- The Modification 4 proposal should either be refused or its determination deferred until the major mine extension for Angus Place (SSD5602) is accessed and determined by the Planning Assessment Commission.
- This small amount of proposed mining is not needed for continuity of operations at Angus Place, and I oppose this proposal as it pre-empts decision making for the major mine extension proposal under assessment (i.e. SSD5602).
- Centennial Coal advertised this minor Modification during the exhibition for the major mine extension causing confusion and to be fair all the submissions to Modification 4 and SSD5602 proposals must be considered in relation to both these proposals.
- Centennial Coal must not be allowed consent for Modification 4 over an area where first workings have already been sought and approved last year in a restricted manner that did not preempt decisions on the major extension by the Planning Assessment Commission.
- The proposed first workings being applied for under Modifcation 4 set up longwall mining of panels 1001 and 1003 that are wider than those previously approved and will lead to more environmental damage in the sensitive Carne Creek catchment than was caused in the Wolgan River catchment.
- Centennial Coal is manipulating the planning system to gain a tactical benefit, namely to set the width of the longwalls as a precedent in the sensitive area proposed for future mining under SSD 5602 before the Planning Assessment Commission as considered the major extension proposal.

- Angus Place Colliery PA06_0021 Modification 4 Pre-emptive development of roadways and headings for longwalls 1001 and 1003 -
I oppose the proposed mining activity of Angus Place Colliery for a number of reasons: the land is highly sensitive and there are a number of swamps and fauna that would be destroyed forever should the long wall extension go ahead; Carne Creek is of pristine quality and the proposed long wall activity will destroy the river and turn it orange, as has already happened to the Wolgan River; the environment is beautiful and it is a national park with substantial landscape features that must not be destroyed or manipulated. The place deserves ongoing conservation, not destruction at the hand of a transient mining corporation. This proposed activity will set a precedent for future destructive long wall mining activity and this will be detrimental to the sanctity of the Gardens of Stone heritage. Centennial Coal is manipulating the planning system to gain a tactical benefit, namely to set the width of the longwalls as a precedent in the sensitive area proposed for future mining under SSD 5602 before the Planning Assessment Commission as considered the major extension proposal. Unhealthy rivers and drained swamps are the beginning of a destructive era of mining that isn't necessary and has no place in the Gardens of Stone area.

This modification should be rejected as it starts work that is part of the larger Extension Proposal which has not yet been determined.
In the Subsidence Appendix C it states that the longwall panel widths in the new area will be about the same as those used in the previously areas. This is not acceptable as the previous mining caused many examples of damage to creeks (and swamps) such as Lambs Ck, Kangaroo Ck, and branches of the headwaters of the Wolgan River. There was also cracking in cliffs and surface rock formations.
The panel widths should be reduced to lessen the panel width to depth of cover ratio, to minimise ground subsidence affects.
Protecting the environment should take precedence over maximising coal extraction for corporate profit.

I wish to register my strong objection to the proposed modifications within the Angus Place Mine Extension Project (SDD 5602). Any further mining in the Gardens of Stone should be permanently banned to preserve this unique and highly treasured natural environment. The proposal threatens the sensitive Carne Creek catchment area, which is internationally significant and a place worth fighting for, as a community and as a nation.
I would rather pay more for my electricity, by having to ship coal in to Wallerawang and Mount Piper Power Stations (whilst they are still used), than trash our local treasures for short-term private gain. Please don't let Centennial Coal destroy or even risk our beautiful and valuable natural wonders. Surely the economic argument of future tourist dollars to the region is alone enough justification, without the ecological and geological factors that I hold so dear?
Speaking as a teacher of high school students, I observe that our youth are despairing of the poor judgement our community has shown too often when allowing damaging developments in our "sacred lands' (and seas).
This NSW government has shown itself responsive to strong community sentiment, so you should know that, in my opinion, this issue will be a litmus test for a whole generation of local young voters and future voters.
Please do the right thing and stop this madness.

Although I now live in Victoria, I have resided in NSW for most of my life.
I have a strong connection to the blue mountains and the surrounding wilderness areas, as it has been a special place for myself and much of my family.
It seems ridiculous that portions of pristine waterways and endangerd swamps on the Newnes plateau are to be put at risk by underground coal mining.
The damage caused by this form of mining in the Wolgan river, in parts of Sydney's water catchment, and in the Hunter valley are well documented.
It would be a tragedy if this damage was to occur again, in the Newnes area, simply for the benefit of the few shareholders of a company above the public interest and peaceful enjoyment of all of the citizens of NSW, Australia, and international visitors.
Sacrificing biodiversity for dollars is a travesty in this day and age, and this proposal should be rejected out of hand, as it threatens to undermine Carnes creek catchment, potentially cracking and draining the streams and waterways as well as damaging irreplacable sandstone pagoda structures in the area.

The fact that Centennial Coal advertised this minor Modification during the exhibition for the major mine extension has caused confusion and is unfair, as all the submissions to Modification 4 and SSD5602 proposals should be considered in relation to both these proposals, not as separate proposals.
As well as this, the proposed first workings under Modifcation 4 to set up longwall mining of panels 1001 and 1003 are wider than those previously approved. I am extremely concerned that this will lead to more environmental damage in the sensitive Carne Creek catchment than was caused in the Wolgan River catchment. Carne Creek is currently in a pristine state, and its waters, which flow through the Greater Blue Mountains World Heritage Area, are of the highest standard.
Centennial Coal do not have a good track record in maintaining waterway health - their previous mining operations had significant negative impacts on the Wolgan River, which ran bright orange and suffered reduced flows. To me this indicates that they are not capable of carrying out their mining activities without compromising the health of the surrounding environment in an unacceptable way.
For these reasons I believe that the Modification 4 proposal should either be refused or its determination deferred until the major mine extension for Angus Place (SSD5602) is accessed and determined by the Planning Assessment Commission.

I think this proposal should be rejected, or at least its consideration deferred so it can be assessed together with other proposed modifications to the mine. This proposal is basically for long wall workings for mining that needs to be separately approved - so why would you consider let alone approve the workings prior to considering and assessing the actual mining proposal.
More specifically, this proposed work is in a pristine natural area that in my view should be protected from mining, either long wall or open cut.
