Bloomfield proposes to continue mining operations two additional areas known as:
• The Creek Cut area.
• The Workshop area.
Mining of these additional areas would extend the life of the mine until 31 December 2035.
EPBC
This project is a controlled action under the Environment Protection and Biodiversity Conservation Act 1999 and will be assessed under the bilateral agreement between the NSW and Commonwealth Governments, or an accredited assessment process. I support the project on policy, economic and social grounds. Bloomfield Mine is a significant local employer which is active in the local community, contributes to the state via coal royalties and payroll tax and to the Commonwealth via PAYG and income tax and to global energy needs via its long term customer contracts. Its employees are local residents and its owners are Australian tax residents. All of the economic benefits that it generates remain within Australia.
The modification process for existing mines was intended to be effective, efficient and relatively low cost for the proponents and for the state with a lower level of investment risk and time uncertainty than that associated with applications for approval for new mines. Given the importance of mining generally and coal mining in particular to the region and to the state, such applications should be strongly supported particularly when the proponent has an established record of integrity and responsibility.

• The project will provide tangible social and economic benefits to the local community and positive flow-on effects to regional and State economies through additional wages and royalties.
• The project aims to decrease the size of the final void, as well as increased landform suitability for grazing as a final land use.
• The project aims to address legacy matters and improved long term stability benefits from mining the shallow underground workings in the Workshop Cut which would remove the potential for continuing sink hole issues caused by mine subsidence.
• Optimise resource recovery. The coal resource is a public asset owned by the State of NSW and it is therefore in the public interest to optimise resource recovery.
