, the congestion on the roads will cause frustration and stress, the impact on Environment will chase away the native fauna such as kookaburras, koala's, Galah's, crows, it is not right or fair for humans to come along and destroy their habitat or other human being habitats.
The impact on health not only cause psychological stress as mentioned above but physical, with pollution from trucks, crushing of demolition materials increasing asthma levels that myself and family members suffer.
Other health conditions such as leukaemia, cancers, thyroid illnesses will be exacerbated by this pollution.
In this area we have numerous schools, nursing homes, hospitals, residents, we also have an already congested road system, I travel down Anzac road and the M5 every day to go to work and the congestion is insane, the accidents already prevalent will only get worse with the addition of this increase in heavy haulage vehicles, contributing to already dangerous conditions.
A better place for this intermodal would be closer to the new airport at Badgery's creek or off the M7 where there is no residential properties currently.
Imagine if this was on your door step what would you do?
Your whole life invested in this one home, family health and community.
With no means to move anywhere else and no reason to.
In our family there are four families who live in this one suburb, the freight terminal will impact each and every one of them.
This is a lovely, vibrant community, trying to get ahead in life.
This terminal will obliterate all we have worked for, and that means nothing when dollar signs rule your life but when this is your home it means everything!

This development is absolutely not appropriate for this residential area it is absolutely not fair or right for all the residents of this community to be dumped with this huge burden, which will affect local health and huge disruptions to our local roads, including enormous increase in noise and our local traffic.
The decision makers have not adequately taken into consideration the views of local families, which the majority have young children and have chosen this area to raise their families in a quiet and clean environment, before this rubbish has been dumped upon us, almost disrespecting the views and opinions of this community.
We sincerely urge you to reconsider this unfair project, and find another place, which is more appropriate!
There are plenty of areas more appropriate in this big city of ours.

The proposed filling operation is extra to the scope of works to which extensive public debate was invited by the proponents on earlier exhibition and public information sessions. The additional scope is so large and potential impacts so great the community has not been given the opportunity to be informed as to the compound affects on both pollution, heat sink and traffic perspectives. It can be argued that had the proponents revealed the full scope of works earlier more extensive community opposition and government reconsideration of the suitability of the location would have presented.
The effects on the Georges River would be extensive increasing flood risks down stream and damaging the natural ecology.. The additional fill would raise the property making valuable increases to heat sink effect on surrounding populations. The surrounding environment may receive temperature increases of 4-6 Degrees Celsius in summer heat waves making ambient 35-40 degree current achievable and experienced temperatures to achieve dangerous to health elevated levels due to the combined effect of compacted lands and the intended preparations purpose for steel container storage.. In my view the project lacks sheer logic.

Submission on modification request on Moorebank Intermodal Stage 1 SSD-5066 (Early Works)

Firstly I must place on record my amasement that such a large remediation issue was totally overlooked during the original studies. These people are supposed to be professionals yet they obviously failed to observe that the site wasn't level, or was the failure deliberate???? It also questions the validity of the overall studies.

3.1 Page Proposed Modification, 13 & 14: Shows the requested modification of working hours. I totally oppose any modification to the working hours with the exception of 6.00 to 7.00am week day mornings. The reason: (1) Many people start their working day early and to have this operation going till 10.00pm weeknights is unacceptable. (2) For most people weekends are exactly that, time for people to relax and recharge for the forthcoming week. It's selfish of the proponents to even consider extending the Saturday workday from 1.00pm to 6.00pm.

3.2.3 Construction Methodology, Page 22: The commitment to the suppression of dust is very vague. Reason: (1) There is no advice as to suppression of dust from the crushing facility, which I note has two to three crushing processes. (2) Virtually no mention made of dust suppression other than the truck tipping area and a vague statement re watering unsealed roadways not haul roads. People living in the suburbs surrounding the site should not be expected to contend with dirt floating or blowing over their properties or impacting on their health. (This needs to be a watertight condition)

3.2.8 Construction traffic movements, Page 25: (1) States that the daily truck movements will be 1,490. My concern is that when the calculation is done based on the proponents figures the result will be the during the 6 to 9 month period there will be between 232,440 and 357,600 truck movements into the local road network during that period. I have great concern at this number of heavy vehicles coming into the area as there will be no road upgrades in place to cope with this additional volume. Time and time again our community has raised this issue with both the Government and the proponents of the fact that the local road network is near capacity as it is, yet they keep rambling on down the track in ignorance of the facts. (2) Its obvious that the proponents are only interested in getting their vehicles in and out of their premises. They have absolutely no interest in impact this traffic will have on the local road network, IE not their problem. Monitoring of the total road network, not only the site entry point must be carried out by an independent body.

