I completely support this vital project for both the school and the community that lives in this area. My comment is about the people who live on Felton Road and they may need to cross the street from the western side to the eastern one and / or vise versa. Crossing the school, while walking, can be done only during the school opening hours, i.e. in the morning or in he afternoon. If some one wants to walk from one side of the street to the other they need to make a long turn via Pennant Hills Road.

What I would suggest is to create a pedestrian access that goes around the school and may be open for the community when the school holidays are on and outside school hours. I am not sure about the feasibility of this proposal but I believe it helps walkers to complete their walks without going to walk on very busy roads.

I am very concerned about the overshadowing the planned car park for 53 vehicles will have on our property. If the area of the car park was lowered to the existing ground level at our rear fence, there would be no overshadowing.
Also, the design of the car park is not suitable for easy access for the large service vehicles.
Danger to children from the overly busy traffic is already a major problem and has been so for a long time now as Police and Council Rangers will attest to. This dangerous traffic situation will be greatly worsened with the plans as they are outlined. Traffic already banks right back to the intersection of Felton Road and Arcadian Circuit, with blockages to and from each of the feeder roads in the vicinity. There are hundreds of vehicles coming and going several times a day and with the addition of delivery vehicles, staff vehicles, maintenance and waste services, this is going to become even more dangerous for children, both walking and being dropped off by car, than it is already. There is not enough room in that cul de sac for the volume of vehicles to navigate safely. You would only have to witness what happens at present to foresee what might happen in the future if the plan on exhibit for entry to the school at Felton Road West side is not drastically amended. If you are putting a road through for the long trucks to enter and exit Felton Rd during the build, why on earth don't you leave it in place permanently to facilitate the flow of school traffic? It would allow the traffic to flow more smoothly both ways and possibly alleviate the overall traffic flow to and from the school each end. The present plan is no plan for students to safely access the school grounds. We residents are very concerned already for the safety of the children and this will make things much more dangerous.

It was mentioned that a significant transport method was "cycling". I am a resident in the neighbour area, and very very rare to see any cycling traffic in real situation.
Most of the kids go to school either walk or in the car.

I object to the traffic plans for this project.

We've outgrown our turning circle - and putting an island in the centre isn't going to help the flow of traffic.

The traffic doubling back on itself is a major problem - it causes congestion.

Why can't we have a through road - with two way gates. Kind of like a draw bridge. Gates block the road access during school time - and gates that block child access to the road during drop off and pick up time.

Then we'd only have one way traffic through the school. We'd project kids and improve traffic flow.

I am glad to see the new looking of Carlingford West Public School. I only have one privacy concern of page 38 of Appendix 1 - Architectural Plans( PDF attached as illustrated and marked in the red box. As the staircase is exposed at the NORTH ELEVATION. Due to the new building height and it can overlook my swimming pool at 9 Hilar Avenue. I prefer to have a privacy screens installed on both sections of staircases.

I have carefully studied the detail plans for the Carlingford West Upgrade.
I live in a nearby avenue (west of the school) and the Traffic flow and parking impacts of the upgrade are not satisfactorily addressed. I have written to the Parramatta Council and made my concerns known. Impact statement have not yet been published.
There is inadequate on-site parking now and this will be exacerbated by the upgrade. Staff parking in my avenue cause regular traffic issues made a whole lot worse during drop-off and pick-up periods. The avenue is only 7 meters wide and the traffic flow survey did not cover my avenue. Twice a day (M-F) entry to my property or egress from it is blocked. Often at most inconvenient times.
Sometimes rubbish bins on the curb side cannot be collected on Fridays and spill over to Saturdays.
The Parramatta Council is undertaking a significant upgrade to the sports pavilion on the Kingsdene Oval in the second and third quarters of 2021. This will coincide with the upgrade at Carlingford West and I see no evidence of co-ordination between the Council and the School. What will happen when the construction phases are in progress and the School is still functioning?
At drop-off and Pick-up periods, there will be close to 4'500 people in the area with few access points. This is the size of a small city. I can't see how emergency vehicle can get in or out during busy times.
The turning arrangements as planned in Felton Road west are not going to make the current unsatisfactory situation much better. This is made worse by many of the vehicles that large 4WD with large turning circles.

*’Keep Clear’ or similar road signage on Felton Road west at the intersection of Edinburgh Ave. Cars regularly stop across this intersection during drop off and pick up times blocking access to locals trying to get to or leave their residence
*No Stopping (school hours) signage on the first half of Adrian Court where the road is too tight on that corner to allow cars to park for school drop off and pick up

Now the parking spaces around the areas are not enough. when it come to morning drop in and afternoon pick up time, both sides of the streets in the are fully parked, that come to block the cars of local residents. and also the more cars access the areas increase the travel times for locals.

Objection on Current plans by School Infrastructure NSW for Carlingford West Public School Upgrade.
I live in the area over 20 years, have noticed traffic around school has increase significantly, we are currently adversely affected by traffic congestion during school drop off in the morning and afternoon. it's effecting our physical and mental health, increase travel times, pollution, safety of local resident and the ability of emergency vehicles to access area.

The upgrade to Carlingford West School needs to take into account the impact increased student numbers will have on traffic in the area.
There needs to be an underground car park for all school staff.
The traffic is gridlocked in the morning and afternoon.
Westminster Avenue is often reduced to one lane only as car parking is still allowed on both sides of the road.
The Eastern section of Felton Rd is blocked by James Ruse parents and Carlingford West primary parents.

The traffic congestion is another concern which I forget to mention in my previous objection(Privacy related issue). Before starts up a big blueprint, I suggest that council should work out the way to improve the traffic congestion. If someone live nearby the school, it always takes extra 15mins to move within one km in the local areas (between 9:30-10am and 3:30-4:00pm). It is time to improve along with this plan.

I am a resident of Sandringham Drive, Carlingford at the back gate of Carlingford West Public School (CWPS).
I wish to voice my concerns that the proposed plan for the upgrade of CWPS had not adequately addressed the problem which the significant increase in traffic will bring to the neighbourhood, in particular Sandringham Drive, which is currently already one of the streets worse affected by the peak hour school traffic.
The issue with Sandringham Drive is that it is a rather narrow street, and yet is one of the thoroughfares to and from CWPS during peak hours. It is also a popular parking spot for CWPS staff due to limited limited parking space in the school.Basically, they parked their cars from as early as 7.00am to at least after 5.00 pm, some even as late as 6.00 pm. They park on both sides of the street.
In addition there are the parents' cars dropping off their kids in the morning and waiting to pick them up in the evening.
I am of the opinion that the proposed open car park within the school compound is not making the best use of space. It also falls well short if the staff numbers which means that staff members will continue to park at Sandringham Drive.
My suggestion is to replace the proposed open car park with a substantially larger underground car park which can provide enough car space for the staff and will enable the students to enjoy the open space or even use the space on top of the underground car park for recreational or sporting facilities. This will hopefully also relieve the residents of the neighbourhood from the hassle of having to cop traffic congestion and pollution in the morning and evening peak hours five days a week during school terms.

I am concerned that the proposed school upgrade appears to do nothing to alleviate the amount of traffic in Felton St West during school drop off and pick up times. Often the traffic is lined up from Pennant Hills Rd, Arcadian Circuit and then all the way down Felton Rd. The cars are stopped making it impossible for us to enter Felton Rd from Edinburgh Ave and vice versa during these times. I urge the planners to develop a plan which would keep the traffic flowing during these times.
