The Department of Industry - Lands & Water, Armidale (the department)
note that Lot 7005 DP 1052246, being Crown reserve 1334 for public
park, is located along the northern boundary of the proposed Armidale
High School redevelopment site on Mann Street. The plans for the
proposal show that this reserve is largely fenced out of the school
site and no construction is to occur in this area. Therefore, no
impacts on Crown land are anticipated and the department has no
objections to the proposal. However, we request that the applicants be
made aware of the reserve should any unanticipated impacts be
identified during construction and/or operation of the school.

We support the DA to re develop the AHS and look forward to the final
outcome, but as an owner of an impacted neighbouring residence, I am
concerned at any potential adverse impacts both short and long term
due to:
- increased traffic flow and noise from heavy vehicles during
construction phase and after completion with an increased student
population requiring access to the site,
- potential decreased access to on street parking adjacent to our
property during the construction period from heavy vehicle traffic and
on site worker parking,
-potential for construction noise and vibrations affecting the quiet
social residential amenity of the area or causing physical effect on
my property from drilling or blasting or affecting personal health and
wellbeing of property residents, and
-any potential disturbance to or deterioration of the air quality with
particular consideration to dust or asbestos blown from the site
during the redevelopment construction.
We would appreciate being kept informed of the hours of construction,
anticipating that whilst they will be outside the normal hours of
operation of the current school site, they will take into
consideration the residential nature of the area.
We would appreciate advice in advance of any major adverse impact
anticipated during the construction period.
We would also appreciate having an ongoing and readily accessible
contact person to discuss any impacting concerns that may arise as
neighbouring property owner over the duration of the construction
period.

Modifications to the electrical distribution network will be required to
accommodate the Armidale High School Redevelopment.

The works to be undertaken are contestable and costs for network
augmentation are to be met by the proponent.
A Design Information Package (Project Id: 116031) has been issued by
Essential Energy to Marline Newcastle Pty Ltd outlining the electrical
distribution network requirements.

Strictly based on the documents submitted, Essential Energy has no
comments to make as to potential safety risks arising from the
proposed development.

Essential Energy makes the following general comments:

1. If the proposed development changes, there may be potential safety
risks and it is recommended that Essential Energy is consulted for
further comment.

2. As part of the development, if required by Essential Energy,
easement/s are to be created for any electrical infrastructure.

3. Any existing encumbrances in favour of Essential Energy (or its
predecessors) noted on the title of the above properties should be
complied with.

4. Modifications to the existing electrical distribution network will
be required to accommodate this re-development. Satisfactory
arrangements for the provision of power to the re-development must be
made with Essential Energy. It is noted that a Design Information Pack
for project # 116031 has already been issued by Essential Energy to
Marline Newcastle Pty Ltd outling the requirements. It is the
Applicant's responsibility to meet all costs, fees and contributions
payable for the network modification / augmentation for this
re-development.

5. In addition, Essential Energy's records indicate there is
electricity infrastructure located within the properties and within
close proximity to the properties Any activities within these
locations must be undertaken in accordance with the latest industry
guideline currently known as ISSC 20 Guideline for the Management of
Activities within Electricity Easements and Close to Infrastructure.
Approval may be required from Essential Energy should activities
within the property encroach on the electricity infrastructure.

6. Prior to carrying out any works, a "Dial Before You Dig" enquiry
should be undertaken in accordance with the requirements of Part 5E
(Protection of Underground Electricity Power Lines) of the Electricity
Supply Act 1995 (NSW).

7. Given there is electricity infrastructure in the area, it is the
responsibility of the person/s completing any works around powerlines
to understand their safety responsibilities. SafeWork NSW (www.safework.nsw.gov.au)
has publications that provide guidance when working close to
electricity infrastructure. These include the Code of Practice - Work
near Overhead Power Lines and Code of Practice - Work near Underground
Assets.
