Update planning rules for proposals near high pressure dangerous goods pipelines changed on 1 August 2024 to better manage potential risks.
The changes apply to proposals near high pressure dangerous goods pipelines that significantly increase the number of people nearby and/or introduce sensitive land uses (such as centre-based childcare).
The changes are not intended to prohibit development but help better protect the community. It also does not impact existing planning proposals and development applications prior to 1 August 2024.
An explanation of intended effect (EIE) was exhibited from 13 April 2022 to 18 May 2022 to provide further details on the proposed changes and the benefits. The exhibited EIE is available below for information purposes only.

The changes include:
- a ministerial direction to require planning authorities to consider risks associated with rezonings next to these pipelines
- a new guideline to help councils and applicants consider risks when planning for developments located close to high pressure dangerous goods pipelines
- automatic notification through the NSW Planning Portal to the affected pipeline operator of development applications lodged near pipelines. This is intended to better manage risk by involving pipeline operators early. The notification is planned to be active in the future.
