Events like Splendour in the Grass and The Falls Festival are vital in creating a culture that supports creative vision, industry and individuals. They provide a safe arena where people can express themselves, be a part of something they are passionate about and continue to expand their knowledge and appreciation for the arts. These events create culture and who would want to deprive a generation of this incredible right of passage.

I would like to make a submission in favour of North Byron Parklands trial being extended. As a local Creative Producer working across performing and visual arts I believe that the events that are held at North Byron Parklands deliver a huge amount to the economy and creative industries of the Northern Rivers. They inject economic benefits and produce much needed career pathways for local artists to collaborate with national and international artists. They set best practice standards for professional event management and festival production and it would be a huge loss for the local creative economy to lose them.

I visit the Byron Bay region every year to attend Splendour in the Grass at North Byron Parklands, which is a great venue for a music festival. I hope it is becomes a permanent home for Splendour in the Grass and Fall Festival.

I, Mark Streten of OCEAN SHORES, am frustrated that Parklands (PL) are making this request for a modification and wish to register my total disapproval of it.
I raise the following as my objections to the Modification.
1. There are clear alternatives available to PL that make the Modification unnecessary and an inappropriate alternative.
When Parklands accepted the ruling of the PAC (Planning Assessment Commission), they knowingly were aware that when the Trial Process was over the authority for changes lay with the local Councils. The PAC STATED clearly that, "outdoor events following the trial period will require approval from the Council under part 4 of the EP&A Act".
PL's request is a request to override and sidestep a condition they knowingly are aware of as one of their conditions. Quite simply, I regard that the Minister should not even consider this request. It is now in the domain of the local Councils by definition of the PAC conditions.
2. I also wish to raise the concern of the Tweed Byron LAC (police Local Area Command) which has thrown serious concerns for safety at the PL site.
3. As a resident, I express my fears with issues of grave concern to local residents in respect to illegal camping (including camping in state forest with all the consequences of that), antisocial behavior, increased litter and debris in our waterways and on our beaches, and traffic problems as a result of an inadequate infrastructure to accommodate the numbers being requested.
The other festival site in the shire (BlueFest) is accountable to the local community.
It is time PL became accountable to the local community, and to the written conditions of the PAC to which PL should adhere to.

As a business involved in the producing of music events, the approval of this site is of great interest. Over the years we have seen the creation, success and consequent demise of many events, for a multitude of reason.
It is invariably the case that events of the music festival nature are forced into locations that are not built to hold such events, the square peg in the round hole scenario. This of course adds cost and stress to an event.
Without events of the nature that is purposed for NBP the industry itself suffers, both in experience building and in income. Sound companies, Lighting companies, stages, toilets the list is extensive. Not to mention people - Event Mangers, site workers, audio and lighting people caterers, the list is extensive.
There is now a multitude of courses promoted by schools and Universities encouraging kids to study in this field, without shows there is no industry and without Governments taking this into consideration there never will be a legitimate industry for these kids to walk into.
We fully understand the impact it has to the local area and community, but surely the economic benefits must take equal consideration, not to mention the social benefits of such shows.

I am in support of the North Byron Parklands Trial Period Extension Modification for Splendour in the Grass and Falls Festival Byron. The festivals provide employment and work opportunities for the locals. The festivals support the music/creative industry and bring both Australian and international artists to the Byron Bay area. This boosts tourism and the local economy, which supports other businesses in the area. Local businesses are also involved in the festival itself. Lastly, the festivals are a social event which brings the community together.

I am supporting Parklands in their bid to request an extension of 20 months to the 5 year Parklands Trial period. North Byron Parklands is home to the Splendour In The Grass and Falls Festivals, which I and my company 'Fallen Broken Street' attends every year and also holds a stall selling our range of hats. We are a local label that prides its self with being from Byron Bay and having these festivals run from the Parklands site has been great for our business to be exposed to many people we cannot get to. These festivals are and economic benefit to many businesses in Byron Bay and would be a great shame if the extension is not granted. The people that run the festival are fantastic and great supporters of the arts and creative industries. PLEASE GRANT PARKLANDS THEIR REQUESTED EXTENSION.

It would be devastating to local residents who are employed by the festival and businesses to lose their income if the festivals were unable to proceed over the next couple of years while permanency is resolved. When Splendour In The Grass relocated to QLD in 2010 and 2011, Byron shire felt its absence economically. It also left a large cultural gap in the calendar which a majority of locals are proud to host and also attend as patrons.

I have been Splendour in the Grass' publicist since 2011. It is iconic in the Australian music landscape and its reputation as a contemporary culture leader is now global.
Splendour, Falls and North Byron Parklands employ a huge range of local people and businesses including both myself and my husband, who is a full time employee of NBP. And while for some businesses this work is not year round, in most instances it is still vital to their annual income. We are so lucky to have this venue and these events in our area. Towns all around the country would kill for something like this to ignite their local economies.

Byron Shire is a unique regional area in that it is a melting pot of creative, innovative and vibrant individuals and companies coming together to create both a quality of life and a rich cultural experience for residents and visitors. With the writer's festival, the film festival, spirit festivals and music festivals being major highlights in the calendar. The organiser of Spendour and Falls should be congratulated on creating such a high quality music festival that attracts the best musical artists from Australia and the world. It is this sort of quality that makes Byron great and because of this I fully support North Byron Parklands.
