I totally object to Centennial's Modification 4.
. This submission will badly affect Carne Creek which is a beautiful and pristine area. It flows into the World Heritage listed Blue Mountains.
* Centennial Coal must not be allowed consent for Modification 4 over an area where first workings have already been sought and approved last year in a restricted manner that did not pre-empt decisions on the major extension by the Planning Assessment Commission.
* The proposed first workings being applied for under Modifcation 4 set up longwall mining of panels 1001 and 1003 that are wider than those previously approved and will lead to more environmental damage in the sensitive Carne Creek catchment than was caused in the Wolgan River catchment.
* Centennial Coal is manipulating the planning system to gain a tactical benefit, namely to set the width of the longwalls as a precedent in the sensitive area proposed for future mining under SSD 5602 before the Planning Assessment Commission as considered the major extension proposal.
* Centennial Coal is attempting to "lock in" the position of regulatory authorities regarding damaging mining in this sensitive Carne Creek area before the Planning Assessment Commission has decided the matter.

Dear Sir/Madam,

Submission as an Objection - Angus Place Colliery PA06_0021 Modification 4
Pre-emptive development of roadways and headings for longwalls 1001 and 1003
- See more at: http://www.colongwilderness.org.au/stop-centennial-coals-dodgy-mine-modification#sthash.9LRgN6gW.dpuf

I note that Centennial Coal have already caused significant damage to the beautiful Wolgan River which flows through the Wolgan Valley. Other creeks and rivers have had their flows curtailed because of coal mining. Please do not allow the pristine Carne Creek catchment to be destroyed, and do not allow the ecologically significant upland swamps of Newnes Plateau to be drained and destroyed. Too many of our beautiful wilderness areas have already been compromised, people can no longer go there, they are either unsafe and cracking, or already collapsed and dangerous. This is happening in country where the flora and fauna has not even been fully assessed. We should be giving up on coal NOW and embracing solar power!

The Modification 4 proposal should either be refused or its determination deferred until the major mine extension for Angus Place (SSD5602) is assessed and determined by the Planning Assessment Commission. This small amount of proposed mining is not needed for continuity of operations at Angus Place, and I oppose this proposal as it pre-empts decision making for the major mine extension proposal under assessment (i.e. SSD5602). The roadworks and headings should not be allowed to be constructed until approval for longwalls 1001 & 1003 is determined.

I am now an elderly bush walker, photographer and artist. I have explored some of The Garden of Stones area and found many very beautiful rock formations, flora and fauna. I was amazed to see such ancient beauty and want now to take my family to see this wonderful place. When my grandchildren are older they too will explore and learn, and appreciate the unique beauty of the Australian bush-land. Some areas are mind-blowing and to promote this area would be a great attraction for the overseas tourist. Once destroyed these places cannot ever recover.Where's the commonsense over profits for greedy people. When is enough enough?

Pre-emptive development of roadways and headings for longwalls 1001 and 1003

How many more of these dodgy proposals are the public going to be required to object to? If it is approved it will be blockaded anyway.

- The Modification 4 proposal should either be refused or its determination deferred until the major mine extension for Angus Place (SSD5602) is accessed and determined by the Planning Assessment Commission.

- This small amount of proposed mining is not needed for continuity of operations at Angus Place, and I oppose this proposal as it pre-empts decision making for the major mine extension proposal under assessment (i.e. SSD5602).

- Centennial Coal advertised this minor Modification during the exhibition for the major mine extension causing confusion and to be fair all the submissions to Modification 4 and SSD5602 proposals must be considered in relation to both these proposals.

- Centennial Coal must not be allowed consent for Modification 4 over an area where first workings have already been sought and approved last year in a restricted manner that did not preempt decisions on the major extension by the Planning Assessment Commission.

- The proposed first workings being applied for under Modifcation 4 set up longwall mining of panels 1001 and 1003 that are wider than those previously approved and will lead to more environmental damage in the sensitive Carne Creek catchment than was caused in the Wolgan River catchment.

- Centennial Coal is manipulating the planning system to gain a tactical benefit, namely to set the width of the longwalls as a precedent in the sensitive area proposed for future mining under SSD 5602 before the Planning Assessment Commission as considered the major extension proposal.