5.1.2 Impact assessment, Page 35: Shows those 16 daily trips to Glenfield Waste Facility will be required. Due to the narrow causeway the risk of a potential accident involving vehicle passing on the causeway exists. As such strict conditions need to be applied to ensure the number of trips aren't exceeded.

5.4 Noise & Vibration, Pages 48/49/50: No mention is made to noise level of the crushing plant. The crushing plant will potentially create high levels of noise and dust and as such should be assessed under a separate development application and not approved as a modification.

I oppose to SIMTA Early Works Modification SSD-5066

I oppose to 745 trucks creating congestion on local roads of Moorebank and Wattle Grove everyday. That is equivalent to 1490 truck movements daily. I oppose to this taking place over 6-9 months or even longer, creating a total of 232,440-357,600 truck movements over that time. This is based on SIMTA's Modification Application. The duration of time required to complete the crush and fill project is an assumption by SIMTA, and based on all things going smoothly, in particular obtaining extended operation hours and access via tonnage limited roads.


SIMTA wish to add the much larger
"river side" MICL (Government) project [est 200 ha] into their smaller project [est 65ha] without filing a new application
.
The new proposed works are much larger and extremely significant by comparison to the previous early works approval. The nature of the new works also assumes future approvals of stages not yet reached or applied for.

This amount of fill indicates that the applicant intends to flatten the entire precinct, which we would classify as formwork and or the foundations for a specific construction project. As there is no Development Application, such works are premature.

I doubt the applicant's ability to deliver 1.6 million m3 of fill onto the site, in time
frame quoted, without the local traffic network massive traffic congestion. I also find it disturbing what this amount of "clean fill" will mean for the flood plain and its biodiversity.

When these "Early Works" were presented to the Community at consultation, they were sold as remediation only. In this case meaning the remedying of contaminated land and demolition of non heritage army storage buildings.

The creation of a "Crushing Plant" onsite is disturbing.
It is intended to crush large or oversized "fill" and to crush or recycle demolition materials, like concrete and possibly even asbestos in the old Army buildings. Again this is unknown based on information currently available. There is no mention in the application of Air Quality Monitoring or Air Quality Safety Measures on the Crushing
Plant. There is not sufficient monitoring to manage the significant influx of trucks,
diesel particulate, fill and dust that this modification will create.

Vegetation removal would not be required unless there was a wholesale flattening of the site.
Such an activity would form part of the construction phase and is therefore unnecessary at this time.
Sediment and erosion control works would be required as a result of Vegetation clearing. Accordingly, it is also unnecessary at this time.

On another valuable portion for the Georges River, only 5km from the intermodal site, the Moorebank Community and its surrounds are also opposing a planned Concrete Recycling Plant. It is another carcinogenic industry set between the riverfront and residents.
Liverpool Council is strongly opposed to this project as well as the intermodal. Currently the Concrete Recycling Plant is on hold as legal action is being taken to prevent the project at this location. Set against the contested Concrete Recycling Plant, the prospect of another or a similar crushing or recycling plant being built on the intermodal site, just to remediate the site, is beyond belief and shows complete contempt for the community, the region and the river.

In the Modification Application SIMTA and MICL have entered into agreement, which will see SIMTA responsible for all future applications. That means that the SIMTA site will now be called Moorebank Precinct East [MPE] and the MICL site will now be called Moorebank Precinct West [MPW].
Almost 2 years after it was recommended the Moorebank Intermodal has now become the single project with a single project pipeline or process.
Accordingly, if SIMTA is responsible for all future applications, it is our view that SIMTA is now also responsible for adhering to all the restrictions handed down by the Planning and Assessment Commission, when it advised conditional conceptual approval in early June.

These effectively include:
1. The Freight Rail Spur Line and Rail Bridge over the Georges River, which is valued at
$960 Million, must be built before operations can commence;; before any containers arrive onsite or intermodal activities begin.
2. All Containers must arrive by Rail;; they cannot be transported to / from Port Botany by truck, unless there is scheduled track work.
3. Before any Rail activity can begin the proponents must present how they intend to meet Best Practice standards for Diesel Locomotives and Freight Wagons.

