I write in support of the proposal for the Springdale Solar Farm to be
contructed near Sutton. I am particularly supportive of the
opportunity for members of the community to share the benefits by
investing directly in the project.
A high proportion of Australia's electricity generation capacity is
still coal-fired. The country needs to transition away from coal-fired
generation towards much more renewable energy generation. This project
will assist that transition. It will also contribute towards building
further expertise in the industry in the growing renewable energy hub
in SE NSW.
The location is also good because of the relative lack of generation
capacity in southern NSW where there is high demand. This will serve
to reduce the need to transmit power long distances and thereby reduce
transmission losses.

economy whilst providing a number of new jobs for the community.

Whilst providing this in the short term, it will also provide the
State with clean energy for many years to come.

My husband and I bought our property with the view to running a function
centre to host weddings and events. This was our intention due to
experience in the industry and wanting to live and work on the
property. Over the past 7 years we have invested a significant amount
on time and money on survey, waste management and architectural plans
and costs with DA submission. We have also invested significant time
and money on developing on our property. To our relief our DA was
approved and we have approved plans to develop a function centre to
host weddings and events and serviced apartment for guests. The site
is on the top of Talagandra Hill which overlooks the beautiful
landscape across the valley towards Mulligans Flat Road and
Tallagandra Lane. The view was a key reason to host weddings due to
the amazing views which would be a perfect backdrop for functions.
Unfortunately now we are in a predicament over going forward with our
dream to run the function centre as the view will be riddled with a
mass of solar panels - not what people want as the backdrop for their
wedding or function photos. All that hard work and investment will go
down the drain and our dream of this solar farm goes through and we
will more than likely sell up.

I live on the same road as the proposed development. I am concerned about
a number of features of the proposed development.

Most significantly, the proposed development does not meet suitability
criteria set out in the NSW Department of Planning and Environment
Draft Guidelines for large-scale solar development. The Department
would be acting contrary to its own policy in approving this
development.

In particular, the strategic context of the policy states, inter alia,
approve solar farms should increase investment and jobs in NSW. The
proposed solar farm will achieve neither. It is undoubtedly the case
the beneficiaries of this solar farm will be the residents of the ACT
- this will be the primary source of any additional jobs as well as
the primary beneficiaries of the energy generated. My understanding is
that the proposed development will be constructed on one individual's
property, meaning any economic benefit from land being leased will be
limited to one individual and not benefit our community more broadly.

The guidelines list a number of key assessment issues for site
selection. Approving the proposed development in a small rural
community where people have small land holdings, could not be more
contrary to a number of these assessment issues. In particular the
visual impact, noise and transport issues that will be created for our
community by this development will necessarily be greater compared to
a development in a location that is less densely populated. It would
be far more consistent with these assessment issues to construct a
solar farm of such a significant scale at a location that is not
surrounded by small land holdings, where residents will not be able to
see and hear the development and the associated traffic from their
homes every single day.

I am also concerned about the impact of this development on local
fauna and the environment more generally. The development proposal
does not adequately address the impact of the development on the
movement corridors of native wildlife, or on possible contamination to
the soil and water. A number of the properties on our road hold stock
and it is foreseeable that any adverse impacts to the soil and water
will have a detrimental economic impact on the residents, and
potentially also health impacts.

My wife and I used all of our savings to purchase our property last
year - our dream of a tranquil rural home is threatened by the
construction of this solar farm which is proposed to be of an epic
scale, which will have no benefit to ourselves or our new community.

I press on the Department to reject the development application. At a
minimum, the scale of this farm should be reconsidered in order to
reduce the impact on the environment and community.

I oppose the proposed Springdale Solar development on the grounds that it
is positioned in the wrong location . The benefits of this development
will go to the residence of the ACT and not NSW as outlined in the
EIS. Having recently travel 4000km through rural NSW and SA i believe
that there are far more appropriate locations for this development.
Any of the rural towns I travelled through would have been the direct
beneficiaries of a development such as this.

The development will create significant air pollution through the
production of dust. This will contaminate the rain water I consume on
daily basis. My very young son will also be exposed to both the air
pollution and have to drink the water.