- Centennial Coal is attempting to "lock in" the position of regulatory authorities regarding damaging mining in this sensitive Carne Creek area before the Planning Assessment Commission has decided the matter.

- Carne Creek is currently in a pristine state, and its waters that flow through the Greater Blue Mountains World Heritage Area are of the highest standard.

- Carne creek must not run bright orange or suffer reduced flows, just like the Wolgan River after Centennial Coal wrecked it.

Thank you for the opportunity to comment.

This Modification should not be approved until the Angus Place Mine Extension Project (SSD 5602) is decided, as it is the first workings in the extension area.
The mine plan in the extension area may need to be modified to totally avoid sensitive surface features which will be damaged by ground subsidence.
Even the mine admits that subsidence will occur, with associated cracking that will affect the surface features and groundwater. EEC listed Newnes Plateau Shrubs Swamps should be fully protected from damage.

Stop damaging the Newnes Plateau with its unique ecological values, including endangered shrub swamps.
Centennial Coal mines in the area have a proven track record of damaging swamps in their previously mined areas, including Lambs Ck, Kangaroo Ck, and the headwater gullies of the Wolgan River. Don't spoil pristine Carne Ck and its shrub swamps in the next expansion of mining.
The Angus Place Extension Proposal should be determined first before the first workings in that area are allowed to be carried out.

I object to the Modification proposal of first workings in the Angus Place Extension area before the Extension Proposal is determined.
Centennial mines operating on the Newnes Plateau have a poor record of protecting the environment (including endangered swamps), and have damaged or polluted every creek that they have mined under.
I don't want the same to happen to Carne Creek.

I object to the behaviour of these mining companies (including Centennial Coal) who dig up billions of dollars worth of coal and so have endless money to do what they want, including building millions of dollars of infrastructure (as happening right now on Sunnyside Ridge on the Newnes Plateau) before they even have approval for mine extensions, and getting consultants to write EIS reports which invariably conclude that there will be "no significant" environmental or social impacts of any sort.
The only sure way to avoid adverse impacts on surface features or groundwater is not to mine under them.
That is the only way to protect the unique Newnes Plateau ecosystem (including EEC listed endangered Newnes Plateau Shrub Swamps) and the scenic geodiversity.
Too much damage has already been done in the previously undermined areas, including cracking affecting groundwater, swamps and rock formations.

The EA is seeking approval for continued operations at Angus Place Colliery which is vital to securing the availability of local jobs. Our community is heavily reliant on the availability of local jobs which in turn supports many other local businesses in the area.

The EA outlines that Angus Place Colliery is able to manage the minimal environmental impacts using existing systems.

Angus Place Colliery has a good environmental record and strong community links within the locality in which it operates. Sustained operations at Angus Place Colliery are essential to offer continued local employment opportunities whilst providing a much needed energy resource.

Submissions needed opposing Centennial Coal's dodgy mine modification
Your help is needed to reveal the last card in Centennial Coal's three card trick. Centennial has already played its cards for two major proposals in the Gardens of Stone region, but now we must stop a modification of Angus Place mine that would allow damaging mining in the sensitive Carne Creek catchment. It's a con job intended to force the regulator's hand.

SUBMISSIONS DEADLINE - Tuesday June 10th, 2014.

Lodge your submission online following the step by step process below.

SUMMARY: The proposed Angus Place modification 4 proposal actually forms part of the state significant development recently on exhibition; a major mine extension over 2,638 hectares of Newnes Plateau (SSD 5602). Centennial Coal claims it needs this minor modification to allow it to continue mining while the big project is assessed. It is a tiny proposal in terms of the amount of coal mined but it will set a precedent that allows damaging mining in the sensitive Carne Creek catchment that contains the best swamps on Newnes Plateau.

A year ago the Department of Planning and Infrastructure ruled out an identical mine modification. Centennial Coal is having two bites at this cherry because the stakes are high. Centennial wants to lock into position all the regulatory authorities behind damaging mining in the Carne Creek catchment. It wants high intensity mining that will wreck the best upland swamps on Newnes Plateau. We have to make Centennial play by the rules. Ask that this proposal be sent to the Planning Assessment Commission or refused outright.