Additionally, PAC indicates that conceptual approval is "subject to further considerations of key issues associated with the project, particularly in relation to traffic, noise, air quality, biodiversity and heritage."
The PAC advised that the RMS and Transport for NSW are currently undertaking modelling, the Proponents will then need to submit a Traffic Impact Statement based on this modelling. This report will then be reviewed, as "the consent authority must be satisfied that the project will not exceed the capacity of the road and rail networks."
It is my understanding, in consultation with the PAC and the Planning Department, that a Traffic Impact Statement needs to be completed for the entire precinct. This TIS will then go on public exhibition, submissions can be made, likely followed by a Public Hearing, where anyone can register and address the Planning and Assessment Commission directly.


I suspect that SIMTA is attempting to circumvent the restrictions put on the MICL Concept Approval, while also attaching construction preparation activities for the whole precinct onto their earlier and much smaller Early Works / Conceptual Approval.
This would effectively save SIMTA millions in new revised studies and or new precinct wide applications.
It would also squeeze through early construction processes across the whole site before any new standards are established or new applications are expected.
The implication is SIMTA is aware that a precinct wide application, based on current and correct studies, models and legislation, as well as meeting the PAC restrictions, would identify the project as defunct and far too costly for the State and Federal Governments to support or condone.

I was concerned to receive the letter stating the proposal to seek approval to make modifications on the Moorebank Intermodal Terminal Stage 1, the whole thing has me very worried as well as many in the community are!

The way the modifications are worded I feel as though they are written to not worry but in fact they have me very worried, I strongly object to the SIMTA Moorebank Intermodal Facility! If the Intermodal was at Moorebank it will cause more traffic, more noise and more pollution on the already choked roads! And this will cause such a big strain on the community and the environment which is such a big concern! Furthermore, the M5 and surrounding roads would become even more congested with extra trucks on it, I do not think these roads are capable of taking any more strain and it would lead to them coming to a grinding halt!

I feel like if this Intermodal goes ahead at Moorebank it will be a major and regrettable mistake.

I think it would be more suitable to be built at better location (eg. the new international airport at Badgerys Creek), the benefits of being located at Badgerys Creek airport, the Intermodal Terminal could be used to its full potential for road, rail and air. Also there it can connect with existing and planned major transport routes.

South West Sydney is wonderful place to live, please reconsider the location of the SIMTA Intermodal!

The imminent construction of the intermodal facility in Moorebank NSW will have catastrophic impacts on our local community and lives of all local residents with absolutely no exceptions.
There is absolutely no intelligent justification for locating such a furmenty opposed facility at Moorebank - due to the horrendous social and environmental impacts and costs associated with the development and operation. This is a full scale industrial transport facility which is surrounded by thousands of young families and their homes, Moorebank is also home to one of the healthiest river systems in the greater Sydney area being the Georges River.
Having this monumental ill-conceived industrialised operation in Moorebank will mean an extra 10,000+ container transport and general haulage trucks a day added to the already disastrously designed and implemented M5 Motorway, thus compounding further congestion on the M5 and more importantly our already overburdened local road network with absolutely no consideration for local residents future wellbeing or our total opposition of this project.
Residents are already having to deal with the pollution and health impacts from the M5 and the government we elected to serve, is just turning their backs on us once again it is totally wrong.
This intermodal will dump even more pollution on top of what is already produced by the disgusting M5 Motorway, and adding more noise and be responsible for more health impacts on all communities in the area of this Intermodal.
And to suggest that environmental modelling says otherwise is nothing short of a political con job, as the deal was done some years ago by a previous government is totally clear to all affected.
The development of this intermodal will turn the Moorebank into an industrial wasteland a dumping ground for 10's of thousand freight containers yearly, such as can be found adjacent to the Sydney Airport a literal mountain of countless thousands of containers reaching into the sky and into flight paths ( another brilliant piece of planning incompetence)
The intermodal will literally destroy any future of Moorebank. The Moorebank Intermodal site is better suited for housing and recreation for future generations to come, when affordable housing is in such short supply so close to the CBD and transport infrastructure.
It is clear to all but state and federal government that the intermodal would be suited located at the planned Badgerys Creek Airport location which will have the critical infrastructure required to support such a large scale project, and without the adverse social and environmental impacts on the surrounding community.
My family and the local residents in our community implore you to reconsider this ill-fated planned construction in Moorebank that is already under immense environmental impact from the M5 and new industrial complexes already here. If not for any other reason you should not allow this project to proceed for the sake of our children and generations to come.
Furthermore it is totally clear and has been documented that this Intermodal facility will only become larger and need to handle triple or more of it planned capacity in the very near future, requests to this effect have already been made by the operators.

It is inhumane to build a commercial facility in the heart of suburban life. The pollution and traffic impact alone will cause severe impact to local citizens health and everyday life! Government should consider building this facility outside Sydney suburbs.