The impact of the development being on both sides of the road
magnifies the visual impact. Having to drive through the development
as opposed to 'past it' will have a negative impact.

The current roads are not sufficient to support the number of both car
and truck moments outlined in the EIS. My safety will be jeopardised
as I travel to and from my home to Canberra for work and personal
activities.

The best use of the land is not to set a precedent that the area is to
become an industrial power generation percent. The land has form any
years been utilised as rural residential and should continue to be
used as such.

The proposed location does not have a permanent water supply. In the
event of a fire, originating from within the facility, my home and
life would be put at greater risk than if the land were to continue to
be used for its current purpose.

The selection and glare from the development will be considerable. The
land is currently used for grazing and as such does not contain any
structures. Therefore, the addition of hundreds of thousands of solar
panels will obviously increase the glare.

The amenity will be drastic impacted. The current proposed solution in
the EIS will not sufficiently rectify this situation.

The habitat of both the golden sun moth and legless lizard is
considered to be critically endangered. This development threatens
their continued survival as a species and the biodiversity of the
site.

I wish to object to the Sutton Solar Farm proposed for Tallagandra Lane.
My house, which is just over 1km away, will look directly over the
Southern section of the development, including the large double storey
switching station.

The size of the development will significantly diminish our rural
views. I don't think it is appropriate to put a very large industrial
facility (larger than a suburb!) in amongst small rural holdings. Yass
Valley Council has been trying to protect the rural values of the
landscape, and the NSW Government should not agree to this proposal
because it undermines the local planning strategy.

I am also concerned about disruption to traffic during construction,
and deterioration of the gravel road. I am really disappointed the
developers aren't going to tar the road as a way of reducing the
impact, and as a way of providing a tangible and enduring benefit to
that part of the local community that will have to look at the
development for the next thirty years.

Presumably the development will use the latest technology. Maybe they
could improve the local internet and share the benefits around!

I support development of this solar farm because:-

1. It will make energy available to consumers sooner and more cheaply
than coal, gas or nuclear plants, so reducing financial strain on
consumers.

2. It will not be as ugly as emmission stacks, stockpiles of coal, gas
tanks, roads, fuel dumps, workshops, emmission control and other
supporting infrastructure needed by coal, gas or nuclear.

3. It will be cheaper to construct than coal, gas or nuclear
facilities which need more land and on site supporting infrastructure.

4. It will have minimal impact on other users of iexisting
nfrastructure such as roads &/or railways, during the construction and
operation, unlike coal, gas or nuclear facilities.

5. It will provide employment immediately thereby contributing to the
economic security of the community.

6. It will not require vast quantities of water during its
construction and operation so reducing water stress on our badly
drought affected community.

Location, The area is full of small acreages. These family's bought in
the area because they wanted a rural lifestyle for the families.
Instead of having a beautiful free views of land, animals,and nature
they will have a view of solar panels.
When we all bought out here we bought a lifestyle for the family and
it would be a huge shame that something like this huge business would
take all that we love away.
We are all for solar and and green energy but the location is so
wrong. We can't understand why something of this size can't be out
west where they get lots of sun and the land can't be used for
agricultural farming. These are the people that need this sort of
business to bring in an income.
This development will effect me as a small Buisness owner of a
childcare centre/Preschool in the village. Families will leave as it
isn't the lifestyle they dreamed they could bring there families up in
with a big solar development on the back door and there will be no
room for growth within my business as no new young families will come
to the area with a big Solar farm within view.
Sutton is the wrong location.

We have supported the developer of the Springdale Solar project with
technical input to this project, and believe the project to be well
developed, with geniune engagement with the local community.

The project is a valuable addition to the NSW power generation
profile, a strong step towards reducing the impact of climate change
in a country and state where such impacts are already having a
significant impact on regional life.

The local benefits from the project are significant, with jobs through
the construction and operation phase bringing a new type of economy to
the region.

Overall the project has sensitively considered its impact into the
community and environment, and contributes to the NSW governments aims
to establish more renewable energy into the state energy mix.
Engagement has been proactive, design consderate, and benefits are
substantial.

We fully support the Springdale project and look forward to seeing
this project become a key part of the NSW energy mix.
