I am writing to you in regard to DA submission SSD-10393, the Scientia project – Monte Sant’ Angelo Mercy College.
While I understand that the School feels that it needs to be on a path of continual improvement with its building program, I would like to record the following objections:
1. There is already a great deal of construction happening on and around along Miller Street. Notably Victoria Cross Station which is already creating significant daily noise and dust. Please note that I am not against Victoria Cross as it will be great when it is complete. However, I believe more heavy construction so close by and for a long period of time as outlined in these plans will have a significant detrimental effect.
2. The noise report admits to sections of slow and noisy process at high decibels. I do not believe that noise assessment does not take into account the cumulative noise from other projects nearby and general street noise. I imagine there would also be a large and ongoing increase in heavy truck movements.
3. We are in the middle of a pandemic. Monte Sant’ Angelo is surrounded by apartments and many people (including myself) are working from home for extended periods of time. This proposed development will inflict a large amount of unrelenting noise during the workday. This is bad for work productivity and bad for mental health.
4. It is already hard to social distance on the existing footpaths. I believe this development will just make bottlenecks worse and social distancing is here to stay for a while.
5. A further note on the Pandemic. I am not convinced that this is a project that will be able to isolate itself from students, teaching staff, parents and the general public. It is simply inherently unsafe to proceed at this time. North Sydney is a built-up area and extra precautions do need to be taken.
Ultimately this is a construction proposal that seems completely unnecessary at this time and is detrimental to many in the community while being of benefit for few. The school must already have the facilities to teach and play sport adequately and this cannot possibly be deemed necessary construction at this time.
In Summary, I would like to see this project re-defined to be less invasive or delayed until at least the start of next year and assessed as to the safety of going ahead while we are in a Pandemic. As this is a highly built up community, I would also like to suggest a better balance to the noise load with a request that work stops by 5:00pm Mon-Fri and no weekend work. We all deserve to have peace in the evenings and weekend in the place we call home.
